An amendment to Regent Regulation Number 60 of 2017 concerning the Amount of Housing Allowances and Transportation Allowances for Leaders and Members of the Bandung Regency DPRD is regulated in Bandung Regent Regulation Number 23 of 2020, indicating that the percentage of increase in housing allowances for both leaders and members, where overall is above 30%. This is what underlies this research. The purpose of conducting this research is to test the appropriateness of the Bandung Regency DPRD allowances for changes in the amount of housing allowances. The method of calculation and data analysis used is to use attachment IIA of Regulation of the Minister of Finance Number 96 / PMK.06 / 2007 and also to use a macroeconomic approach by taking into account Government Regulation Number 18 of 2017 Article 17 which states that in determining it must consider the principles of appropriateness, reasonableness, rationality, standard local prices. The results showed that the change in the amount of allowance made by the Regional Government of Bandung Regency was quite large. This is because the advantages of providing allowances provided by the Regional Government to the Bandung Regency DPRD can actually be a loss, not only for the Bandung Regency area, but for the state. This can be seen from the difference in the calculation results, if multiplied by the number of board members, the number that comes out will be quite large

In the author’s opinion the instruments proposed in the bill may fail to fulfil their task in terms of solution of the housing problem among young people. On the contrary, it can speed up depopulation of small and middle-sized towns. The bill may have unfavourable economic and social consequences on the housing market and also a negative impact on the finances of gminas (communes). The author points out that granting housing allowances to the young adults without housing problems is contrary to the principle of economic prudence.

Abstract Housing allowances within the UK’s welfare system help protect low-income households from eviction. Universal Credit (UC) has faced criticism for threatening this with its long wait periods, increased conditionality and monthly direct payments. However, there is currently a lack of robust, national-level quantitative analysis on UC’s housing security impacts. This article addresses this, exploiting cross-area variation in the timing of UC rollout to assess its impact on landlord repossession rates within 323 English local authorities. A fixed-effects panel design was used, linking data from UC’s rollout schedule with Ministry of Justice data on legal repossession actions from 2012 Q1 - 2019 Q1. Results suggest that UC ‘Full Service’ rollout, on average, led to an increase of 1.74 landlord repossession claims, 1.42 landlord repossession orders and 0.70 landlord repossession warrants within local authorities (per 10,000 rented dwellings). This corresponds to a 4–5 percent increase on pre-rollout rates. UC’s impact tended to increase the longer it had been rolled out. Where ‘Full Service’ had been rolled out for 12+ months, it led to an increase of 2.60 landlord repossession claims, 2.89 landlord repossession orders and 1.09 landlord repossession warrants (per 10,000 rented dwellings), corresponding to a 6–10 percent increase on pre-rollout rates.

Zusammenfassung Für Haushalte mit niedrigen Einkommen können Veränderungen der Haushaltsstruktur oder eine Einkommenserhöhung durch Arbeitsaufnahme oder -ausweitung einzelner Haushaltsmitglieder einen Systemwechsel von der Grundsicherung zum Wohngeld oder umgekehrt nach sich ziehen. Hinzu kommt das Problem, dass das Wohngeldsystem nicht wie die Regelsätze der Grundsicherung jedes Jahr angepasst wird. Durch die Nichtanpassung wechseln Haushalte aus dem Wohngeld in die Grundsicherung hinein oder in den Nicht-Transferbezug. Werden die Wohngeldleistungen im Rahmen einer Reform erhöht, dann werden viele dieser Haushalte wieder ins Wohngeldsystem zurückgeholt. Dieser Wechsel kann als Drehtüreffekt bezeichnet werden. Mit Hilfe von Mikrosimulationsrechnungen wird gezeigt, wie groß der Drehtüreffekt ist. Zudem werden Wirkungen verschiedener Varianten einer möglichen Dynamisierung des Wohngeldsystems abgeschätzt. Abstract: The Swing-Door Effect between Housing Allowances and the Social Assistance System in Germany For low-income households, changes in the household structure or an increase in their income through taking up or expanding work for individual household members may result in a change from the social assistance system (Grundsicherung) to the housing allowances system (Wohngeld) or vice versa. In addition, there is the problem that the housing benefit system is not adjusted every year like the payments in the subsistence welfare system. The non-adjustment cause households to grow out of housing subsidies and into subsistence welfare system. When housing benefits are increased in a reform, many households come back into the housing benefit system. This change can be called the swing door effect. We show with a microsimulation model the size and relevance of this effect. In addition, the decline in the number of recipients and in expenditure is broken down into various components. Also effects of different variants of a dynamization of the housing benefit system are estimated.
