Perspectives and Regulation of the Russian Market for Project-based Transactions under the Kyoto Protocol

Project-based transactions (PBTs) are a market mechanism of attracting foreign investments in order to abate greenhouse gas emissions and increase energy efficiency of the country’s enterprises. The article provides a classification and analyzes advantages and drawbacks of PBTs from the point of view of a host country. The main trends and factors determining the dynamics of the PBT market are described. Given that Russia currently lags behind the leaders of the PBT market, an incorporation of a state carbon fund is put forward with an aim of channelling PBTs through it. This paper proposes a form of PBT market regulation by incorporating an option mechanism into the contract structure of a transaction. A comparison of the new form of regulation with the tools that are currently in use in Russia and other countries demonstrates its greater economic efficiency under uncertainty.

Several countries have recently realized that the present development paradigm is not sustainable from an environmental and energy point of view. The growing awareness of the population regarding environmental issues is pushing governments worldwide more and more to promote policies aiming at limiting harmful effects of human development. In particular, the rapid increase of the global temperature, especially in the polar regions, and the management of human wastes, mainly plastic in seas, are some of the main points to be addressed by these novel policies. Several actions must be implemented in order to limit such issues. Unfortunately, the recent COP 24 Conference was not successful, but hopefully an agreement will be established in 2020 at the COP 26 Conference. The effort performed by policymakers must be mandatorily supported by the scientific community. In this framework, this paper aims at showing that countries worldwide are trying to negotiate an agreement to increase energy efficiency and reduce greenhouse gas (GHG) emissions. In addition, in this paper all the researchers reported can provide quantitative measures of the actions to be implemented in order to address a sustainable and efficient use of energy. Here, innovations in terms of novel efficient and environmentally friendly technologies mainly based on renewable energy sources have been also investigated. The study also highlights different sectors that have been involved for this aim, such as energy conversion systems, urban areas, mobility, sustainability, water management, social aspects, etc. In this framework, specific conferences are periodically organized in order to provide a forum for discussion regarding these topics. In this area the Sustainable Development of Energy, Water and Environment Systems (SDEWES) conference is the most ordinary conference. The 13th Sustainable Development of Energy, Water and Environment Systems Conference was held in Palermo, Italy in 2018. The current Special Issue of Energies, precisely dedicated to the 13th SDEWES Conference, is based on three main topics: energy policy and energy efficiency in urban areas, energy efficiency in industry and biomass and other miscellaneous energy systems.

This article reviews energy consumption in the Kyrgyz Republic economy, environmental indicators and strategies to further develop the national fuel and energy system to ensure energy efficiency and energy saving. An existing situation in energy efficiency of buildings in the country is described. Secondary legislation and by-laws approved by the Government of the Kyrgyz Republic as well as several technical standards, norms, methods and guidelines approved by the order of the State Construction Agency of the Kyrgyz Republic are presented. Applying modern insulating materials are suggested as possible solutions to increase energy efficiency and energy saving. The advantages of EPS-beton in comparison with other thermal insulation materials are discussed and foreign experience of use of EPS-beton products in increasing energy efficiency of buildings is presented.

AbstractThe Republic of Serbia must make significant efforts to promote and exploit renewable energy sources and increase energy efficiency in all energy sectors to ensure energy security and economic competitiveness, reduce the negative impact on the environment from energy production and use, and contribute to global efforts to reduce greenhouse gases. Within the paper several issues of integration of recently realized CHP plant are introduced and discussed. Firstly, the legal and energy policy issues in the Republic of Serbia regarding connecting CHP to the grid are presented. The challenges and technical solutions for CHP connection to the grid, as well as power quality issues and the role of the CHP plant during the restoration of power supply during the maintenance of the substation and unplanned loss of high voltage supply, are presented and discussed. Finally, the impact of prospective massive integration of CHP on the energy balance and CO2 emission reduction in the province of Vojvodina in Serbia is investigated and discussed. Since it is the first CHP plant realized in Serbia, it is crucial that experience be shared to all potential stakeholders in the future energy efficiency projects.

Sarcodidemnoides misakiense, Oka and Willey. Generic Characters.--Colony (or cormus) forming very thick lobose masses, laterally compressed; sessile, but not encrusting. Excurrent orifices placed on the tips of the knoll-like prominences. Ascidiozooids very numerous, not arranged in systems; branchial sac with four rows of stigmata; canal system complicated, differentiated into peripheral and central portions. Specific Characters.--Atrial apertures of Ascidiozooids simple pores without teeth or languet; spicules fairly abundant, extremely delicate, confined to a thin layer near surface of test. Test gelatinous, containing numerous bladder-cells, crystals, fusiform cells, and pigment concretions. Stomach of Ascidiozooids vertically placed; surface of attachment of colony narrower than the free portion. Colour, brilliant red. Habitat.--Moroiso, Japan, between the tide-marks. N.B.--Since the above was written I have seen for the first time the exhaustive work of Fernand Lahille, entitled ‘Recherches sur les Tuniciers des côtes de France,' Toulouse, 1890. Lahille devotes considerable attention to what have been spoken of above as tentacle-like processes of the larva, figures them in many larvæ, and gives an excellent figure of the metamorphosing larva of Styela glomerata. He gives an opinion as to their significance which I cannot entirely endorse in the light of my own researches on the "Postembryonic development of Styela," commenced last August at Plymouth. However, I hope to return to this question on a future occasion. Lahille raises an objection to von Drasche's genus Didemnoides on the ground that the thickness of the cormus is not an anatomical character, and that the distinction between thick and thin colonies is a purely subjective one. There is no doubt some truth in this; but the difference between a compound Ascidian which possesses, say, a very few spicules, and one which possesses none at all, would appear to be no more fundamental than that between a colony whose mode of growth resulted in the production of a fleshy mass and one which grew in the form of a thin leathery crust. As stated above, von Drasche intends by Didemnoides a fleshy form of Leptoclinum, the test containing spicules, and the Ascidiozooids having four rows of stigmata in the branchial sac. Lahille, on the contrary,applies the name Didemnoides to those Didemnidse which are characterised by the absence of spicules, and the possession of three rows of stigmata in the branchial sac. The compound Ascidian which we have described above has spicules in the test, and four rows of stigmata in the branchial sac. But as it would be too absurd to call the new form "Sarcoleptoclinum," we shall persist in regarding the genus Didemnoides from the point of view of von Drasche.--A. W.

In order to improve the energy performance of buildings, the need to value economically investments of energy efficiency associated with the rehabilitation of dwellings arises. This point of view provides an useful tool for analysts who start in the economic appraisal of energy efficiency investments. The present research gives a conceptual framework for the economic assessment of these types of investments in dwellings. As a result, it is possible to identify two techniques in the appraisals of this nature: dynamic and static approaches. Both methods contrast the benefits (energy savings) with the costs of investments over time. However, they differentiate the opportunity and the moment when investment must be carried out given an uncertainty scenario. This conceptual precision allows the study of several publications where different alternatives in retrofitting houses where evaluated, confirming the considerations that must be taken into account when economic modelling is made: the type of approach to be used (dynamic or static) and; at the definition of the investment alternatives and scenarios, the aspects of time, irrevocability and uncertainty.ResumenEn pro de la mejora del desempeño energético de los edificios, surge la necesidad de evaluar económicamente las inversiones de eficiencia energética asociadas a la rehabilitación de viviendas. Este punto de vista trata de ser una herramienta útil para analistas que se inicien en la evaluación económica de inversiones en eficiencia energética. La presente investigación muestra un marco conceptual de la evaluación económica de este tipo de inversiones en viviendas. Como resultado, es posible identificar dos enfoques presentes en los análisis económicos de esta naturaleza: el dinámico y el estático. Ambos métodos contrastan los beneficios (ahorros energéticos) con los costes de las inversiones en el tiempo. Sin embargo, diferencian la oportunidad y el momento en que la inversión debe realizarse dado un escenario de incertidumbre. Esta precisión conceptual permite estudiar varias publicaciones donde se evaluaron diferentes alternativas de reacondicionamiento en viviendas, confirmándose las consideraciones que deben tenerse presentes en momento de realizar la modelación económica: el tipo de enfoque a usar (dinámico o estático) y, en la definición de las alternativas de inversión y escenarios, los aspectos de tiempo, irrevocabilidad e incertidumbre.

Цель статьи - представить разработанную автором методику ранжирования регионов России по уровню общего вклада в реализацию комплекса мер в энергосбережение и повышение энергетической эффективности экономики России. Автором проведено эмпирическое исследование промежуточных результатов реализации мер по повышению энергетической эффективности в России за период 2010-2019 гг. Выполнено исследование направления и динамики изменения потребления электроэнергии за исследуемый период на уровне федеральных округов и регионов России. Научная новизна заключается в выполнении ранжирования регионов, либо территориальных образований по уровню общего вклада каждого региона на основе разработанных показателей. Такое ранжирование выполнено и относительно роста спроса и общего вклада регионов в электропотребление на уровне общего экономического пространства. На основе полученных результатов автором проведена группировка регионов с целью предоставления рекомендаций для каждой региональной группы, направленных на повышение энергетической эффективности в масштабах экономики России. The article is devoted to the description of the methodology developed by the author for ranking Russian regions according to the level of total contribution to the implementation of a set of measures in energy conservation and increasing the energy efficiency of the Russian economy. The author conducts an empirical study of the intermediate results of the implementation of measures to increase energy efficiency in Russia for the period 2010-2019. The study analyzes the direction and dynamics of changes in electricity consumption for the period under study at the level of federal districts and regions of Russia. On the basis of the ranking results obtained, the author has grouped the regions with recommendations for each regional group according to the need to improve energy efficiency on the scale of the Russian economy.
