This study aims to examine the development status and technical characteristics of low-yield nuclear weapons initiated by the Trump administration, predict the development trend in the Biden administration, analyze strategic implications that have affected the R.O.K.-U.S. Tailored Deterrence Strategy, and seek future countermeasures. Regarding deterrence theory, low-power nuclear weapons are evaluated as a means of simultaneously expanding deterrence by denial and by retaliation. Additionally, low-yield nuclear weapons can be evaluated as having the capability, communication of nuclear retaliation wills and possibilities, and credibility for these wills and capabilities, which are 3C elements of deterrence in that they are “possible-use nuclear weapons.” Hence, they can be evaluated as highly-applicable deterrence means. As North Korea's nuclear and missile capabilities have advanced and the U.S. is developing and deploying low-yield nuclear weapons, this article intends to make several suggestions regarding deterrence and response. First, because North Korea's policy to strengthen its tactical nuclear capabilities in 2021 is inevitably closely related to the technical characteristics of the development of low-yield nuclear weapons, it should be evaluated and prepared in connection with this. Second, it is necessary to understand the Biden administration's nuclear strategy regarding the extended deterrence strategy of the U.S. and discuss it closely based on the 5th NPR unveiled in early 2022. Third, to ensure the credibility of the R.O.K.-U.S. tailored deterrence strategy, “multilateral deterrence measures” must be considered at the regional level, including low-yield nuclear weapons.

A rational strategy for the employment of nuclear weapons is a contradiction in terms. The enormity of the destruction, either executed or threatened, severs the nexus of proportionality between means and ends which used to characterize the threat and use of force. This does not mean, however, that all nuclear strategies are equally irrational. The nuclear policy of the Reagan administration—which is essentially the same as that of the Carter administration and which has its roots in developments initiated by even earlier administrations—is particularly ill-formed. As I will demonstrate, the basic reason for this is that the strategy rests on a profound underestimation of the impact of nuclear weapons on military strategy and attempts to understand the current situation with intellectual tools appropriate only in the pre-nuclear era.American strategy for the past several years—the “countervailing strategy”—has been based on the assumption that what is crucial is the ability of American and allied military forces to deny the Soviets military advantage from any aggression they might contemplate. The U.S. must be prepared to meet and block any level of Soviet force. The strategy is then one of counterforce—blocking and seeking to destroy Soviet military power. The goal is deterrence. Although it is concerned with how the U.S. would fight many different kinds of wars, both nuclear and non-nuclear, it is not correct to claim that the strategy seeks to engage in wars rather than deter them.

The article researches on the development model of the National Public Information Sharing Platform for Transportation& Logistics (LOGINK), in which the author introduces the function orientation of the LOGINK. Based on the current development status of the platform, the article predicts the development trend in the future. Then, it analyzed the necessary of the transformation of the LOGINK’s development model. In order to ensure the sustainable development of the platform, this paper proposes that the development model should be changed from “Charity” to “Charity + Appreciation”. Lastly, the article gives a plan about the service model and profit model of the platform in the future.

The application and technological development of geosynchronous orbit(GSO) small satellite are researched in this paper. Firstly the application field and application value of GSO small satellites are analysed. Secondly, the technology development status of foreign GSO small satellites is overviewed. Then the differences and similarities among GSO small satellite, traditional large satellite and low earth orbit(LEO) small satellite are compared, and characteristic and key technique are systematically studied. Finally, for China’s future military and civilian needs, combined with the development trend of modern small satellite technology, the preliminary proposal for the development of China’s GSO small satellite are given.

Most policy and normative problems with nuclear weaponry arise in the context of extended deterrence; that is, deterrence of attacks on friends or allies of a nuclear power. This article reviews the history and contradictions of post-World War II Western extended deterrent strategy, considers the sources of differences and similarities in the perspectives of the American and West German Catholic bishops on these matters, presents a logical schema of types of deterrent situations, discusses some systematic historical evidence that suggests the utility of nuclear weapons for many of these situations is often exaggerated, and, after reviewing alternative strategies, suggests a role for a very limited “countercombatant” nuclear strategy.

There has been a tendency lately in the United States to talk about the breakdown of the domestic consensus on the purpose of American nuclear strategy. The Reagan administration policies have been largely responsible for the growing felt need by many to question the doctrine and plans underlining that strategy. Why did the erosion of the strategic consensus take place ? One explanation examined in this paper is that the U.S. government has appeared in its nuclear strategy to emphasize more and more counterforce and limited nuclear war plans as its nuclear weapons policy, and therefore has become increasingly receptive to the idea that atomic bombs can be treated like conventional weapons and thought in ways characteristic of the pronuclear world. The central purpose of this article is to analyze how those two phenomenons - the attractiveness of counterforce and the erosion of the strategic consensus - are related to one another. The evolution of the doctrine of counterforce is assessed through a survey of the literature from 1974 to 1984, and particularly from 1980 with the coming to power of the Reagan administration.
