The contradiction between the effective supply and the uncertain demand in housing security system, which is an important part of the urban social security system, has been a major obstacle to urban sustainable development since 1998, and how to effectively deal with it is becoming more and more important. In this paper, the uncertain demand of indemnificatory housing, which was caused by the rapid urbanization, is considered, and the models for indemnificatory housing provision under box constraints, ellipsoid constraints and polyhedral constraints are constructed respectively by using distributional robust optimization, and at the same time, the reliability of optimal models in theory is proved in the form of theorem. In the end, as application of models, the paper takes Beijing as an example, and conducts empirical research on provision of indemnificatory housing during the past five years (2006-2010), which shows the effectiveness of the method.

Public policies and urban sustainable development Abstract Considering that urban development is directly related to the spreading of environmental impacts caused by human settlements within city limits and the existence of directives in the Brazilian Agenda 21 regarding the promotion of urban sustainability, as well as the content of the City Statute regarding urban policies towards sustainable cities and urban planing, this study presents possibilities of implementing directives and legal measures for urban management by means of local public policies concerning transportation, habitation and land use. Such policies should be directed towards environmental objectives, defined with regard to the present urban environmental quality and spatial distribution, aiming at a desired future condition.

With the rapid urbanization in recent decades, resource shortage and environmental damage have hindered the process of urban sustainable development (SD). As a yardstick of sustainable development, the evaluation of resources and environment carrying capacity (RECC) and its decoupling relationship with social comprehensive development index (SCDI) are of great significance. In this paper, RECC and SCDI are taken as research objects to establish resource and environment system evaluation index system and social comprehensive development level evaluation index system, respectively. Then, the RECC and SCDI of 17 cities in Hubei province during 2009–2018 are calculated by the projection pursuit model based on genetic algorithm, and their spatial-temporal variance characteristics are analyzed. On this basis, the RECC-SCDI Tapio decoupling model is constructed to explore the decoupling relationship between RECC and SCDI. The result shows that: (1) The RECC of Hubei shows a V-shaped development trend during 2009–2018. The SCDI of Hubei rose steadily during 2009–2018. (2) RECC in western and eastern Hubei Province is higher than that in central Hubei Province. SCDI in eastern and central Hubei Province is higher than that in the west. (3) 11 of the 17 cities in Hubei Province have got rid of excessive dependence on resources environment for social development. The study could contribute to scientific and effective policies be formulated by government to promote urban sustainable development.
