This chapter recounts how the Empire State Development Corporation (ESDC) press office suggested to orchestrate a symbolic jump into the floating pool for the cameras to record. It describes the Floating Pool Lady's many guises, such as an architect's model, as the C500 barge, and as a floating pool in formation. It also explores how the author experienced the Floating Pool Lady in person through her arrival in New York City with storm water from the Atlantic sloshing around in her pool or her trip from Brooklyn piers 2–3 to her summer home between piers 4 and 5. The chapter mentions Lyn Parker, who had decided to introduce the author as the human Floating Pool Lady, making her shed tears of joy as dozens of happy, wet faces turned toward her and said “Thank you!” It points out how the author continued to make visits to the floating pool at odd hours to meet the press and to see her creation in action as it served the public.

Since the late 1960's New York State's Urban Development Corporation (UDC), now operating as the Empire State Development Corporation (ESDC), has been leveraged by New York City government to pursue large-scale projects. This paper examines two cases from New York City in which the city borrowed a state-controlled public authority's power to accomplish projects initiated at the local level: the case of Queens West, a development in western Queens, proposed in the early 1980s, and the case of Columbia - Manhattanville, an expansion of the Columbia University campus into Harlem, announced in 2003. These cases highlight how cities might, at times, embrace state involvement rather than lament its restrictions or rue its indifference. The study concludes by suggesting a theoretical path for incorporating such a city-state dynamic.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

ABSTRACT This paper examines the administrative and accounting reforms coordinated by Herman A. Metz around the turn of the 20th century in New York City. Reform efforts were motivated by deficiencies in administering New York City's finances, including a lack of internal control over monetary resources and operational activities, and opaque financial reports. The activities of Comptroller Metz, who collaborated with institutions such as the New York Bureau of Municipal Research, were paramount in initiating and implementing the administrative and accounting reforms in the city, which contributed to reform efforts across the country. Metz promoted the adoption of functional cost classifications for city departments, developed flowcharts for improved transaction processing, strengthened internal controls, and published the 1909 Manual of Accounting and Business Procedure of the City of New York, which laid the groundwork for transparent financial reports capable of providing vital information about the city's activities and subsidiary units. “For Heart, Patriotism, and National Dignity”: The Italian Language Press in New York City and Constructions of Africa, Race, and Civilization” examines how mainstream and radical newspapers employed Africa as a trope for savage behavior by analyzing their discussion of wage slavery, imperialism, lynching, and colonialism, in particular Italian imperialist ventures into northern Africa in the 1890s and Libya in 1911-1912. The Italian language press constructed Africa as a sinister, dark, continent, representing the lowest rung of the racial hierarchy. In expressing moral outrage over American violence and discrimination against Italians, the press utilized this image of Africa to emphatically convey its shock and disgust. In particular, Italian prominenti newspapers capitalized on this racial imagery to construct a narrative of Italianness and Italian superiority in order to combat unflattering depictions of Italian immigrants arriving in the United States.

AbstractNew York State, in particular the New York City metropolitan area, was the early epicenter of the SARS-CoV-2 pandemic in the United States. Similar to initial pandemic dynamics in many metropolitan areas, multiple introductions from various locations appear to have contributed to the swell of positive cases. However, representation and analysis of samples from New York regions outside the greater New York City area were lacking, as were SARS-CoV-2 genomes from the earliest cases associated with the Westchester County outbreak, which represents the first outbreak recorded in New York State. The Wadsworth Center, the public health laboratory of New York State, sought to characterize the transmission dynamics of SARS-CoV-2 across the entire state of New York from March to September with the addition of over 600 genomes from under-sampled and previously unsampled New York counties and to more fully understand the breadth of the initial outbreak in Westchester County. Additional sequencing confirmed the dominance of B.1 and descendant lineages (collectively referred to as B.1.X) in New York State. Community structure, phylogenetic, and phylogeographic analyses suggested that the Westchester outbreak was associated with continued transmission of the virus throughout the state, even after travel restrictions and the on-pause measures of March, contributing to a substantial proportion of the B.1 transmission clusters as of September 30th, 2020.

In 2000, English-born Christopher Wheeldon became the first artist-in-residence at New York City Ballet (NYCB). The press compared his choreography to George Balanchine’s. This chapter discusses Wheeldon’s critically acclaimed NYCB ballet Polyphonia (2001) in relation to the “thick narrative” of the company’s history. It argues that Wheeldon’s collaborations with NYCB dancers Wendy Whelan and Jock Soto, in Polyphonia and other works, produced a unique aesthetic, one that transcended Balanchine’s neoclassical legacy. The chapter ends by considering how Wheeldon’s controversial decision to direct the Broadway musical about Michael Jackson is not out of character, but emblematic of his propensity to embrace the role of an outsider, who works to understand the unfamiliar and who surpasses what is expected of him.

To accompany Afong Moy’s presentation of salable goods in New York City in 1834, the Carneses opened an adjoining public exhibition displaying ancient Chinese artifacts—the first such completely public presentation of Chinese objects in America. In the accompanying exhibition catalogue they featured an image of Afong Moy which greatly differed from that of the Risso and Browne lithograph. This exotic personification would follow her on her trips to Philadelphia, the President’s House in Washington, DC, Baltimore, and finally to Charleston where her bound feet were exposed to the public. Afong Moy’s fame quickly spread across the country. Those who could not see her in person learned of her through articles in children’s magazines, read about her in poems, or saw her image in the local newspaper.
