The purpose of this article is to investigate the needs of farmers in Henan for vocational training, provide references for the government to formulate rural human resource training policies and provide vocational training services to the society, and ultimately serve the sustainable rural development strategy. The sustainable development of the village is inseparable from the support of the village's external resources and the joint effect of the internal driving force. In the context of the continuous input of external resources to the countryside, the importance of internal driving forces has become increasingly prominent. This driving force comes from fully respecting the wishes of farmers. On the one hand, they need the protection of laws and systems to give them the power to understand the decision-making of rural affairs; on the other hand, the improvement of farmers' vocational skills enables them to participate in the implementation of rural affairs. The survey results show that more than 53.3% of farmers have vocational training need for planting technology, food processing technology and breeding technology, and nearly half of farmers have other vocational training need. The survey results in terms of age show that farmers aged 30 to 50 have a strong demand for vocational training. Peasants in this age group account for a large proportion of the population and are willing to become licensed. They an important potential force for rural development. Depending on the survey results, the relationship between the demand for vocational training and rural tourism, e-commerce sales of agricultural products, and land transfer systems was discussed. It is believed that without the support of human resources in related industries, various rural development plans will be unattainable. Conclusion: On the one hand, local governments should improve the vocational training system for farmers, and make full use of agricultural colleges and social vocational training institutions to provide farmers with vocational training supplies. On the other hand, villages should fully consider regional human resource conditions before making development plans or undertaking industrial projects. Only when the village realizes the continuous reproduction of the human resources it needs, can it be possible to reduce the waste of innumerable resources and realize the sustainable development of the village and the country’s revitalization and development strategy formulated by the country.

The actual problem, and simultaneously, the trend of today’s vocational – education digitalization of agricultural experts training in Russia are investigated. The review of the theory of the question, which proves the idea of accord of vocational training digitalization process of the XXI century tasks, is made. Didactic digitalization elements as a process are correlated with the revealed professional agricultural engineering problems. Digitalization maintenances opportunities of science subjects as possible means of the priority purposes achievement of modern vocational trainings are investigated. The substantiation of the projected course «Methods of optimum decisions acceptance» as a set of the competence-focused modules is achieved, each of which corresponded to concrete type of optimization problems, solved by agroengineers in professional work.

ZusammenfassungMit der Einführung des Supported Employment wurde in der beruflichen Wiedereingliede-rung psychisch beeinträchtigter Menschen in die freie Marktwirtschaft ein Paradigmawechsel vollzogen, der sich in den USA und mittlerweile auch in Europa bewährt hat. Die wissenschaftliche Evidenz ist mittels zahlreicher randomisiert kontrollierter Studien erhärtet, weshalb Supported Employment in den Leitlinien als dem pre-vocational Training überlegen und somit als Methode der Wahl vorbehaltlos empfohlen werden kann. Supported Employment leistet zudem einen entscheidenden Beitrag zur Inklusion und Teilhabe psychisch beeinträchtigter Menschen.Für eine erfolgreiche Implementierung und Weiterverbreitung im deutschsprachigen Raum braucht es gewisse Adaptionen, einheitliche Qualitätsstandards, Anreize für die Arbeitgeber sowie noch zu verbessernde gesetzliche Grundlagen und Finanzierungsmodelle, die u.a. die unbefristete Begleitung durch einen Job Coach ermöglichen. Letzteres ist ein zentraler Faktor für den nachhaltigen Erfolg des Supported Employments.

The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.

The government supports vocational training in order to improve social security for specific population groups, such as the ethnic minority youth. However, there exists information asymmetry among the stakeholders in vocational training, including the ethnic minority youth, local authorities, training institutions, enterprises and state management agencies, leading to adverse selection, moral hazard and principal-agent problem.
