The global turn of cultural production gave new significance to objects and ideas that convey senses of localization and/or cultural singularity, raising public interest and institutional concern with inventorying and protecting cultural diversity. The implications of this shift not only concern the so-called creative industries, as this issue was the object of the Convention for the Protection of the Diversity of Cultural Contents and Artistic Expressions approved by UNESCO in its 33rd General Conference (Paris, November 2005). Traditional know-how and forms of expression, as well as exotic landscapes, are used as effective cornerstones for the implementation and promotion of humanitarian as well as social and economic development programs in the poorer regions of the globe. From an intellectual perspective, this renewed awareness of all things local stimulates critical reflection about some epistemological and legal issues related to identification, documentation and promotion of cultural heritage. Among these, intellectual authority associated with the production of inventories, the social consequences of introducing new ingredients in local level politics and cultural production, as well as juridical matters concerning rights of collective intellectual property are some of the concerns of the current debate among scholars and heritage experts on those issues. The present paper aims at contributing to the debate on the questions outlined above, by focusing on the emergent policies of safeguarding intangible cultural heritage. Since cultural heritage is not mechanical and neutral transmission of information from one generation to another, but a social construction, the understanding of its meanings and consequences depends on taking into account its historical context. This being the case, in order to provide concrete background to this discussion, the author refers to the Brazilian case suggesting, however, that it has wider implications.

У рамках імплементації Конвенції про охорону нематеріальної культурної спадщини вивчено заходи культурної політики, що заклали основи для втілення новітніх політичних підходів, механізмів і програм. У контексті виконання міжнародно-правових стандартів UNESCO та положень Конвенції визначено курс на аналіз, збереження й розвиток культурного розмаїття та надбання. Умотивована необхідність формування стратегії культурної політики у галузі збереження нематеріальної культурної спадщини, що полягає у проектуванні й затвердженні культурних проектів національного й регіонального спрямування. Враховано наявну ускладнену ситуацію щодо ролі місцевої влади та обмеженість бюджетного фінансування в країні загалом. Встановлено, що дії, що сприятимуть виявленню елементів нематеріальної культурної спадщини, організації та реалізації заходів щодо її збереження в Україні повинні стати цільовими пріоритетами. Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.

The article is devoted to study the role of intangible cultural heritage in the development of modern urban areas. Modern cities are experiencing a transformational load associated with the transition from industry to the post-in- dustry – service industry comes on the place of the plants, and one of the leading sectors becomes tourism. Social and environmental factors on the one hand, reflect the general level of development of the city and, on the other hand, in a post-industrial economy are the main actors in the development of all areas, including city tourism. Intangible cultural heritage is seen as a social factor, the formation of which is related to the environment (natural- ecological spheres), and history of the city. Intangible cultural heritage serves as a catalyst for the creative economy and the events of the city, which in turn have a positive impact on city tourism. The city squares, streets, parks are becoming the immediate territorial areas, where the intangible cultural heritage are demonstrated to the citizens and tourists and their level of status, comfort and attractiveness depends largely on the implementation of the tourism potential of the intangible heritage. Cities skillfully combining the intangible heritage, creative industries, event and educational tourism receive an additional impulse for the development of city tourism and the whole economy of the city. The Republic of Tatarstan last decade is actively moving towards the formation of territorial attractive tourism product. Kazan has ranked among the leading cities of domestic tourism sector. Moreover, any tourism city is interested in attracting more tourists for longer periods, which is possible due to the diversity of the program in the city or region. Intangible cultural heritage can play an important role in solving this problem. In the article using the example of the three cities of the republic – Kazan, Chistopol and Elabuga – is shown as a combination of social factors, such as intangible cultural heritage, and natural factors can create an attractive tourism route. The religious festivities are integrated into the extensive inventory of the intangible cultural heritage of Mexico. The continuity of their practice stimulates social cohesion, collective identity, peace and ecological awareness. Such manifestations are susceptible to patrimonialization due to their symbolic ex‑ pression and their economic potential in the face of the tourism model, they respond to the imperatives of late capitalism that tends to commodify and homogenize cultural diversity. We study the religious festivities of localities of Bahía de Banderas, in particular that of Nuestra Señora de la Paz in Bucerías and that of Nuestra Señora del Rosario de Tintoque in Valle de Banderas, in order to understand the dominant trends in the processes of patrimonialization. The objective is to contribute to the knowledge of the patrimonial wealth of the coastal towns that have been subject to tourism and with it, develop the methodological instruments to fill out the information sheets of the inventory of festivities in the region.

The purpose of the article consists of the study of the activity of skansen in the intangible cultural heritage system. The methodology is the application of historical, bibliographic, and analytical methods. The scientific novelty of the work is to justify the appropriateness and application of the new concept of tourism activity of scans in the system of intangible cultural heritage. Conclusions. Features of the development of tourism in a post-industrial society influenced the conceptual approaches to the museum topes, which first broadcast chronological meaning, but with the proliferation of skansen museums was beyond the phenomenological limits of time and space. The proliferation of scansions as interactive open-air exhibits became a reflection of changes in the cultural and socio-economic life of modern society. The trends in the development of active consumerism in the social and economic spheres, globalization processes, the growth of cultural and creative industries have identified new areas of activity for museums - skansens, which transformed from museums that showed ethnographic collections in the space of the formation of a new cultural being.

Abstract This article examines the inventorying of Finnish intangible cultural heritage with regard to UNESCO’s Convention for the Safeguarding of the Intangible Cultural Heritage. I analyse the participatory Wiki-inventory for Living Heritage, concentrating on entries that discuss food and foodways to study how food, materiality, and the national intertwine with practices of producing intangible cultural heritage. The article’s theoretical background draws from the fields of banal nationalism and critical heritage studies. Food is eminently important in narratives of Finnishness: by using the concepts of naturalness and pastness, I show how Finnish food becomes interpreted as ‘authentic’ Finnish heritage. The concepts illuminate the complex processes in which the materiality of food, the Finnish terroir and landscape, narratives of the past, and the consumer who prepares, eats, and digests the heritagised food are tied to each other. These processes reinforce the banality of Finnishness, although the practices of inventorying paradoxically strive for the ideal of cultural diversity that UNESCO promotes.
