The government supports vocational training in order to improve social security for specific population groups, such as the ethnic minority youth. However, there exists information asymmetry among the stakeholders in vocational training, including the ethnic minority youth, local authorities, training institutions, enterprises and state management agencies, leading to adverse selection, moral hazard and principal-agent problem. These problems have negatively impacted the effectiveness of vocational training for ethnic minority youth. Received 19th September 2019; Revised 20th October 2019; Accepted 24th October 2019

One of the significant challenges facing vocational training institutions is the conundrum of providing the best possible learning outcomes to a diverse range of people using pedagogical practices and materials that by design demand uniformity in delivery approaches. In this paper, we examined a snapshot of perspectives from teachers and students in two distinctly different vocational training institutions, one in China and the other in Australia. Comments from participants revealed that flexible approaches to course delivery, the provision of a range of different types of learning materials, and institutional support in teacher training and curriculum design are vital elements in implementing an inclusive learning space for students. This paper proposes that a triad of interrelated elements, consisting of pedagogy, learning materials and institutions, are bound together by learning management systems that facilitate the creation of multi-modal course delivery approaches. We further contend that teaching practices that pigeonhole people as belonging to immutable categories of learning styles are outmoded and detract from creating inclusive learning environments. The findings from this study indicate that best practice approaches for developing truly engaging educational environments are rooted in the facilitation of individual autonomy in the learning process. The creation of opportunities for constructive interaction between learners is needed.

The efficiency of educational institutions is critical in the justification of resource allocation and use. However, some developing countries like Kenya face efficiency challenges regarding resource utilisation and the flow of students through the school system at various levels of education and programs. Past research in Kenya has focused more on resource utilisation in public schools. Very few studies have looked at the internal efficiency of public vocational training centres (VTCs). This paper assesses the level of internal efficiency in Kenya's public vocational training institutions through a mixed research design. The findings reveal low levels of internal efficiency as indicated by low enrolment, high dropout and low completion rates in the VTC institutions. The result also shows a low level of tutor utilisation. These results provide vital insights into improving the internal efficiency of public vocational training institutions in developing countries. The study recommends, among other things, subsidisation of examination fees to enhance students' completion rates.

This theory is not new to vocational training in Vietnam, but the nature of Dynamic Teaching is not well understood and applied by all the teachers in teaching process. More specifically, for vocational training institutions with ethnic minority students studying, Vietnamese language is also considered as a foreign language for them to integrate their study with the majority of students of Kinh ethnic group. At the same time, they try to master Vietnamese to integrate their study and learn English, so they have to face with much more difficulties than students of Kinh ethnic group. They need far more teachers who have the most effective teaching methods to help them overcome the difficulties in acquiring knowledge. At school, they not only need knowledge and related professional skills, but they also expect teachers to be equipped essential soft skills so that after graduation they can confidently integrate into labor market to have a stable job.

Vocational training for employees is one of the important tasks in order to create a human resource capable of adapting to the rapid changes of the labor market, meeting the requirements of international integration part of rapid and sustainable development of the country. In the process of international integration, technology training for workers in Vietnam has always been the concern of the Government, not only thriving in both size and quality to meet growth but also create sustainable jobs firmly, contributing to ensuring social security for employees in the new context. However, in the integration process and in the context of the industrial revolution 4.0, vocational training for Vietnamese workers is faced with challenges such as quality not meeting the requirements of socio-economic development. Therefore, it is necessary to have a system of solutions to contribute to vocational training institutions to improve the quality of training for workers in the direction of approaching regional and world levels.

Engineering family is such a scientific field that has to work as a unit without progress and development suffers in any society. Each engineering family cadre rests on the other to form a synergy upon which transformational strength is dependent as experienced in developed countries. However, in Nigeria there are myriads of challenges facing engineering profession, especially technical and vocational training institutions and their public acceptability, ranging from governmental to societal challenges thereby limiting its growth and development. In this work, the root challenges that confront engineering profession in terms of cadre structure imbalance are analyzed. The trend in terms of educational training mostly desired by individuals and the relative causes and effects are also reviewed. Overall, impact of these challenges on the society are x-rayed in terms of infrastructural and technological development, indigenous engineering professionals’ availability, and cadre structure imbalance. Solutions as to ways of correcting these identified anomalies, in order to bring about healthy and functional relationship among engineering cadres in Nigeria for the general development of the country are suggested in this work.

The system of continuous qualification refreshment of the staff worked out in Chelyabinsk Region Vocational Training Organization in order to get rid of professional deficit connected with the readiness to realize the educational process on the basis of distance learning technologies is discussed in the paper. The elements of formal (traditional), non-formal and informal types of continuous refreshment are concretized. The system of regional scientific and practical seminars on corresponding themes, listeners immersion into the informational space of the international conference “Secondary vocational training in informational society”, regional contest “Electronic educational resource for vocational educational organization”, distribution of regional innovative grounds activity results, the work of regional methodical unions condition informal continuous qualification refreshment. Educational and methodical manuals, scientific publications of SBU AVE “Chelyabinsk Institute of Vocational Training Development” that are represented in the system create an educational space for informal continuous qualification refreshment. The efficacy of the given system of continuous qualification refreshment is connected by the authors with the results of the research of educational process organization in vocational training institutions in conditions of self-isolation in spring and summer of 2020.

Abstrak Sebagian besar lembaga pelatihan atau balai latihan kerja menggunakan penjadwalan dengan model batch, yang artinya sebuah jadwal digunakan bersama-sama untuk sekelompok orang, tanpa melihat karakteristik masing-masing peserta pelatihan atau ketersediaan waktu mereka. Namun penjadwalan model batch seperti itu belum tentu efektif untuk setiap orang dan belum sesuai dengan prinsip student center learning. Tulisan ini menawarkan alternatif solusi bagi lembaga pelatihan atau balai latihan kerja yang memerlukan penjadwalan dengan keragaman materi pelatihan dan ketersediaan waktu setiap peserta yang berbeda-beda. Solusi berupa pembuatan perangkat lunak aplikasi penjadwalan dengan arsitektur model-view-controller. Perangkat lunak yang dibuat mampu menjadwalkan lebih dari 300 peserta pelatihan dengan jumlah instruktur lebih dari 14 orang dan materi pelatihan berjumlah lebih dari 18 macam dengan tingkat kedalaman yang beragam.Kata Kunci : penjadwalan pelatihan, slot waktu dan materi berbeda-beda  Abstract It is common for training institutions or vocational training centers using batch scheduling model, which means that a timetable be used together for a group of people, regardless of their individual needs or their time availabilities. Scheduling in batch model like that was not necessarily effective for every class member and not in accordance with the principle of student center learning. This paper offers an alternative scheduling solution for training institutions or vocational training centers that each participant has special needs in timetable, course interest, and course level. Our solution was implemented by model-view-controller architecture. The software could be used to schedule of more than 300 trainees with more than 14 instructors and more than 18 kinds of training materials.    Keyword : training scheduling, different timetables and course material
