Background. Hypothalamic lipomas are benign developmental lesions that tend to be discovered incidentally. This article describes the radiological features, outcome, and the postulated theories behind hypothalamic lipomas development. Methods. The electronic archive of neurosurgery was retrospectively reviewed. All patients with a neuroradiological diagnosis of hypothalamic lipoma, between 2005 and 2020, were included. Results. Out of 246 patients with intracranial lipomas, a total of six patients with hypothalamic lipomas have been identified. On computed tomography images, one of the hypothalamic lipomas demonstrated calcification. On magnetic resonance imaging, peripheral enhancement after contrast administration was noted in one of the lesions. Considering the benign nature of the lesions, neurosurgical intervention was not indicated. Conclusion. The majority of patients with hypothalamic lipomas are asymptomatic and undergo brain imaging for other indications. Although uncommon, such developmental lesions can be identified in the general population, especially with the advancement of neuroimaging techniques.

Abstract We present an archive of scanned instrumental seismic bulletins pertaining to either a single station or a set of stations (network). This new service by the International Seismological Centre (ISC), called the ISC Electronic Archive of Station and Network Bulletins, is openly available at the ISC website. The archive is likely to be the most comprehensive to date, thanks to the collection from various sources done by the ISC in the past several decades. The search for scans of a seismic bulletin is based on the location of the town of the institution producing a bulletin. As such, the electronic archive is easy to use and is likely to facilitate the work of a wide community interested in studying past earthquakes and involved in preservation and digitization of analog recordings.

The article presents a methodological development for increasing the perception of information about theintellectual heritage of outstanding scientists, culture and society on the example of a thematic collection of open access onthe Internet, which is formed in the link “leading expert-library staff ” on the example of Kazan University. The author actsas a leading expert. The volume of the collection is limited to 11 persons in the range of IXХ–XXI centuries. Among thepersons are the founders of the geobotanical tradition in Russia: P. N. Krylov, S. I. Korzhinsky, A. Ya. Gordyagin, V. I. Baranov, M. V. Markov, E. L. Lyubarsky. The collection is designed for a significant number of electronic exhibits (text, photos, scans, video, audio). The electronic archive is being formed. The structure of the site-guide to the collection is presented. Examples of generalization of the intellectual heritage of a person are given on the example of Professor E. L. Lyubarsky(tabular forms: “Periods of professional activity”, “Analysis of scientific and practical activities”, “Methodological developments”). The algorithm-guide to the collection is based on a scientific research on the topic: “Evgeny Leonidovich Lyubarsky, Honored Professor of Kazan University from the galaxy of founders of the Kazan botanical tradition: history, biography, contribution to science.” The collection format is designed to: 1) increase the reliability of information on the Internet; 2) the rehabilitation of the names of prominent Russian botanists in the international names of plants; 3) propagandaof methodological developments of botanists of Kazan University; 4) raising the cultural level of readers on a global scale.

Aim: This study aims to assess the admission times, manual detorsion rates and outcomes of the testicular torsion cases during COVID-19 pandemic. Methods: A retrospective analysis of the testicular torsion cases was done through our hospital’s electronic archive. Patients with were distributed into two groups as “COVID-19 era” (between 11th of March 2020 – March 2021) and “pre-COVID-19 era” (between January 2018 and 10th of March 2020). Time between the onset of symptoms and the moment of detorsion was calculated as the duration of ischemia. Two groups were compared in terms of ischemia duration, manual detorsion rates and operational outcomes. Results: No statistically significant differences was detected between groups in terms of ischemia duration, manual detorsion rates and surgical procedure type (all p>0.05). During the COVID-19 pandemic, the number and percentage of manual detorsions have increased, resulting in a numerical decrease in orchiectomies. Conclusions: Conditions caused by COVID-19 may prompt urologists to manual detorsion more to set up safer surgical environment. Moreover, this approach may result in a decrease in orchiectomy rates by saving time and preserving the vascularity of the testis. Further studies with larger samples sizes and meta-analyses may support this concept. Keywords: testicular torsion, COVID-19, manual detorsion, orchiectomy, emergency

Purpose This paper aims to assess to which extent the legality of electronic archive management can realize Indonesia E-government. This aspect of legality can have a significant impact on the application ofe-government in a country. The legality focuses on the archival legislation of the Republic of Indonesia in discussion related to the management of electronic archives. Design/methodology/approach The method used in this research is content analysis with qualitative research approach. The data for this research was taken from the Undang-Undang Kearsipan Indonesia (Indonesia Archives Constitution) documents that is available on the official website of Arsip Nasional Republik Indonesia (ANRI) (National Archives of the Republic of Indonesia). To complete the discussion in this paper also conducted literature study using secondary literature sources. Findings From the aspect of legality, the management of electronic archives does not yet support the implementation of Indonesia E-government. From the aspect of legality, the laws governing the management of electronic archives has not yet existed, there is only the Regulation of the Head of the National Archives regarding the guidelines of general policy for electronic records management in 2012. Research limitations/implications This research is limited to the identification of comprehensive analysis on all documents of the ANRI on the management of electronic archives in the context of Indonesia E-government. From that, the gap between those aspects can be examined. Social implications This paper reveals the importance of legality in the form of regulation of electronic records management in Indonesia E-government. Findings from this research can be useful for the Indonesia E-government program. Originality/value Research with content analysis method on management of electronic archive on Law of Archiving in Republik Indonesia has never been done before. This also applies to the research on the relationship between the management of electronic archives with the application of Indonesia E-government.
