From accounting to report: Digitalization of college and related issues

The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

The article is devoted to the actual problem of formation of information -pedagogical competence for teachers of secondary vocational education (SVO). The educational organization is assessed as a basis for advanced training in the field of new information technologies. The author of the article offers a program of additional professional education (advanced training) for implementation in an educational institution, focusing on the conditions for its implementation. On the example of the introduction of the proposed model in the work of the SVO institution, conclusions are drawn about the feasibility and effectiveness of using the additional education program to increase the level of information-pedagogical competence for college and technical teachers.

The preconditions for the acmeological concept of the development of vocational education in the conditions of integration and globalization of the European space are the most developed directions, which are connected with a special kind of progressive development of a mature personality - the personal and professional development of the future trade and restaurant professionals. In particular, the problem of finding and defining the laws, mechanisms, conditions and factors for the development of vocational training of students of vocational education institutions to the level of highly qualified and necessary specialist in the modern integrated labor market in the context of globalization is being updated in Europe. At the same time, there are reference models for the training of future specialists, which are a systematic factor of successful personal and professional development in the conditions of introduction of modern interactive and computer technologies.

The paper examines the interconnection between matrix modeling and accounting informational systems (AIS) and highlights the role of these systems in the true and fair reporting of economic activities. The author shows that such systems make it possible to present the functional fragments of knowledge in information modeling systems and gives a definition of the accounting information systems in the context of modern economic development. The article focuses on designing a concept of a knowledge-based economy and identifying the role of accounting in this process. It shows the accounting system reliability depends on such information system which would make it possible to fully report the data about business activity of an entity. Information technology has crucially changed this very important area of accounting. Modern accounting is more dynamic and influential in making economic decisions. That is why the understanding of accounting science and its influence on accounting processes is changing. This in turn imposes new requirements on professional education and training of accountants. It is evident that the period of data input is now significantly shorter, starting with processing banking information and invoices. Thus the practice of accounting is impossible in its conventional form which calls for the fundamental change of thinking in many areas of accounting.The article discusses the state of national accounting system and its compliance with the international accounting practices under conditions of globalization. The author gives the arguments on how to assess the accounting process adequacy by means of situational matrix modeling (HMM) in the structure of the accounting information system.

From 2012 to the present, active work is being carried out to introduce educational activities in the sphere of higher professional education at the Faculty of Engineering Education of the National Pedagogical Dragomanov University. During 6 years for the educational degree "Bachelor" in the field of knowledge 01 Education / Pedagogy specialty 015 "Vocational Education" 9 specializations were opened, namely: the food technology, the technology of light industry products, the design, the wood processing, the hospitality training, the computer technologies, the economics, the document management, the labor protection. The specialty 015 "Vocational education (in specialties)" is binary (double). The qualification "3340 Teacher of vocational training", which is conditioned by the successful psychological and pedagogical preparation of students, is common for all specializations. The importance of interdisciplinary links in the training of vocational education teachers is extremely important. Because, their successful implementation allows us to comprehend in the future polydisciplinarity and transdisciplinarity, as a strategies for the long and productive development of scientific knowledge.

Youth vocational education belongs to the general sphere of an individual education, having in mind that regular education is not a conclusion but an ongoing process. Knowledge is not limited to or has any limits whatsoever, but simply are one of the conditions to materialize lifelong education. Requirements to approach the European community dictate the need for the Kosovar society in general and its youth in particular must continue their education to meet the challenges and obstacles of life are changing rapidly. The use of new technologies is one of the most dramatic changes in professional education. Along with this new reality that is before us young people must inevitably continue to track participation in vocational education as one of the alternatives for easier access to employment and development their career. Qualified professions and crafts are those jobs or activities that produce products made by individuals or providing specialized technological services. Qualifications for these specialized professions and crafts are obtained through professional education based on concrete programs. To motivate young people to attend a vocational training as a prerequisite to reach easily to the labor market, the Kosovar state needs a reforming flexibility in curriculum reorientation of vocational training. Therefore, result oriented efficient training programs must be catalyst for young Kosovar today in continuing education in professional schools.

The article deals with the structure of forming and implementing public administration of professional education of future specialists in tourism in Luxembourg as a prerequisite for optimal functioning and development of the national economy, the realization of its objectives, the transition to a new state and integration into the European educational space. The basic trends in the development of public administration and features of implementing government and non-government regulation of vocational education in Luxembourg are defined here. Legislative and regulatory documents aimed at ensuring the adaptation of the management of national vocational training to economic and educational requirements of today`s are analyzed in the article. It is noted that the cooperation between the government and social partners is a key principle of organization of vocational training of future specialists in Luxembourg. It is also underlined that vocational training in Luxembourg, despite a long tradition, is in a state of reforming. It can be proved by the following facts: the opening of the first university in the country in 2003, the adoption of the Law on the reforms of vocational and practical training in 2008, having made a significant number of amendments to the Constitution regarding primary and secondary education, and the organizing the activity of specialized chambers in the process of vocational training of future specialists. Nevertheless, it can be defined that vocational education and training of future specialists, including specialists in tourism is quite of high quality and popular among the apprenticeship in Luxembourg.

The article discusses the history of vocational education in Russia and the modern trends of its development. There is a detailed analysis of how different profiles were built in vocational education, how expanding the list of profiles form the concept of «individual profile». Vocational education is considered in the context of three types of learning outcomes: subject-oriented, interdisciplinary and personal. Special attention is paid to organizational forms (multi-discipline educational organization, preuniversitario) and to organization of vocational training. The paper provides integration technology of subject oriented training and project methods of education.

The article studies urgent issues of development of the labor potential of engineering personnel and the role of secondary vocational education system. The consideration of the theoretical foundations of the «development of labor potential» concept became the basis for the formation of the author's vision of it as an irreversible and purposeful change in the consciousness and actions of workers, resulting in a new quality. The study of the peculiarities of the development of the labor potential of engineering personnel on the example of the Tyumen Region has shown that the system of secondary vocational education in the Region is aimed at creating conditions for reducing the existing gap between the knowledge received by students under educational programs and the knowledge required by business and the market. The revealed problems have served as a basis for formation of offers on the environment creation directed on the formation of conditions of development of labour potential of engineering personnel in the system of the intermediate vocational education of the Tyumen Region.
