In order to improve the economic benefits of enterprises and provide a scientific human resource management method for enterprises, an optimal allocation method of human resource structure based on the integration of capability maturity model is proposed. According to the capability maturity model and its maturity level, the capability maturity integration model is established, and the optimal allocation algorithm of human resources is designed according to the model principle. By constructing the personnel quality evaluation matrix and personnel allocation matrix, the human resource allocation model is established, and the cooperative game method is used to dynamically optimize the human resource allocation model. The experimental results show that this method effectively improves the economic benefits of enterprises, improves the efficiency of human resource allocation, and completes the preset goal.

Purpose This paper aims to study the impact of the interactive effect of knowledge characteristics – tacitness, specificity and availability – and resource structure – complementarily and asymmetric – on learning race behavior among international joint venture (IJV) partners in China. Design/methodology/approach Preliminary in-depth interviews with three IJV managers were conducted to develop and evaluate the tentatively developed questionnaire. The finalized survey questionnaire was distributed to middle and top-level managers of IJVs, resulting in a total of 124 usable surveys. The psychometric properties of data were evaluated using Cronbach’s alpha and confirmatory factor analysis and hypotheses were tested using a generalized linear model. Findings The results show that partners in IJV have low tendencies to acquire tacit and specific knowledge, but, when the resource is complementary, it stimulates the learning race. Also, when resources are asymmetric, IJV partners engage in the learning race more aggressively, particularly for highly specific knowledge. The situation reverses for highly available knowledge. Originality/value The findings provide important insights for both researchers and managers on knowledge characteristics and resource structure influencing learning race behavior. This insight allows firms to leverage features of knowledge and resource conditions to prevent or facilitate the learning race for either common or private interests.

Purpose The purpose of this study is to make strategic recommendations that benefit under-represented entrepreneurship (UE). Design/methodology/approach The approach toward suggesting the proposed strategic recommendations is conceptual in nature. Blumberg’s theory of nested level of resource structure and McPherson’s theory of homophily will be invoked. Findings Under-represented entrepreneurship would benefit from initiating key resource identification and acquisition at a meso-level, i.e. within one’s own community in the first place and engaging in community-based collaborative and collective entrepreneurship. Research limitations/implications The proposed strategies have not been validated empirically. Originality/value The beneficial effects of implementing these strategies for UE will be felt in stages. First, communities will emerge as entrepreneurial as a whole. Subsequently, societal-level attribution of these communities as “entrepreneurial communities” will occur providing the necessary visibility and acceptance they would need to participate, contribute and get blended with more traditional entrepreneurship without distinction or prejudice.

Abstract Public fundraising system is a key element in the construction of modern philanthropic system. The Charity Law of the People’s Republic of China officially establishes the management mode that combines administrative licensing of public fundraising qualification and registration of fundraising proposals. How this management mode will affect the “ecology” of philanthropy after the Charity Law takes effect is an issue worth close attention. Taking the practices of Guangzhou, the earliest explorer in fundraising system reform and relaxation of public fundraising restrictions, as example, this paper analyzes the influences of relaxing public fundraising restrictions on public fundraising monopoly, reform of government-run charitable organizations, resource structure of non-profit organizations and the construction of philanthropic supervision system and accordingly, proposes recommendations on the implementation of public fundraising system.
