This article addresses the specific issue of rules and turn-taking in surfing from an ethnomethodological approach. The naturally occurring coordination of turn-taking of surfers riding ocean waves permits us to examine the nature of organizing local orderlinesses. Operating without officials or external supervision, surfers find ways to enhance safety and keep conflict to a minimum, while avoiding a burdensome structure of rule governance. The microsocial structures that envelop them expose unexpected properties of rules, including a fundamental “occasioned” character that is respectful of the complexity of their affairs. Further, moralities are dependent upon local contingencies that are less than stable and too numerous and shifting to be accounted for by a comprehensive and invariant rule set.

Impact of Rule Governance Mechanism on Project Performance in Public Rental Housing PPP Projects: Control Rights as a Moderating Variable

Exploring the relationship among rule governance mechanism, project control rights allocation, and project performance in public-private partnership (PPP) projects is of great significance for optimizing control rights allocation and governance mechanism to improve project performance of PPP projects. Previous studies have mainly focused on the impact of contractual governance or rule-based governance on the performance of PPP projects, and the research on the allocation of project control rights into the analysis framework is insufficient. The goal of this study is to explore the moderating effect of the allocation of project control rights on the project’s rule mechanism affecting project performance. Based on the theoretical analysis and literature review, three hypotheses are put forward, and the hypotheses are tested by structural equation model using the large sample data collected by questionnaire survey. This study shows that both the rule governance mechanism and project control right allocation have a positive impact on project performance, and the allocation of project control right has a negative moderating effect on the impact of rule governance mechanism on project performance. The public characteristics of PPP projects determine that it is inappropriate for social capital to have too much project control rights. The degree of project control rights owned by social capital should be balanced with the rule governance in the dynamic management process.

Chieftaincy: An Anachronistic Institution within a Democratic Dispensation? The Case of a Traditional Political System in Ghana

Prior to colonial rule, governance in Africa rested on chiefs. However, colonialism and other currents of social change reduced the powers and functions of chiefs. Critics tagged the chieftaincy institution as anachronistic and even predicted its demise during the struggle for independence. However, chieftaincy has persisted after several years of Ghana’s independence. The paper specifically seeks to answer two fundamental questions: Is chieftaincy anachronistic? And, how relevant is chieftaincy in Ghana’s democratic dispensation. The paper is a desk review examining the instrumentality of the chieftaincy institution in the midst of a web of reputational challenges in contemporary Ghana. The study unearthed that the anachronistic label is pivoted on the undemocratic nature of chieftaincy institution and, chieftaincy and land disputes. Despite the above label, it was also found that chiefs are instrumental in conflict resolution, governance and administration, promotion of education and economic empowerment and performance of representational and diplomatic roles. Though people continue to perceive the chieftaincy institution as undemocratic, the institution has critical roles to play in contemporary Ghana. This paper recommends that studies should be conducted on how chiefs can be integrated into modern governance structures for them to contribute to national development. Skateboarding and the Ecology of Urban Space

Skateboarding poses a unique case study for considering the place of sport in human activity. The bulk of skateboarding scholarship argues that skateboarding is largely a subversion of rule governance, a view difficult to square with common and popular rule-governed skateboarding competitions, now including the Olympics. We attempt to resolve this tension by arguing for a kind of pluralism: skateboarding’s engagement in rule-governed competition is distinctly subversive, yielding the claim that skateboarding is both sport and subversion. This pluralism is examined in an “ecological” framework of emergent activities defined by push-pull interactive relationships between skateboarders and their environment that change the meaning of their spaces—whether domestic, urban, or competitive—to spaces that are both wild and spontaneous. We conclude with reflections on how skateboarding provides understanding of sport in the space of ecological meaning.

Rule of Law, Governance, and Sustainable Development

The chapter is predicated on the premise that strong adherence and commitment to the rule of law and good governance is essential for sustainable development. Using a holistic approach, the study established that Nigerian leaders have consistently disregarded the principles of rule of law and good governance, violating the ideal democratic values and institutions which undermine the country's sustainable development. Over long years of military rule, governance has been badly and negatively impacted because observance of rule of law and democratic tenets are not in consonance with military ethics and rule. Civilian regimes have not fared better. The process leading to non-sustainable development and underdevelopment are mostly accompanied by the subversion of due process, the manipulation of existing laws and regulations to suit parochial interests. The chapter concluded that for sustainable development to take effect, there is need for re-orientation of political leaders towards adherence to the principle of rule of law and good governance as the foundation for sustainable development in Nigeria.
