This work of historical sociology revisits and analyses the earlier part of the Third Republic (1870-1914), when France granted citizenship rights to Indians in Pondicherry. It explores the nature of this colonial citizenship and enables comparisons with British India, especially the Madras Presidency, as well as the rest of the French empire, as a means of demonstrating how unique the practice of granting such rights was. The difficulties of implementing a new political culture based on the language of rights and participatory political institutions were not so much rooted in a lack of assimilation into the French culture on the part of the Indian population; rather, they were the result of political infighting and long-term conflicts over status, both in relation to caste and class, and between inclusive and exclusive visions of French citizenship.

Based on interviews with thirty-eight French retirees living in the seaside city of Nha Trang, Vietnam, this article queries their reasons for migrating and investigates how they make sense of their life abroad. I consider Vietnam’s historical connection with the French empire as a possible component of lifestyle migration and meaning. This small-scale study indicates that colonial memories and historical ties between France and Vietnam do influence many interviewees’ choice of place of retirement. However, for most, the personal and social amenities afforded by a tropical life in the present tend to eventually displace such memories.

In the 1920s, European radio enthusiasts organized clubs in Hanoi, Saigon, Hai Phong, Vientiane, and Phnom Penh. Periodicals and letters from the time provide insights on this burgeoning amateur radio culture. Members shared experiences, debated the potential of the technology, and used radio to broadcast records of music, story-telling, and other forms of light entertainment. Chapter 1 examines how these radio clubs were established in the urban centers of French Indochina and how they impacted cultural life in the colonial territories. The chapter begins with a consideration of cultural colonialism, broadcasting technology, and music in the French Empire. Archival sources provide evidence on the styles of music and recording technologies in circulation in early twentieth-century mainland Southeast Asia, when telegraphy, phonograph recordings and radio broadcasts informed the social construction of state and empire. Exclusive membership regulations of the Indochinese radio clubs, which restricted most of the indigenous population, were undermined during the Japanese occupation (1940–45). And the Japanese promotion of a Greater East Asia Co-Prosperity Sphere (Dai Tōa Kyōeiken) followed by a famine in 1944–45 fomented unrest among the indigenous population. During the August Revolution of 1945, the Viet Minh and other insurrectionaries commandeered these sound reproduction technologies to broadcast news of their uprising.

AbstractThis article develops a typology of historical and archival gaps—physical, historiographical, and epistemological—to consider how non-existent sources are central to understanding colonial law and governance. It does so by examining the institutional and archival history of a court known as the Chaudrie in the French colony of Pondichéry in India in the eighteenth century, and integrating problems that are specific to the study of legal history—questions pertaining to jurisdiction, codification, evidence, and sovereignty—with issues all historians face regarding power and the making of archives. Under French rule, Pondichéry was home to multiple judicial institutions, administered by officials of the French East Indies Company. These included the Chaudrie court, which existed at least from 1700 to 1827 as a forum where French judges were meant to dispense justice according to local Tamil modes of dispute resolution. However, records of this court prior to 1766 have not survived. By drawing on both contemporaneous mentions of the Chaudrie and later accounts of its workings, this study centers missing or phantom sources, severed from the body of the archive by political, judicial, and bureaucratic decisions. It argues that the Chaudrie was a court where jurisdiction was decoupled from sovereignty, and this was the reason it did not generate a state-managed and preserved archive of court records for itself until the 1760s. The Chaudrie’s early history makes visible a relationship between law and its archive that is paralleled by approaches to colonial governance in early modern French Empire.

This article examines Rebecca J. Scott and Jean M. Hébrard’s Freedom Papers and Marie-Célie Agnant’s novel Le livre d’Emma as two important contributions geared towards filling the lacunae that exist in the historical record given the lack of slave narratives in French. This study argues that these narratives are important because they approach slavery in the French empire from a fresh angle. Freedom Papers reconstructs the existence of a woman named Rosalie from her entry into the slave trade through her life in Haiti. Such a biographical approach allows researchers to put an individual face on what has mostly been studied as an abstract institution. Similarly, Agnant traces the family history of Emma back to her first ancestor to make the transatlantic journey. Although Agnant’s contribution is fictional, Emma’s story captures a perspective similar to the experience of many whose ancestors were enslaved. Both stories stress the importance of writing – veritable ink on paper. It was through writing that biased historical narrative was created by former empires. It is therefore through writing that Rosalie succeeded in injecting herself into the historical record, and through writing that Emma ensures her ancestors’ story is never forgotten.

In Soundscapes of Liberation, Celeste Day Moore traces the popularization of African American music in postwar France, where it signaled new forms of power and protest. Moore surveys a wide range of musical genres, soundscapes, and media: the US military's wartime records and radio programs; the French record industry's catalogs of blues, jazz, and R&B recordings; the translations of jazz memoirs; a provincial choir specializing in spirituals; and US State Department-produced radio programs that broadcast jazz and gospel across the French empire. In each of these contexts, individual intermediaries such as educators, producers, writers, and radio deejays imbued African American music with new meaning, value, and political power. Their work resonated among diverse Francophone audiences and transformed the lives and labor of many African American musicians, who found financial and personal success as well as discrimination in France. By showing how the popularity of African American music was intertwined with contemporary structures of racism and imperialism, Moore demonstrates this music's centrality to postwar France and the convergence of decolonization, the expanding globalized economy, the Cold War, and worldwide liberation movements.
