This is the third volume of the scientific journal of RTU Research Centre for Engineering History (RCEH). The articles in the journal mainly are reports from the 59th International Scientific Conference held on 10 October 2018. The authors of articles are Latvian and Lithuanian scientists, historians of science and pedagogues. The articles review the lives of graduates, lecturers and employees of Riga Polytechnicum (RP) / Riga Polytechnic Institute (RPI), as well as identify Latvians who lived outside the present territory of Latvia and studied in RPI until the foundation of the Republic of Latvia. The volume contains eight articles.

The fourth issue of the scientific journal prepared by the RTU Research Centre for Engineering History (RCEH) comprises seven studies on Riga Polytechnicum (RP) / Riga Polytechnic Institute (RPI) students, graduates, lecturers and issues related to engineering sciences. The authors of the scientific publications are Latvian scientists, historians of science, museologists, and pedagogues. The articles are mainly based on the presentations made at the RTU 60th International Scientific Conference on 10 October 2019. В статье впервые рассматривается собранная Национальным музеем Республики Бурятия коллекция буддийской скульптуры Монголии, связанной с именем Г. Дзанабадзара (1635–1723), основоположника монгольской школы в буддийском искусстве. В ходе изучения коллекции использовалась визуальная и сравнительная методика, а также знакомство с авторскими работами Мастера в музеях Монголии. В результате были выявлены три группы буддийских скульптур с характерными особенностями этой школы: цельное толстостенное литье, блестящая позолота, комбинированное золочение, особая техника освящения скульптур. Ярким украшением коллекции является авторская работа самого Дзанабадзара — скульптура Будды долголетия Амитаюса. Кроме того, около тридцати скульптур XVIII–XIX вв. представляют его школу. Третья группа скульптур состоит из поздних работ монгольских мастеров в виде реплик и подражаний. О коллекции монгольской скульптуры музея упоминалось в сообщении автора статьи на научной конференции в Монголии, посвященной 370-летию Дзанабадзара. Целью данной статьи является возможность ознакомить читателей с «эталонными» работами Великого Дзанабадзара и его школы, создавших базу для творчества следующих поколений художников. The collection of the Buddhist sculpture of Mongolia, which is related to the founder of the Mongolian school in the Buddhist art G. Zanabazar (1635–1723), is observed for the first time at this article. The process of research of the collection involved visual and comparative methods as well as conversance with the master’s works in museums of Mongolia. As a result, three groups of the Buddhist sculptures with special features of the school were fetched out: one-piece and heavy-walled casting, lucent gilding, special technic of sculpture consecrating. The collection cherry on top is Zanabazar’s own work — a sculpture of Buddha of longevity Amitayus. Furthermore, about thirty sculptures of 18th – 19th centuries represent his school. The third group of the sculptures consists of late works of Mongolian masters by way of replica and imitating. This collection of the Mongolian sculptures of the museum was mentioned by the article author at scientific conference in Mongolia dedicated to the 350th anniversary of Zanabazar’s birth. The article aim is to introduce to the readers the “reference” works of the great Zanabazar and his school, which prepared a basis for creation for the next generation of artists.

AbstractThis study describes the registration of the first cases of lumpy skin disease in July 2016 in the Republic of Kazakhstan. In the rural district of Makash, Kurmangazinsky district of Atyrau region, 459 cattle fell ill and 34 died (morbidity 12.9% and mortality 0.96%). To determine the cause of the disease, samples were taken from sick and dead animals, as well as from insects and ticks. LSDV DNA was detected by PCR in all samples from dead animals and ticks (Dermacentor marginatus and Hyalomma asiaticum), in 14.29% of samples from horseflies (Tabanus bromius), and in one of the samples from two Stomoxys calcitrans flies. The reproductive LSD virus was isolated from organs of dead cattle and insects in the culture of LT and MDBK cells. The virus accumulated in cell cultures of LT and MDBK at the level of the third passage with titers in the range of 5.5–5.75 log 10 TCID50/cm3. Sequencing of the GPCR gene allowed us to identify this virus as a lumpy skin disease virus.

In 1965 the Education Committee drew up a questionnaire on postgraduate teaching (prepared in a form suitable for I.B.M. punching) which was then circulated to every psychiatric hospital, psychiatric unit and teaching hospital in the United Kingdom and the Republic of Ireland, and to those hospitals abroad recognized by the Conjoint Board as providing training for the D.P.M. The questionnaires were sent out late in 1965, and after two sets of reminders the returned results were processed by the Tabulating Research Centre at Hampstead. Regrettably, the Centre, although providing a great deal of information very quickly, delayed for almost a year completing the processing of the data.

Since over 80 new ministers have entered French cabinets subsequent to the period covered in a previous article in this REVIEW, the figures supplied therein may well be brought down more closely to date. During the 805 months between February 19, 1871, and March 13, 1938, 434 persons, under-secretaries excluded, have formed the 106 separately appointed or reappointed councils of ministers. The question as to how many different cabinets France has had under the Third Republic may be left to metaphysicians. Almost every newly-appointed Conseil contains a large percentage of those who served in its predecessor. Cabinets which resign upon the election of a new president of the Republic are frequently reappointed in toto. Some cabinets have served for only a few days.

In 2018, Latvia celebrates a hundred years since it became an independent state. One hundred years ago, on 18 November 1918, 38 members of the People’s Council of Latvia (further in the text ‒ the People’s Council) took part in the proclamation of Latvia. None of them experienced the restoration of the Republic of Latvia, and most of them died before the end of the Second World War. There were seven graduates of the Riga Polytechnicum (RP) / Riga Polytechnic Institute (RPI) and one student who did not receive a diploma from the institute among the participants in the founding act of the Republic of Latvia. Of the seven graduates four suffered repressions in 1941 and were taken to Siberia, two after the Second World War went into exile, one died in 1924. Some of the participants of the Proclamation of the Republic of Latvia have left written testimonies about the beginnings of the state’s foundation. All members of the People’s Council were reputable Latvian citizens, some of them were awarded the Order of Three Stars for meritorious service to native land.
