Problem setting. Today the European Union interacts with the whole world and represents the interests and values of the European community far beyond one continent. Carrying out such activities provides for the existence of effective institutions for its implementation, which today are the European External Action Service and the European Uniondelegations around the world. It significantly differs from the classical manifestations of diplomacy, which determines the relevance of research into the establishment and development of the European Union diplomatic service. Moreover, understanding the process of formation and features of European Union diplomacy is interesting for domestic researchers of European Union law given the pro-European aspirations of Ukraine. Analysis of recent researches and publications. Certain aspects of this topic have been studied by suchdomesticscientistsas F. Baranovsky, M. Hnatyuk, O. Grinenko, O. Gladenko, M. Entin, O. Opanasyuk-Radlinska, E. Ryaboshtan, D. Tkachenko, O. Turchenko, Y.Sergienko, V. Streltsova, G. Utko, O. Fisun, V. Tsivaty, V. Shamraeva, O. Shapovalova, etc. Target of research is to research the basic preconditions and features of the establishment and development of the European Union diplomatic service and its functioning in today’s conditions. Article’s main body. The article is devoted to the study of the main prerequisites and features of the establishment and development of the diplomatic service of the European Union. The authors paid attention to the coverage of the status, competence and procedure for sending the first representations of the Communities abroad, in particular the delegations of the European Commission. The changes made by the Maastricht, Amsterdam and Lisbon treaties on foreign policy are analyzed as well. All the reforms implemented by these treaties were aimed primarily at making the European Union more effective and coordinated in the international arena, and finally resolved the issue of the institutionalization of the body that deals with the European Union diplomatic service. So now it has the status of the European External Action Service and successfully performs its functions in the current conditions. Conclusions and prospects for the development. The modern European Union diplomatic service is the result of a long process of formalization and institutionalization of a whole set of its foreign policy bodies. The development of the European Union representation system shows that the spread of its representative activities has become global, as well as the dynamic transformation of the content of its goals to interact with the world in order to implement its foreign policy. However, despite the current and rapid dynamics of development and evolution of this institution, the question remains whether the European External Action Service is the final option for the external design of the European Union diplomatic service, or whether it will be another step in the process of building pan-European diplomacy.

This chapter examines the ways in which the European Union enters into international relations and engages with key processes in the world arena. It first provides a historical background on the interaction of an evolving EU with the rest of the world before discussing the main patterns of relationships and interactions in the areas in which Europe has been active. It then considers two centres of enduring tensions in the EU's external engagement: EU's engagement with processes of international cooperation and conflict, and with processes of global governance. It also looks at tensions that arise between the collective ‘European’ and national positions. They are between: Europeanization and national foreign policy; rhetoric and achievement; big and small member states; old and new Europe; and the concept of civilian power Europe and the EU as an international security actor with access to military forces.

This chapter focuses on the European Union as a subsystem of international relations. It examines the following questions, taking into account the historical context in which EU foreign policy has developed as well as the theoretical pluralism that has characterized its study. First, how has the EU dealt with its own international relations internally? Second, what are the ideas and principles underlying EU foreign policy? Third, what is the EU's collective action capacity in relation to the rest of the world? The chapter illustrates interstate dynamics as a result of European integration by focusing on the cases of France, Germany, and Benelux (Belgium, the Netherlands, and Luxembourg). It also considers the EU's international identity and its role as a collective actor.

Problem setting. In spite of the presence of numerous conventions, treaties and organizations in the world today, the issue of security is still a very acute issue for the world community. There are many reasons for this: the presence of nuclear powers, serious disputes between countries that are justly considered world leaders, the existence of numerous local conflicts and wars of a more global nature across the globe. These and other factors are pushing states around the world to allocate budget funds to ensure effective security policies. Given today’s realities, one can trace the tendency of several countries to pool their own efforts and resources to pursue a common security policy. The European Union is one of the clearest examples of this behavior. This intergovernmental organization is committed to maintaining peace, diplomacy, trade and development around the world. The EU also promotes cooperation with neighboring countries through the European Neighborhood Policy. Target research. The aim of the research is to study the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. Analysis of recent research and publication. Many domestic and foreign scholars, including B. Tonro, T. Christiansen, S. Morsch, G. Mackenstein, and others. The institutional basis of foreign and security policy is analyzed in detail by J. Peterson, questions related to the European Union’s security policy. M. Shackleton. K. Gill, M. Smith and others study the general features of the development of a common EU security policy. Some contribution to the study of various problems related to European and Euro-Atlantic integration has been made by such national scientists as V. Govorukh, I. Gritsyak, G. Nemyrya, L. Prokopenko, O. Rudik, V. Streltsov, O. Tragniuk, I. Shumlyaeva, I. Yakovyuk and others. Article’s main body. The article examines the emergence and development of the European Union’s security policy from the date of the Brussels Covenant to the present. Particular attention is paid to the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. A study of the officially adopted five-year global foreign and security policy of the EU is being done to improve stability in Europe and beyond, analyzing EU conflict resolution and crisis management activities. Conclusions and prospect of development. In view of the above, it can be concluded that the EU’s foreign and security policy institutional framework is an extensive system in which all the constituencies are endowed with a certain range of general and specific powers and are called upon to cooperate with one another to achieve a common goal. It cannot be said that such close cooperation puts pressure on Member States. Yes, a Member State has the right to refrain from voting for any decision that requires unanimity and such abstention will not prevent the above decision being taken. In this case, the mechanism of so-called “constructive retention” is triggered: the abstaining country is not obliged to comply with the decision, however, accepts the fact that it is binding on other Member States and takes this into account when concluding treaties, which should not contradict the said decision.

This article examines the notion of a Greater Europe in Russian foreign policy from the 1990s to the present. The idea developed as the Russian government sought to establish its national and civilizational identy in the wake of the USSRs dissolution. At the turn of the 21st century, Moscow embraced the idea of a rapprochement with the rest of Europe. Pursuing the notion of Greater Europe, to create a single continental economic, political and cultural space, became a major diplomatic objective as it developed a strategic partnership with the European Union. However, in more recent years its outlook on the world has changed. Furthermore, after relations with Brussels deteriorated in the wake of the Ukrainian crisis and the latters imposition of sanctions has also affected Russian foreign policy. This article considers the emergence and evolution of the idea of a Greater Europe, and examines possible ways to realize this ambition. It argues that a EAEU-EU combination could become a basis for implementing this concept. However, any potential rapprochement can only be possible when the political barriers the EU established in its relations with Russia and the EAEU are removed.

This article investigates the effects of both the viewpoints on the practice of certain diplomatic jobs by the UK’s goverments towards the EU from 1972 to 2016 and the research works by scholars in the world on this relationship.

The European Union comprises 27 countries that aim at carving out a separate foreign and security policy for their unification and singleness. The whole union is a symbol of unity and cohesiveness for which the theory of bargain provides the basic framework.  This article focuses on the elements of the European Union's external policy, the principles and policy of the European Union, the foreign policy, security strategy, and the common foreign and security policy coupled with the defense strategy of the European Union. It also aims at describing the coherence and consensus of the EU on all important measures with particular reference to foreign and security policy and importance in the world as a global actor.
