INTANGIBLE HERITAGE AS A SOCIAL FACTOR OF THE DEVELOPMENT OF URBAN AREAS IN A SERVICE ECONOMY

The article is devoted to study the role of intangible cultural heritage in the development of modern urban areas. Modern cities are experiencing a transformational load associated with the transition from industry to the post-in- dustry – service industry comes on the place of the plants, and one of the leading sectors becomes tourism. Social and environmental factors on the one hand, reflect the general level of development of the city and, on the other hand, in a post-industrial economy are the main actors in the development of all areas, including city tourism. Intangible cultural heritage is seen as a social factor, the formation of which is related to the environment (natural- ecological spheres), and history of the city. Intangible cultural heritage serves as a catalyst for the creative economy and the events of the city, which in turn have a positive impact on city tourism. The city squares, streets, parks are becoming the immediate territorial areas, where the intangible cultural heritage are demonstrated to the citizens and tourists and their level of status, comfort and attractiveness depends largely on the implementation of the tourism potential of the intangible heritage. Cities skillfully combining the intangible heritage, creative industries, event and educational tourism receive an additional impulse for the development of city tourism and the whole economy of the city. The Republic of Tatarstan last decade is actively moving towards the formation of territorial attractive tourism product. Kazan has ranked among the leading cities of domestic tourism sector. Moreover, any tourism city is interested in attracting more tourists for longer periods, which is possible due to the diversity of the program in the city or region. Intangible cultural heritage can play an important role in solving this problem. In the article using the example of the three cities of the republic – Kazan, Chistopol and Elabuga – is shown as a combination of social factors, such as intangible cultural heritage, and natural factors can create an attractive tourism route. The purpose of the article consists of the study of the activity of skansen in the intangible cultural heritage system. The methodology is the application of historical, bibliographic, and analytical methods. The scientific novelty of the work is to justify the appropriateness and application of the new concept of tourism activity of scans in the system of intangible cultural heritage. Conclusions. Features of the development of tourism in a post-industrial society influenced the conceptual approaches to the museum topes, which first broadcast chronological meaning, but with the proliferation of skansen museums was beyond the phenomenological limits of time and space. The proliferation of scansions as interactive open-air exhibits became a reflection of changes in the cultural and socio-economic life of modern society. The trends in the development of active consumerism in the social and economic spheres, globalization processes, the growth of cultural and creative industries have identified new areas of activity for museums - skansens, which transformed from museums that showed ethnographic collections in the space of the formation of a new cultural being.

The author presents results of a research conducted during a five-month study visit to the National Folk Museum of Korea in 2017 as a part of the International Partnership Program for Cultural Partnership Initiative (CPI) of the Ministry of Culture, Sports and Tourism of the Republic of Korea. The objective of this visit was to study the Korean system of safeguarding their intangible heritage as well as its effects at the institutional and communal level. The paper deals with the latter and focuses on practices of safeguarding the local specific puppet play Park Cheomji Nori, which has been included into the regional Register of the intangible cultural heritage.

With their cultural and historical contents, cities have always attracted tourists, thus contributing to creating a new kind of tourism - city tourism. The potentials of cities have contributed to creating other types of tourism such as fair, cultural, congressional, sports, religious tourism, etc. City breaks have become a contemporary trend and a phenomenon in world tourism, which an increasing number of tourists is becoming more interested in, and these tourists want to spend their short breaks, holidays or weekends in them. Comprehensive and short visits to major cities offer an opportunity to discover their tourist values such as ambience, architecture, culture, art, people, customs, etc. Basically, urban tourism is an activity that takes place in urban areas. City break is the third most important type of tourism in international tourism and the third most important type of vacation and traveling in Europe after ―sun and beach‖ and ―tour‖. In the last three decades, tourism in the world has been witnessing a constant growth of city break. The growth of this type of tourism is associated with the growth of the urban population in the world. City break tourism gives an impetus to the revitalization of urban areas. Historic cores of cities and pedestrian zones are urban spaces that appeal to visitors and are always attractive places visited by most tourists in all seasons. One of the most common activities of city break is seeing the sights of a city, its attractions, museums, galleries and historical landmarks, most often with a special open-type bus with a tour guide.

The 2016 publication The city’s intangible heritage. Musealisation, protection, education sums up an interdisciplinary conference organised by the Historical Museum of the City of Cracow. The book is of particular interest in terms of acknowledging the role of Polish museology in implementing the provisions of the UNESCO 2003 Convention for the safeguarding of intangible cultural heritage. Its novelty in terms of previous similar elaborations results from tackling the city’s aspect of this heritage. There still does not appear to be enough works on the diversity of the cultural areas mentioned in the Convention’s recommendations. It is imperative to expand research beyond the most frequently analysed culture of the countryside, as the city’s heritage is a valuable and diverse aspect of human activity. In recent years it has been particularly prone to fragmentation and degradation because of the dynamics of urban processes, social and economic changes and migrations of peoples. Both the authors of the publication, and the participants in the conference – museum professionals, museologists, heritage interpreters both from Poland and abroad – deal with questions concerning the aspects of identity and the city’s audiosphere, the safeguarding of its intangible heritage, musealisation and depositaries, as well as education.

AbstractClimate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. Due to floods, sea level rise, destructive storms, drought, and slow-onset factors such as salinization of water and soil, people lose their lands, homes, and natural resources. Catastrophic events force people to move voluntarily or involuntarily. The relocation of communities is a debatable climate adaptation measure which requires utmost care with human rights, ethics, and psychological well-being of individuals upon the issues of discrimination, conflict, and security. As the number of climate-displaced populations grows, the generations-deep connection to their rituals, customs, and ancestral ties with the land, cultural practices, and intangible cultural heritage become endangered. However, intangible heritage is often overlooked in the context of climate displacement. This paper presents reflections based on observations regarding the intangible heritage of voluntarily displaced communities. It begins by examining intangible heritage under the threat of climate displacement, with place-based examples. It then reveals intangible heritage as a catalyst to building resilient communities by advocating for the cultural values of indigenous and all people in climate action planning. It concludes the discussion by presenting the implications of climate displacement in existing intangible heritage initiatives. This article seeks to contribute to the emerging policies of preserving intangible heritage in the context of climate displacement.

In the first part of this paper the definition of the protection of intangible cul­tural heritage is introduced, based on the 2003 UNESCO Convention as well as the Polish legislation concerning the protection of items on the national list of intangible culture. The second part shortly characterizes the Krakow bob­bin lace tradition along with its guardians, both present and past. In the third part it is systematically described what is being done to protect the tradition and craft in the Podgórze Culture Center thanks to the initiatives undertaken by certain guardians, and in the Historical Museum of the City of Krakow.

ResumenEsta investigación parte de la necesidad de poner el foco en los espacios públicos identitarios, en los cuales la constante congregación espontánea y masiva de la ciudadanía, ha construido un patrimonio cultural inmaterial en ellos, a la hora de celebrar colectivamente en la ciudad. Desde este enfoque, se aborda el caso de la Plaza Baquedano en Santiago de Chile, mediante una metodología propia que contrarresta fuentes secundarias, principalmente periodísticas, con fuentes empíricas. Por lo que seaplican encuestas y entrevistas, con el fin de comprender el fenómeno desde el contexto urbano, social, celebración y patrimonio del lugar. Asimismo, lograr la perspectiva interna y externa del estudio de caso.Los resultados obtenidos confirman la existencia del patrimonio inmaterial y el carácter de identidad, que se ha generado con el paso del tiempo en este espacio público y, tanto la visión interna como la externa, consideran que debería ser catalogado como patrimonio cultural del país. Sin  embargo, esta mención no ha sido otorgada por alguno de los  instrumentos vinculantes en Chile. Por lo cual es una discusión abierta,ya que en la opinión de expertos consultados la complejidad de otorgar una figura de protección inmovilizaría el dinamismo que ha constituido a este lugar como tal.AbstractThis research departs from the need to focus in the public identitary spaces, in which the constant congregation spontaneous and massive of citizenship, has built an intangible cultural heritage in them, when it comes to celebrating collectively in the city. From this approach, is addressed the case of Plaza Baquedano in Santiago de Chile, through our methodology that combine secondary sources, mainly journalistic, with empirical sources. So that, surveys and interviews are applied in order to understand thephenomenon from the urban, social, celebration and heritage context’s.In addition, to achieve internal and external perspective of the case. The results collated confirm the existence of heritage and the identity character, which has been generated over time in this public space and both vision internal and external, consider that it should be cataloged as country’s cultural heritage. However, this mention has not been granted by some of the binding instruments in Chile. Therefore it is an open discussion, since in the opinion of the experts consulted the complexity of granting a protection figure would immobilize the dynamism that has built this place as such.

With the development of information technology and network technology, digital archive management systems have been widely used in archive management. Different from the inherent uniqueness and strong tamper-proof modification of traditional paper archives, electronic archives are stored in centralized databases which face more risks of network attacks, data loss, or stealing through malicious software and are more likely to be forged and tampered by internal managers or external attackers. The management of intangible cultural heritage archives is an important part of intangible cultural heritage protection. Because intangible heritage archives are different from traditional official archives, traditional archive management methods cannot be fully applied to intangible heritage archives’ management. This study combines the characteristics of blockchain technology with distributed ledgers, consensus mechanisms, encryption algorithms, etc., and proposes intangible cultural heritage file management based on blockchain technology for the complex, highly dispersed, large quantity, and low quality of intangible cultural heritage files. Optimizing methods, applying blockchain technology to the authenticity protection of electronic archives and designing and developing an archive management system based on blockchain technology, help to solve a series of problems in the process of intangible cultural heritage archives management.

Batik, which is rich in symbols and philosophies for the Indonesian people, has now been recognized by UNESCO as a Representative List of the Intangible Cultural Heritage of Humanity. The beginning of the emergence of batik in Indonesia is in the city of Solo, and comes from the Pajang kingdom 400 years ago. With the passage of time, batik continues to grow and produces various variations and innovations, from raw materials to the drawn motifs. However, it is very unfortunate that not all of the previous heritage batik can be maintained. Recently, there has been a batik museum created by individuals or institutions, but in the design, some interior elements are less than optimal in their arrangement. So they don't affect the batik stored or on display. In this research, focus of the discussion is on standardization which discusses spatial planning, facilities, collections, lighting, ventilation, acoustics and museum security, which are combined with local wisdom of Surakarta architecture, so that the data becomes a batik museum with character and can preserve the stored batik. This research uses a case study of the Surakarta batik museum, and the final results of this study can be used as a guide for designing a museum with fabric materials in it.
