In this article, for the first time, the distribution of well-known strategies and tactics of competitive actions by stages of the lifecycle according to the model of D. Miller and P. Friesen is carried out, which allows to provide a more accurate description of the competitive activity of an organization at different stages of its development. Tactics and strategy are closely related, and there is a need for their gradation in the context of the characteristics of the stages of the organization’s life cycle. This study is especially relevant in the period of the COVID-19 pandemic, where tactical models of competition play a special role in accordance with the selected strategies in the field of restaurant services. During the analysis of the activities of restaurant service establishments at different stages of the life cycle, certain patterns in the competitive actions of the organization were identified, which can be compared with the strategies and tactics of competition. The criteria for determining the stage of development of the organization, which determine the conduct of competitive processes, are given. Each stage of the organization’s life cycle is characterized: birth, development, maturity, flourishing, decline on the example of the restaurant services sector. It shows how organizations apply different strategies and tactics of competitive actions within each stage of the life cycle, as well as during the transition from one stage to another. The use of this article can help restaurant businesses by applying the developed matrix of tactical models of competition at various stages of the organization’s life cycle within the framework of a competitive strategy in the practical activities of the organization. Thus, the result of successful implementation of the strategy and tactical models is an increase in the number of potential guests, including permanent ones, and an increase in investment, production, sales and other opportunities.

Within the sustainable urbanization framework, two dimensions, namely, social urbanization and environmental urbanization, have complex coordinated interactions. To better understand the coordinated interaction status between the two dimensions of sustainable urbanization, an empirical study was carried out in the 14 cities of Hunan Province, China, from 2011 to 2019. This study establishes an integrated measurement framework, uses the coupling coordination degree model, information entropy weight analysis approach, and the Technique for Order Preference by Similarity to an Ideal Solution method to analyze the development degrees and coordinated interaction degrees of the two dimensions. The results show that the quality and efficiency of leisure facilities and water use have the greatest impacts on the coordinated interactions between the two dimensions. Besides, the development degrees of social urbanization and environmental urbanization are not consistent. What is more, the spatial noncorrelation of the coordinated interaction status demonstrates that the “high-quality development” tactics aiming to promote balanced development of dimensions among cities in China is feasible. Furthermore, corresponding suggestions are proposed, providing references for governments’ planning and decision-making processes.

The article considers the problems of cultural development of the region (Novouralsk Urban District), interests of the elite and achieving sustai­nability in interaction of the social groups in cultu­ral sphere. They are in line with the broad and relevant problem of implementation of the concepts of “sustainable” (“smart”) city, formed in the early 2000s. The article pays particular attention to the sociocultural po­licy of regions, which is considered in a broad sense, in the context of relations, norms and values cultivated in society and penetrating all fields of its life. The authors focus on the relationship of culture and quality of life. There are analyzed the assessment of factors and barriers to the implementation of positive practices of public-private and social partnership, which are gi­ven by officials of local government and business leaders. The authors give the data of the study conducted in the Novouralsk Urban District in 2017 — 2018, which reveals cultural interests of the municipal elite. People responsible for making decisions in the deve­lopment and implementation of the state cultural poli­cy until 2030 relate to this social category. The article summarizes the answers of 106 respondents belon­ging to this circle. The study results reflect such important characteristics as responsibility of the elite, influence of professionalism on the level of decision-making, human qualities, family and community relations, relations of personal devotion and patronage (which can influence on decision-making) in the organizations where the elite representatives work. More than 1,000 answers of the responding residents of the Novouralsk Urban District demonstrate the relative satisfaction of the closed city’s population with the activities of its cultural institutions.The article substantiates the potential opportunities to ensure a consensus of interests of civil society, go­vernment and business in the formation of corporate policy strategies, as well as the elaboration and implementation of sustainable city development tactics.

Abstract Informatization is the new power for urban management innovation -- the tools to enhance the quality of life for citizens and the new ways to improve government services. However, there are many problems in the informatization construction process of the Chinese cities, such as poor level design, hard effects than to soft, the lack of features, poor e-government function and information collaboration. This paper analyzes the problems in the informatization construction of Chinese cities, combined with advances in information network technology, social needs, and some city informatization instances, proposes development tactics of Chinese city informatization. Ultimately, AHP and ISM has been used to analyze the numerical value of different plans, carrying out the best plan under the criterion.

Forest resources are one of the most important resources which men are survival of. We studied sustainable development tactics of regional forest resources . Volume model, describing the growing process of a tree, was built to establish the relationship between the age of grown up and the age of grow stagnation; also 1-D dynamic discrete model was established, considering the characteristic of number of trees in different ages in the condition that there is only a single kind of tree in the forest firstly; then multidimensional dynamic discrete model was formulated, providing the best felling policy that can meet lumber demand and have better age of stand structure. The simulation results show that the age of stand structure finally reach steadiness in one million hectares. Regional forest achieve sustainable development.

The paper summarizes the connotation of modern urban ecologization and elaborates on that Ecologization is the inevitable choice of Chinese modern urban sustainable development. From the natural resources exploitation and utilization, balance of urban ecological system, software and hardware facilities, the structure of urban ecological system, analyses the main problems of chinese urban ecologization. Put forward the development tactics of modern urban ecologization: i.e. the ecologization of consciousness of modern Urban residents, the ecologization of modern city planning, the ecologization of modern city science and technology, the ecologization of modern city economy, the ecologization of modern city landscape and the ecologization of modern city management.
