This work is an analysis of methods for solving the problem of illicit trafficking in weapons used in the Russian state during the period of the entire historical development of the institution of the licensing system. Characteristic features of these methods are distinguished and described. The authors traces the formation in the Russian Federation of a licensing system in the field of arms trafficking. Particular attention is focused on the features and effectiveness of legal regulation of the fight against illicit arms trafficking. The views on the provisions of the current rules of administrative legislation governing the responsibility for violation of the rules of storage, carrying or destruction of weapons and ammunition to it are stated. Also proposed are additions to administrative legislation that, in the opinion of the authors, are capable of reducing the number of cases when civilian weapons become illegal and, as a result, can be used further for criminal purposes.

High impact and strong noise complicate the response of reciprocating compressor (RC). It requires a complex signal processing method that is a single response-based or excitation-based fault diagnosis method applied to RC valve leakage fault diagnosis. This paper proposes a quantitative diagnosis method of RC valve leakage that is based on system characteristic diagnosis method. First, the current signal of the RC induction motor and the cylinder vibration signal are introduced as the excitation and response signals, the mathematical model of the RC motor current is established, and the influence mechanism of the valve leakage on the RC vibration is analyzed. Subsequently, the ensemble empirical mode decomposition and comb filter are respectively used to extract the fault characteristic information of excitation signal and response signal to obtain the excitation condition indicators (CIs), response CIs, and system CIs. Finally, the support vector machine based on the obtained CIs classified the valve leakage failure patterns of different severity, and a fault diagnoser was constructed for the quantitative diagnosis of valve leakage fault. The results of experiment and application proved that the proposed method could realize the quantitative diagnosis of RC valve leakage fault while using simple signal processing technology.

The article deals with the analysis of the refraction of the metaplot about the Grand Inquisitor in the traditionalist prose of the turn of the 20th-21st centuries. The complex of motives presented in the legend of the Grand Inquisitor corresponds to the crisis of the value system characteristic of the traditionalism of this period (new traditionalism). The crisis is accompanied by the loss of reference points as such, a situation of extreme uncertainty: the worldview dualism inherent in ‘classical’ traditionalist prose is replaced by multivariance. The role of the Grand Inquisitor, creating a false but acceptable system of values, plays a patriarchal way. In the works of B. Ekimov, M. Tarkovsky, R. Senchin the following the patriarchal way of life, traditional peasant work on the land does not allow one to support the family, to ensure the continuation of the family. The only alternative found by F. Dostoyevsky is forgiving love, which opens the way to otherness, which was previously open to any patriarchal hero. In crisis periods, it is given only to those who are capable of conscious choice, to sacrifice / self-sacrifice for the sake of another, which allows to overcome chaos and non-existence.

This thesis aims to know why the main characters of Toy Story and Toy Story 2 do excessive consumption on toys. Therefore, I will use the theory of consumer behavior to be applied on Andy, Sid, and Al as the consumers of toys. From this theory, I want to show that consumer behavior can be seen from internal and external traits. The internal trait means the consumer behavior is influenced by the inner side of consumers. On the other hand, the external trait means the consumer behavior is triggered by the outside factor of consumers’ surroundings. I connected the analysis with consumer behavior theory by discussing the factors which have internal and external traits that cause the main characters to have consumer behavior.  In the end, it can be concluded from Toy Story (1995), and Toy Story 2 (1999) that consumer behavior can influence children or adult for doing excessive consumption as the consumers of toys. Keywords: Affective System, Cognitive System, Characteristic, Consumer Behavior, Consumption.
