PurposeIn this viewpoint article, the authors consider the challenges in implementing restrictive policies, with a particular focus on how these policies are experienced, in practice, from alternative standpoints.Design/methodology/approachThe authors draw on social science studies of decommissioning work to highlight how patient and official versions of value often vary, creating difficulties and distrust as restrictive policies are implemented. Patients and the public are well aware that financial calculations are somehow embedded in concepts of “evidence” and “value” but are usually unfamiliar with the social infrastructures that produce and utilise such concepts. The authors discuss with reference to a contemporary restrictive programme in England.FindingsWhile policymakers and researchers frequently present restrictive policies as “win-win” scenarios (achieving both cost-savings for healthcare services and improved patient care), social science analyses highlight the potential for tensions and controversies between stakeholders. The authors recognise that cost containment is a necessary component of policymaking work but argue that policymakers and researchers should seek to map (and make visible) the socially organised reasoning, systems and processes that are involved in enacting restrictive policies. Although transparency may pose challenges, it is important for informed democratic engagement, allowing legitimate scrutiny of whose voices are being heard and interests served (the “winners” and “losers”).Originality/valueThe authors argue for social science analyses that explore overuse, value and restrictive practices from alternative (e.g. patient) standpoints. These can provide important insights to help identify priorities for intervention and support better communication.

Abstract This essay presents the normative foundation of W.E.B. Du Bois’s constructivist theory of justice in three steps. First, I show that for Du Bois the public sphere in Anglo-European modern states consists of a dialectical interplay between reasonable persons and illiberal rogues. Second, under these nonideal circumstances, the democratic ideal of autonomy grounds reasonable persons’ deliberative openness, an attitude of public moral regard for others which is necessary to construct the terms of political rule. Though deliberative openness is the essential vehicle of construction, reasonable persons only have a pragmatic political obligation to forge ties of deliberative reciprocity with likeminded persons whom they trust will listen and not harm them. Finally, I present Du Bois’s defense of black suffragists’ support of the 19th Amendment to illustrate pragmatic political obligation in action. I sketch successful democratic engagement that reconstitutes a nonideal public sphere.

This chapter examines environmental discourses in light of recognition of humanity’s entry into the Anthropocene, an emerging geological epoch that dramatizes what is at stake in the politics of the Earth. The Anthropocene is the successor to the unusually benign and stable Holocene of the previous 12,000 years, during which human civilization evolved. The human institutions, practices, ideas, and discourses that still dominate the politics of the Earth all took shape under perceived Holocene conditions. The most important quality demanded of the configuration of environmental discourses is now a capacity to generate critical reflection on the trajectory of human societies in the context of an unstable Earth system. This will require meaningful deliberative and democratic engagement across discourses.

Over the past several decades large philanthropies have adopted aggressive approaches to education reform that scholars have labeled venture philanthropy. These efforts focused on broad changes to schooling and education policy, borrowing techniques from the venture capital world. But many foundations have recently become convinced that market forces and macro-level policymaking alone cannot drive educational improvement, particularly in areas related to classroom teaching and learning. In response, foundations have begun to design their own instructional innovations and identify providers to implement them. This paper interprets these recent efforts as early evidence of a distinct adaptation in the evolving role of philanthropies, which we dub design philanthropy. Although this approach represents an attempt by foundations to simultaneously increase democratic engagement, directly influence the instructional core, and spur educational innovation, it poses new risks for coherence, scalability, and sustainability in education policymaking.

A ‘Smart Village’ will provide long-term social, economic, and environmental welfare activity for village community, which will enable and empower enhanced participation in local governance processes, promote entrepreneurship and build more resilient communities. At the same time, a ‘Smart Village’ will ensure proper sanitation facility, good education, better infrastructure, clean drinking water, health facilities, environment protection, resource use efficiency, waste management, renewable energy etc. There is an urgent need for designing and developing ‘Smart Village’, which are independent in providing the services and employment and yet well connected to the rest of the world. The Smart Village concept will be based on the local conditions, infrastructure, available resources in rural area and local demand as well as potential of export of good to urban areas. The present paper examine motivation behind the concept on ‘Smart Village’ is that the technology should acts as a catalyst for development, enabling education and local business opportunities, improving health and welfare, enhancing democratic engagement and overall enhancement of rural village dwellers. In the Indian context, villages are the heart of the nation. So we can achieve socio economic development of the Nation by enlarging the concept of smart villages on improving pattern.
