This study was conducted to determine the relationship between open access presence and ranking of African universities. It adopted descriptive informetric to examine open access presence of African countries using Directory of Open Access Repositories (DOAR) and Research Gate scores (RGs) of the universities. Data was also extracted from the Journal Consortium (an African university ranking organisation) for metrics on African university ranking. Data on African open access presence was correlated with university rankings. Findings reveal that only twenty-four countries in Africa have records in DOAR and Research gate. Four of the countries (South Africa, Egypt, Kenya and Nigeria) contribute more over 85% of open access records in Africa and the same produced 68% of the top 100 universities in Africa. The study found a highly significant positive but moderate correlation between open access presence and ranking of African universities. It concludes that African universities need to review their science policy in line with open access initiative to enhance the visibility and ranking of the university globally.

Economic growth in line with service modernization requires the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) complete assigned efficiently, accurately, and effectively. To improve service quality, digital and integrated transformation are required. This has been accomplished by using electronically integrated Mortgage Rights (HT-el) services. Batam City Land Office has been operating HT-el services as one of the pilot projects since September 2019. Therefore, this study discusses how HT-el was implemented at Batam City Land Office. This study aimed to determine the suitability of Batam City Land Office's implementation of HT-el services with ATR/BPN Ministry Regulation Number 5 of 2020, the implementation’s obstacles, and the solutions. This study used qualitative method with descriptive approach. The findings indicated that the implementation of HT-el in Batam City Land Office has been completed in accordance with the HT-el service stages of preparation, implementation, and evaluation, such that the implementation of HT-el in Batam City Land Office complies with ATR/BPN Ministry Regulation Number 5 of 2020. Constraints encountered and resolve efforts are: (1) disruption of the HT-el system; (2) omission of debtors with different guarantors; (3) errors in HT ranking data; and (4) the file was canceled due to non-compliance.

AbstractPreference data are a particular type of ranking data where some subjects (voters, judges,...) express their preferences over a set of alternatives (items). In most real life cases, some items receive the same preference by a judge, thus giving rise to a ranking with ties. An important issue involving rankings concerns the aggregation of the preferences into a “consensus”. The purpose of this paper is to investigate the consensus between rankings with ties, taking into account the importance of swapping elements belonging to the top (or to the bottom) of the ordering (position weights). By combining the structure of $$\tau _x$$ τ x proposed by Emond and Mason (J Multi-Criteria Decis Anal 11(1):17–28, 2002) with the class of weighted Kemeny-Snell distances, a position weighted rank correlation coefficient is proposed for comparing rankings with ties. The one-to-one correspondence between the weighted distance and the rank correlation coefficient is proved, analytically speaking, using both equal and decreasing weights.

The Institute of Domestic Administration (IPDN) of the West Sumatra Campus is a tertiary institution attended by students from all over Indonesia. This activity is a mandatory activity for all cadets and must be followed every semester. Values ​​determine the graduation of a cadet in his education. For this reason, a good system is needed in determining the value. This study aims to find effective and appropriate values ​​in each service. The method used is Simple Additive Weighting for data that determine ranking. The results of this study have an accuracy of 85% of the ranking data manually to the test data. Thus, this system is more effective in the search process and ranking accuracy. Then this research is a system that can be used as a reference in ranking the best value of welfare.

PurposeDecision-making is always an issue that managers have to deal with. Keenly observing to different preferences of the targets provides useful information for decision-makers who do not require too much information to make decisions. The main purpose is to avoid decision-makers in a dilemma because of too much or opaque information. Based on problem-oriented, this research aims to help decision-makers to develop a macro-vision strategy that fits the needs of different clusters of customers in terms of their favorite restaurants. This research also focuses on providing the rules to rank data sets for decision-makers to make choices for their favorite restaurant.Design/methodology/approachWhen the decision-makers need to rethink a new strategic planning, they have to think about whether they want to retain or rebuild their relationship with the old consumers or continue to care for new customers. Furthermore, many of the lecturers show that the relative concept will be more effective than the absolute one. Therefore, based on rough set theory, this research proposes an algorithm of related concepts and sends questionnaires to verify the efficiency of the algorithm.FindingsBy feeding the relative order of calculating the ranking rules, we find that it will be more efficient to deal with the faced problems.Originality/valueThe algorithm proposed in this research is applied to the ranking data of food. This research proves that the algorithm is practical and has the potential to reveal important patterns in the data set.
