Abstract This paper analyses some aspects of regime mixing ratio (RMR) in Vacuum Dilute Phase Pneumatic Conveying Systems in order to measure the energy efficiency of these systems. RMR variation curve profile is determined and the proportionality between Theoretical Mixing Ratio (TMR) and RMR is evaluated. The equation of the Characteristic Curve of the Ventilator type APRG-902/C is given. The profile of the RMR variation curve by specific load of the pipe is determined.

Bali Governor Regulation No. 97 of 2018 concerning Limitation of Disposal of Disposable Plastic Waste has an impact that makes the Bali Local Government a dilemma. This is quite reasonable considering that on one hand the Local Government of Bali should preserve the environment, so the human right to a healthy environment can be achieved. But on the other side, with the issuance of Bali Governor Regulation No. 97 of 2018 concerning Limitation of Disposable Plastic Waste Disposal has an impact on the reduced income earned by plastic bag manufacturers. This study aims to understand the objectives to be achieved with the issuance of Bali Governor Regulation No. 97 of 2018 concerning Limitation of Disposable Plastic Waste Disposal and to know the environmental costs as a solution to the pollution of disposable plastic waste. This research is a normative study using a statutory approach. In this study, the authors found that the basis for consideration of the Bali Governor's Regulation Number 97 of 2018 concerning Limitation of Disposable Plastic Waste Disposal is a manifestation of the provisions of Article 12 paragraph (3) and Article 13 paragraph (2) of the Bali Provincial Regulation Number 5 of 2011 concerning Management Rubbish. The policy was then concretized in the provisions of Article 2 of the Bali Governor Regulation No. 97 of 2018 concerning Restrictions on the Arising of Plastic Waste. The aim is to preserve the environment. Environmental costs can be applied as an alternative in handling disposable plastic waste. Through internalization of the environmental costs of plastic bag businesses, businesses can still sell plastic bags, however, the price of plastic bags is increased from the original price. The profits are not taken entirely by businesses, but go to the local treasury to be used by the Provincial Government of Bali for handling disposable plastic waste for environmental maintenance purposes. Peraturan Gubernur Bali Nomor 97 Tahun 2018 tentang Pembatasan Timbulan Sampah Plastik Sekali Pakai membawa dampak yang membuat Pemerintah Daerah Bali menjadi dilema. Hal ini cukup beralasan mengingat di satu sisi Pemerintah Daerah Bali memiliki kewajiban untuk menjaga kelestarian lingkungan, sehingga hak asasi terhadap lingkungan yang sehat dapat tercapai. Namun disisi lain, dengan dikeluarkannya Peraturan Gubernur Bali Nomor 97 Tahun 2018 tentang Pembatasan Timbulan Sampah Plastik Sekali Pakai membawa dampak terhadap berkurangnya pendapatan yang diperoleh oleh produsen kantong plastik.  Penelitian ini bertujuan untuk memahami tujuan yang hendak dicapai dengan dikeluarkannya Peraturan Gubernur Bali Nomor 97 Tahun 2018 tentang Pembatasan Timbulan Sampah Plastik Sekali Pakai serta mengetahui biaya lingkungan sebagai solusi terhadap pencemaran sampah plastik sekali pakai. Penelitian ini merupakan penelitian normatif dengan menggunakan pendekatan perundang-undangan. Dalam penelitian ini, penulis menemukan bahwa dasar pertimbangan Peraturan Gubernur Bali Nomor 97 Tahun 2018 tentang Pembatasan Timbulan Sampah Plastik Sekali Pakai merupakan pengejawantahan dari ketentuan Pasal 12 ayat (3) dan Pasal 13 ayat (2) Peraturan Daerah Provinsi Bali Nomor 5 tahun 2011 tentang Pengelolaan Sampah. Kebijakan tersebut kemudian dikonkretkan dalam ketentuan Pasal 2 Peraturan Gubernur Bali Nomor 97 Tahun 2018 tentang Pembatasan Timbulan Sampah Plastik. Tujuannya adalah menjaga kelestarian lingkungan. Biaya lingkungan dapat diterapkan sebagai alternatif dalam penanganan sampah plastik sekali pakai. Melalui internalisasi biaya lingkungan pelaku usaha kantong plastik tetap dapat menjual kantong plastik namun, harga kantong plastik dinaikkan dari harga semula. Keuntungannya tidak diambil seluruhnya oleh pelaku usaha, namun masuk ke kas daerah yang akan digunakan oleh Pemerintah Daerah Provinsi Bali untuk penanganan sampah plastik sekali pakai untuk tujuan pemeliharaan lingkungan.

We developed a toilet-incorporated electric medical bed for bedridden patients, in which a toilet basin, or a commode, is incorporated in the pelvic plate of an electric medical bed. A replaceable toilet seat is located in the mattress of the bed, and toilet basin was tightly attached on the pelvic plate the bed.  The excretion slides through a storage tube that angles toward the side of the bed and is automatically collected in a disposable plastic bag. We, however, encountered a problem with testing this newly developed medical bed with the relevant international standard IEC 60601-2-52:2009, or with the corresponding Korean standard KS P 0388:2012--Electrically operated adjustable bed for home care. There was no clear indication in the scopes of the above standards as to whether this standard testing method is applicable to an electric medical bed embedded with a commode. We revised the Korean standard KS P 0388:2012 to accommodate the toilet-incorporated medical bed in the scope of the standard and successfully performed the mechanical tests including the durability, impact, and deformation test of the bed, proving that the newly developed toilet-incorporated medical bed is mechanically strong and durable enough to pass the standard tests.

At steel production based on scrap metal utilization, the scrap heating before charging into a melting facility is an important way of energy efficiency increase and ecological parameters improving. In winter time scrap metal charging with ice inclusions into a metal melt can result in a considerable damage of equipment and even accidents. Therefore, scrap preliminary drying is necessary to provide industrial safety. It was shown, that in countries with warm and low-snow climate with no risk of scrap metal icing up during its transportation and storing in the open air, the basic task being solved at the scrap drying is an increase of energy efficiency of steelmaking. InRussiathe scrap metal drying first of all provides the safety of the process and next - energy saving. Existing technologies of scrap metal drying and heating considered, as well as advantages and drawbacks of technical solutions used at Russian steel plants. In winter time during scrap metal heating at conveyers (Consteel process) hot gases penetrate not effectively into its mass, the heat is not enough for evaporation of wetness in the metal charge. At scrap heating by the furnace gases, a problem of dioxines emissions elimination arises. Application of shaft heaters results in high efficiency of scrap heating. However, under conditions of Russian winter the upper scrap layers are not always heated higher 0 °С and after getting into a furnace bath the upper scrap layers cause periodical vapor explosions. The shaft heaters create optimal conditions for dioxines formation, which emit into atmosphere. It was shown, that accounting Russian economic and nature conditions, the metal charge drying and heating in modified charging buckets by the heat of burnt natural gas or other additional fuel is optimal. The proposed technical solution enables to burnt off organic impurities ecologically safely, to melt down ice, to evaporate the wetness in the scrap as well as to heat the charge as enough as the charging logistics enables it. The method was implemented at several Russian steel plants. Technical and economical indices of scrap metal drying in buckets under conditions of EAF-based shop, containing two furnaces ДСП-100, presented.

Project-based transactions (PBTs) are a market mechanism of attracting foreign investments in order to abate greenhouse gas emissions and increase energy efficiency of the country’s enterprises. The article provides a classification and analyzes advantages and drawbacks of PBTs from the point of view of a host country. The main trends and factors determining the dynamics of the PBT market are described. Given that Russia currently lags behind the leaders of the PBT market, an incorporation of a state carbon fund is put forward with an aim of channelling PBTs through it. This paper proposes a form of PBT market regulation by incorporating an option mechanism into the contract structure of a transaction. A comparison of the new form of regulation with the tools that are currently in use in Russia and other countries demonstrates its greater economic efficiency under uncertainty.
