This chapter looks at the major environmental laws of the United States after the Adirondack Park Land Use and Development Plan was signed into law. It also presents Senator Henry Jackson's National Land Use Policy Act in 1970. The act used incentives and sanctions to encourage states to develop land use plans for environmentally sensitive areas and large development sites. The chapter then highlights the Adirondack Park Agency's (APA) job to protect the wilderness character of a state park that was much larger than any of the national parks that existed in 1973. Many regional land use plans of the era depended on local governments taking voluntary incentives, but the Adirondack law gave a state agency statutory authority to protect environmental quality by reviewing and modifying zoning regulations. The chapter recounts the APA's three main goals: to prevent building in the park's backcountry, to make sure that development happened in places where it would not hurt the park's wild character, and to protect Adirondack shorelines. Ultimately, the chapter examines the emergence of threats to the ecological health of the Adirondacks that are beyond the park agency's power to control.

In resource-dependent regions, work camps have reshaped workforce recruitment and retention strategies and relationships with communities as they are increasingly deployed within municipal boundaries. This has prompted important, but controversial, questions about local government policies and regulations guiding workforce accommodations to support rapid growth in resource regions. Even as mobile workforces become more prevalent, however, few researchers have examined the development, operations, and decommissioning of these work camps. Drawing upon the experiences of local governments in Australia, Canada, Scotland, and the United States, this research examines how mobile workforces are shaping the opportunities and challenges of planning and local government operations through work camps integrated in mature staples-dependent resource regions. Our findings reveal that while some industries have taken the initiative to implement new protocols and operating procedures to improve the quality and safety of work camp environments, local governments have underdeveloped policy tools and capacities to guide the development, operations, and decommissioning of work camps. Failure to purposefully address work camps as a land-use issue, however, is significant for mature staples-dependent towns that ultimately fail to capture taxation revenues while incurring the accelerating costs for infrastructure and services associated with large mobile workforces.

Abstract. We use a global coupled chemistry-climate-land model (CESM) to assess the integrated effect of climate, emissions and land use changes on annual surface O3 and PM2.5 on the United States with a focus on National Parks (NPs) and wilderness areas, using the RCP4.5 and RCP8.5 projections. We show that, when stringent domestic emission controls are applied, air quality is predicted to improve across the US, except surface O3 over the western and central US under RCP8.5 conditions, where rising background ozone counteracts domestic emissions reductions. Under the RCP4.5, surface O3 is substantially reduced (about 5 ppb), with daily maximum 8 h averages below the primary US EPA NAAQS of 75 ppb (and even 65 ppb) in all the NPs. PM2.5 is significantly reduced in both scenarios (4 μg m−3; ~50%), with levels below the annual US EPA NAAQS of 12 μg m−3 across all the NPs; visibility is also improved (10–15 deciviews; >75 km in visibility range), although some parks over the western US (40–74% of total sites in the US) may not reach the 2050 target to restore visibility to natural conditions by 2064. We estimate that climate-driven increases in fire activity may dominate summertime PM2.5 over the western US, potentially offsetting the large PM2.5 reductions from domestic emission controls, and keeping visibility at present-day levels in many parks. Our study suggests that air quality in 2050 will be primarily controlled by anthropogenic emission patterns. However, climate and land use changes alone may lead to a substantial increase in surface O3 (2–3 ppb) with important consequences for O3 air quality and ecosystem degradation at the US NPs. Our study illustrates the need to consider the effects of changes in climate, vegetation, and fires in future air quality management and planning and emission policy making.

Planning to transport can be hi-tech process which often leans on computer models and other difficult tools for modeling. In this article describes the transportation planning process and the legal/regulatory foundation in Russia for much of what occurs in transportation planning today. Local governments can influence transportation plannings through their control of local street systems as well as their legal responsibilities for land-use zoning. Also describes those factors that influence land use and urban form. This article references Russia environmental laws regulations to illustrate general principles and provide a framework for discussion.

<p>We measure highly spatially resolved primary organic aerosol (POA) concentrations in three North American cities (Oakland, Pittsburgh, and Baltimore) using an aerosol mass spectrometer deployed on a mobile laboratory. We conduct between 10 and 20 days of repeated mobile sampling in each city, covering a wide range of urban land use attributes. We derive two POA factors using positive matrix factorization of the measured organic mass spectra: cooking OA (COA) and traffic-related OA (hydrocarbon-like OA; HOA). Both the COA and HOA concentrations vary substantially within and between cities. The COA and HOA concentrations in Oakland are about a factor of 2-4 higher than Pittsburgh and Baltimore. Within a city, the concentrations vary by a factor of 2-5. The COA concentrations are higher than the HOA in each city, indicating that cooking is an important POA source in the US. In each city, the concentrations are higher in the downtown and near large sources, showing the linkage between land-use activities and POA concentrations. We develop land-use regression (LUR) models for COA and HOA using the measured concentrations and available land-use covariates. We find that a similar set of land-use covariates explain the variability of measured POA in each city. The LUR models are moderately transferable between sampling cities. An external validation effort using literature data shows that our models predict the previous point measurements in six North American cities reasonably well. We are applying our LUR models for a national prediction of the concentration surfaces of COA and HOA. We plan to apply the national estimates for the epidemiologic and environmental justice analysis of POA in the United States.</p>

Public goods in the United States are largely funded and delivered at the local level. Local public goods are valuable, but their production requires overcoming several collective action problems including coordinating supply and minimizing congestion, free-riding, and peer effects. Land use regulations, promulgated by local governments, allow communities to solve the collective action problems inherent in the provision of local public goods and maintenance of property values. A consequence of these efforts is residential segregation between cities along racial lines. I provide evidence that more stringent land use regulations are supported by whiter communities and that they preserve racial homogeneity. First, I show that cities that were whiter than their metropolitan area in 1970 are more likely to have restrictive land use patterns in 2006. Then, relying on Federal Fair Housing Act lawsuits to generate changes in land use policy, I show that restrictive land use helps to explain metropolitan area segregation patterns over time. Finally, I draw on precinct level initiative elections from several California cities to show that whiter neighborhoods are more supportive of restricting development. These results strongly suggest that even facially race-neutral land use policies have contributed to racial segregation.

Abstract Degradation, fragmentation, and loss of native sagebrush (Artemisia spp.) landscapes have imperiled these habitats and their associated avifauna. Historically, this vast piece of the Western landscape has been undervalued: even though more than 70% of all remaining sagebrush habitat in the United States is publicly owned, <3% of it is protected as federal reserves or national parks. We review the threats facing birds in sagebrush habitats to emphasize the urgency for conservation and research actions, and synthesize existing information that forms the foundation for recommended research directions. Management and conservation of birds in sagebrush habitats will require more research into four major topics: (1) identification of primary land-use practices and their influence on sagebrush habitats and birds, (2) better understanding of bird responses to habitat components and disturbance processes of sagebrush ecosystems, (3) improved hierarchical designs for surveying and monitoring programs, and (4) linking bird movements and population changes during migration and wintering periods to dynamics on the sagebrush breeding grounds. This research is essential because we already have seen that sagebrush habitats can be altered by land use, spread of invasive plants, and disrupted disturbance regimes beyond a threshold at which natural recovery is unlikely. Research on these issues should be instituted on lands managed by state or federal agencies because most lands still dominated by sagebrush are owned publicly. In addition to the challenge of understanding shrubsteppe bird-habitat dynamics, conservation of sagebrush landscapes depends on our ability to recognize and communicate their intrinsic value and on our resolve to conserve them. ¿Tambaleando en el Borde o Demasiado Tarde? Asuntos de Conservación e Investigación para la Avifauna de Ambientes de Matorral de Artemisia spp Resumen. La degradación, fragmentación y pérdida de paisajes nativos de matorrales de Artemisia spp. han puesto en peligro a estos ambientes y su avifauna asociada. Históricamente, esta vasta porción del paisaje occidental ha sido subvalorada: aunque más del 70% de todo el hábitat de matorral de Artemisia de los Estados Unidos es de propiedad pública, <3% de éste es protegido por reservas federales o parques nacionales. En este artículo revisamos las amenazas a las que se enfrentan las aves de los matorrales de Artemisia para enfatizar la urgencia de emprender acciones de conservación e investigación, y sintetizamos la información existente que constituye la base para una serie de directrices de investigación recomendadas. El manejo y conservación de las aves de los matorrales de Artemisia necesitará más investigación en cuatro tópicos principales: (1) la identificación de prácticas primarias de uso del suelo y su influencia sobre los ambientes y las aves de Artemisia, (2) un mejor entendimiento de las respuestas de las aves a componentes del hábitat y a procesos de disturbio de los ecosistemas de Artemisia, (3) el mejoramiento de diseños jerárquicos para programas de censos y monitoreos y (4) la conexión de los movimientos de las aves y los cambios poblacionales durante la migración y en los períodos de invernada con la dinámica en las áreas reproductivas de matorrales de Artemisia. Estas investigaciones son esenciales porque ya hemos visto que los ambientes de Artemisia pueden ser alterados por el uso del suelo, la diseminación de plantas invasoras y la disrupción de los regímenes de disturbio más allá de un umbral en el que la recuperación natural es poco probable. La investigación en estos asuntos debe instituirse en tierras manejadas por agencias estatales o federales porque la mayoría de las tierras aún dominadas por Artemisia son de propiedad pública. Además del desafío de entender la dinámica aves-hábitat en las estepas arbustivas, la conservación de los paisajes de matorral de Artemisia depende de nuestra habilidad de reconocer y comunicar su valor intrínseco y de nuestra decisión para conservarlos.

In the United States, particularly in high-cost urban areas, local resistance to multifamily housing development has been widely noted. In many metropolitan areas, legal authority over land-use regulation is assigned to jurisdictions that often are very small, and some scholars argue that this small-scale local control institutionalizes neighborhood-level opposition to new construction. Using census tracts as units of analysis, we assess the relationship between the population size of the city, county, or township that regulates a tract’s land use and the change in multifamily units between two recent waves of the American Community Survey (2008–2012 and 2014–2018). Results of regression analysis indicate that larger jurisdictional population size is indeed associated with increased multifamily construction. However, the relationship applies only for jurisdictions with populations exceeding 100,000 and decays at jurisdictional populations of more than 1 million. This nonlinearity may reflect quasi-monopolistic land-use control in the largest jurisdictions.

As wildfires affect more residential areas across the United States, the need for collaboration between land managers, federal agencies, neighbours, and local governments has become more pressing especially in the context of the wildland-urban interface. Previous research has not focused much on land-use planners’ role in wildfire mitigation. This paper provides information on how land-use planners can assist communities in learning to live with wildfire risk through planning, preparedness, and mitigation efforts in the wildland-urban interface (WUI). Based on interviews with land-use planners, forest planners, and local emergency management officials, we identified a range of tools that could be used for improving wildfire preparedness and mitigation initiatives in the WUI, but also found that planners felt that they lacked the regulatory authority to use these tenaciously. The paper also identifies a range of possible actions that would contribute towards safer building practices in the interface communities.

Academic institutions are increasingly playing pivotal roles in economic development and community redevelopment in cities around the United States. Many are functioning in the role of anchor institutions and building technology, biotechnology, or research parks to facilitate biomedical research. In the process, universities often partner with local governments, implementing policies that displace entire communities and families, thereby inducing a type of trauma that researcher Mindy Thompson Fullilove has termed “root shock.” We argue that displacement is a threat to public health and explore the ethical implications of university-led displacement on public health research, especially the inclusion of vulnerable populations into health-related research. We further explicate how the legal system has sanctioned the exercise of eminent domain by private entities such as universities and developers.Strategies that communities have employed in order to counter such threats are highlighted and recommended for communities that may be under the threat of university-led displacement. We also offer a critical look at the three dominant assumptions underlying university-sponsored development: that research parks are engines of economic development, that deconcentrating poverty via displacement is effective, and that poverty is simply the lack of economic or financial means. Understanding these fallacies will help communities under the threat of university-sponsored displacement to protect community wealth, build power, and improve health.
