The standardization of the online government service platform is of great significance to simplify the procedures and improve the efficiency of administrative licensing agencies. In this paper, the definition of online government service platform, from the law, policy background, the practice level, carry out the work of government services online analysis summarizes the necessity, the role of online government service platform and the existing problems, and analysis the reasons from the dimension of standardization, standardization can be targeted to summarize proposed online government service platform construction of three aspects of the role.

The article reveals the evolution of legal regulation of the procedure for creating public organizations in Russia in the second half of the 19th century. It is established that the main criterion for the legality of public organizations in Russia was the presence of a charter approved by the state authority. Legislative regulation of the creation of private initiative societies was reduced to determining the list of state authorities authorized to approve the charters of new societies. Through the publication of a wide range of secondary legislation, the state authority established the requirements for the content of statutory norms and determined the procedure for their approval. The author found that in the second half of the 19th century there was a decentralization of the mechanism for creating private initiative societies and simplification of the administrative licensing procedure.

The background of this research is the existence of massive infrastructure development by the government, one of which is the construction of the Gempol-Pasuruan Toll Road. The construction process of the Gempol-Pasuruan Toll Road passes through the land and buildings owned by residents and including to waqf land. One of the waqf land affected by the construction process of the Gempol-Pasuruan Toll Road is the Al-Mukmin Mosque. This phenomenon encourages researchers to conduct research that discusses how the waqf istibdal process, both in terms of changes in waqf assets and in the administration process of licensing. This study uses a qualitative approach with a case study strategy. Data is collected through interviews with relevant parties and documentation of related documents. The results of this study indicate that the process of changing the waqf assets of the Al-Mukmin Mosque is in accordance with statutory procedures. The waqf istibdal process consists of the process of changing the waqf property and the administrative licensing process. The process of changing waqf property consists of planning, implementation, coordination between toll management and nazir, searching for replacement land, replacing land replacement processes, and the process of building a new mosque. The second process consists of a licensing process that starts from nazir, the Office of the Ministry of Religion Pasuruan Regency, and the Regional Office of the Ministry of Religion of East Java.Keywords: waqf, waqf istibdal, mosque, Gempol-Pasuruan Toll Road

The purpose of the article is to identify the main directions of modernization for licensing and accreditation procedures in the field of higher education in Ukraine. To achieve this goal, the following tasks are set: 1) to define the concepts of licensing and accreditation as administrative procedures; 2) to identify existing shortcomings for practical implementation of these procedures; 3) to outline the ways to improve the licensing and accreditation process in higher education.  The following methods of scientific cognition were used while working on the article: structural and functional, comparative and legal, formal and logical, modeling, analysis and synthesis.  Guarantee and quality assurance of higher education in Ukraine is impossible without the introduction of independent and effective administrative licensing and accreditation procedures. The content of licensing and accreditation as administrative procedures has been defined. The current state of regulatory procedures resolution for licensing educational activities and accreditation of educational programs has been considered. The main directions of the licensing and accreditation system modernization in the field of higher education in Ukraine have been highlighted. It has been emphasized that the solution of this problem requires the implementation of a number of measures to improve the licensing and accreditation procedures as components of the Ukrainian higher education control system. The study concluded that the main task in this field should be the optimization of the procedures by simplifying them, ensuring objectivity, transparency, anti-corruption; reviewing and simplifying licensing and accreditation procedures by reducing phasing and duplication of functions; possible reduction of some existing terms of case trying; introduction of a single electronic document flow during licensing or accreditation, etc.

Abstract Public fundraising system is a key element in the construction of modern philanthropic system. The Charity Law of the People’s Republic of China officially establishes the management mode that combines administrative licensing of public fundraising qualification and registration of fundraising proposals. How this management mode will affect the “ecology” of philanthropy after the Charity Law takes effect is an issue worth close attention. Taking the practices of Guangzhou, the earliest explorer in fundraising system reform and relaxation of public fundraising restrictions, as example, this paper analyzes the influences of relaxing public fundraising restrictions on public fundraising monopoly, reform of government-run charitable organizations, resource structure of non-profit organizations and the construction of philanthropic supervision system and accordingly, proposes recommendations on the implementation of public fundraising system.

Due to the potentially dangerous properties of radioactive material, it is during the transport that the process of nuclear energy and technology uses are prone to nuclear and radiation accidents. Radioactive material hence must be transported with reasonable containers to achieve heat dissipation, confinement of radioactive material, radiation shielding and prevention of nuclear criticality. The key to transport safety lies in the designing and manufacturing quality of the transport containers. Therefore, the safety supervision for transport containers of radioactive material is a guarantee for the environment and the public from nuclear and radiation hazards, also is international general practice. As the most authoritative international organization, International Atomic Energy Agenda (IAEA) draws up and regularly revises safety regulation ‘Regulation for the Safe Transport of Radioactive Material’, which proposes technical indicators for transport containers of radioactive material and responsibility of competent authorities. According to the transport modes, other international organizations, such as International Maritime Organization, International Civil Aviation Organization, International Air Transport Association, United Nations Economic Commission for Europe, enacted related transport safety regulations based on actual needs. This paper introduces the administrative licensing approval process for the transport containers of radioactive material in China and the research on competent authority and approval procedure in American, Russia, France, Canada, Germany and Great Britain. In China, National Nuclear Safe Administration (NNSA) is responsible for the licensing approval for the transport containers of radioactive material, including designing, manufacturing, using and transporting of transport containers. NNSA also organizes and formulates relevant administrative regulations and approval procedures, and has issued administrative regulation ‘Regulation on the Safe Management for the Transport of Radioactive Material’ and a series of administrative rules, management procedures, guide, technical documents and so on. These regulations established the sort management of radioactive materials and the responsibility for competent authority, and also stipulated approval and supervision for transport and transport containers of radioactive materials. While some other countries, such as America, certifies the transport containers of radioactive material to achieve the control. The domestic and overseas research into administrative licensing approval processes for transport containers is in view of the increasing transport of radioactive material among countries and the requirement of international transport. Transport containers with material of high potential risk, such as spent fuel, need to obtain the transport approval from the competent authority of transit or arrival country. Therefore, the research on domestic and other countries licensing management of transport containers of radioactive material, which is not only beneficial to improving the transport safety management of radioactive material in China, but also can promote international transport campaigns of radioactive material..

The present article is dedicated to the analysis of administrative licensing procedure in Norwegian oil and gas sector. That is one of the most important mechanisms of state regulation in this area. The paper explores a wide range of reasons for choosing precisely this model of interaction between oil and gas companies and the state. The main aspects of the present administrative licensing system are highlighted in the article. Particular attention is paid to pre-qualification of oil and gas companies, participating in licensing rounds, especially to different criteria for choosing oil and gas companies that will operate on Norwegian Continental Shelf. Further conditions of their cooperation are provided. Moreover, the article refers to the role and the functions of state bodies in Norway that control and govern the licensing process - the Ministry of Petroleum and Energy and the Petroleum Directorate - and describes different types of licenses that exist in oil and gas sector of Norway. In conclusion the article shows numerous advantages of using the administrative licensing system in oil and gas sector, its impact on the economy of Norway and the possibility of its application in the oil and gas sector of Russia.
