“Education” as a key determinant of economic development and growth is believed to be the central focus of many emerging economies since they have managed to restructure their entire economic policies towards enhancing education (especially higher education) to attain economic development and growth at global standard in the recent past.  Keeping all the facts in mind, an attempt has been made in this paper to study the relationship between education and economic development in general and India in particular.  India has the 3rd largest higher education system in the world in terms of education after Chine and the US.  For the purpose of the study, an extensive survey of earlier studies on this ground has been surveyed.  On the basis of the assertion made by the earlier studies and evidence, the present study envisages the importance of investment in higher education and human capital to attain sustainable economic development.

ZusammenfassungDas deutsche und das amerikanische Hochschulwesen unterscheiden sich in historischer, sozialer und wirtschaftlicher Hinsicht grundlegend voneinander. Dennoch lohnt sich angesichts der offenkundigen Erfolge des amerikanischen Wissenschaftssystems eine vergleichende Betrachtung über Merkmale amerikanischer Hochschulen, die – mutatis mutandis – auch für deutsche Hochschulen von Nutzen und Interesse sein könnten. Der vorliegende Beitrag stellt eine solche Betrachtung für zwei hochschulpolitische Kernbereiche an: Entscheidungsprozesse und -strukturen und die Finanzierung von Hochschulen. In beiden Bereichen zeigt sich, dass – hochschulpolitische Bereitschaft vorausgesetzt – die Leistungs- und Wettbewerbsfähigkeit deutscher Hochschulen von der klug angepassten Übernahme amerikanischer Erfahrungen und Entwicklungen durchaus profitieren könnten. Dies gilt insbesondere im Hinblick auf das Verhältnis zwischen institutioneller und individueller Autonomie, die Zuständigkeiten und die Legitimation von Hochschulleitungen, die Professionalisierung der Hochschulverwaltung, den Stellenwert von Hochschulen in der Allokation öffentlicher wie privater Ressourcen und das Finanzmanagement von Hochschulen.

<p class="p1">Mi propósito en este trabajo es reconsiderar una de las lecturasmás relevantes y provocativas que se han hecho sobre John Dewey en el mundo de habla hispana. En la primera parte reconstruyo las circunstancias que rodearon la difusión, interpretación y traducción de las obras de Dewey en el México de mediados de los años 1940, y en concreto las razones que llevaron a que la visión sociológica que José Medina Echavarría quiso dar de Dewey fuera finalmente desplazada por la filosófica de José Gaos. En la segunda parte analizo la traducción y lectura que Gaos hizo de Experience and Nature de Dewey, teniendo muy presente sus comparaciones con Sein und Zeit de Heidegger (una obra que tradujo en la misma época). Finalmente, propongo algunas críticas a la visión que Gaos transmite de Dewey como un pensador carente de un tipo de “soberbia diabólica” propia de la verdadera gran filosofía.</p>

Scholars often observe that the foreign policies of states are not made in a vacuum but rather are determined or moulded to a significant degree by the external and internal actions of rivals. Domestic unrest is often considered a potential impetus for changing strategic behaviour. Leaders may be tempted to employ force externally to divert attention away from domestic unrest. The intended result is a ‘rally round the flag’ effect that culminates in higher approval/support for the executive as citizens forget about domestic problems and pay attention to a common adversary. One implication of this sort of ‘diversion’ is that potential scapegoats might employ strategic behaviour to avoid becoming a diversionary target. In other words, when they witness domestic unrest in a rival state, they worry that the rival may lash out at them and thus engage in ‘strategic avoidance’.Conversely, strategic behaviour may lead to a greater chance that the potential ‘diverter’ will itself be targeted for hostile behaviour. Erstwhile scapegoats may view periods of social unrest such as elections, domestic political protests or unstable cabinet structures in the other country as convenient and favourable times to escalate hostility. Such situations are viewed as opportunities that are ripe for exploitation.Alastair Smith's work has been extended to both the US case and a comparative cross-national study. Our purpose here is to extend this line of inquiry by looking at a region of the world locked in a long-term hostile relationship; namely, the Middle East. Our approach builds upon previous research that addresses the strategic interaction of enduring rivals.

Editor's Note: Guidelines for Selecting Books to Review Occasionally, we receive questions regarding the selection of books reviewed in the Journal of Economic Literature. A statement of our guidelines for book selection might be useful, therefore. The general purpose of our book reviews is to help keep members of the American Economic Association informed of significant English-language publications in economics research. Annotations are published of all books received. However, we receive many more books than we are able to review so choices must be made in selecting books for review. We try to identify for review scholarly, well-researched books that embody serious and original research on a particular topic. We do not review textbooks. Other things equal, we avoid volumes of collected papers such as festschriften and conference volumes. Often such volumes pose difficult problems for the reviewer who may find himself having to describe and evaluate many different contributions. Among such volumes, we prefer those on a single, well-defined theme that a typical reviewer may develop in his review. A volume that collects together papers from a wide assortment of different topics is not preferred to one devoted exclusively to one topic. We avoid volumes that collect previously published papers unless there is some material value added from bringing the papers together. Also, we refrain from reviewing second or revised editions unless the revisions of the original edition are really substantial. Our policy is not to accept offers to review (and unsolicited reviews of) particular books. We have examined the consequences of an alternative policy and have determined that we lack the resources to deal appropriately with unsolicited reviews. Coauthorship of reviews is not forbidden but discouraged and we ask our invited reviewers to discuss with us first any changes in the authorship or assigned length of a review. SummaryA review of the pattern and magnitude of nero–white mating in the US is presented from the time of the earliest arrival of negroes in the American colonies until the present, using historical, demographic, census and genetic evidence.The relative magnitude of negro male–white female matings compared to the converse are analysed in view of the different genetic outcomes of these two types of mating for X-linked genes. Contrary to many strongly stated opinions it is conclued from the historical evidence that, even from the earliest days of slavery, negro male–white female matings were a significant proportion of all negro–white matings. Census and demographic evidence suggests that their frequency increased so that from the time of the Civil War on they have formed a majority of inter-racial matings.Genetic evidence based on estimates of the amout of admixture of white genes in a number of negro populations is considered. Estimates of admixture for the X-linked genes G6PD, and those for colour blindness are as high or higher than those derived from comparable autosomal genes.Some observations on the total magnitude of negro–white mating, on the phenomenon of passing and on the relative socio-economic status of those involved are also made.The implication of the findings on these phenomena for investigations and hypotheses concerning differences in intelligence and intellectual abilites between the races, particulary spatial ability which is thought to be strongly influenced by a gene on the X chromosome, are considered.It is concluded that some of the assumptions made in proposing hypotheses regarding the origin and distribution of these abilities in the American negro are at variance with genetic, historical and sociological findings.
