Defence has traditionally not been a priority within Community policies. However, in recent years it had become aware of the need to promote it, with special attention to the development of the industrial base. The most significant milestone for change comes in December 2013 when the Council discusses the future of security and defence. Until then, the Council took precedence over national optics and the Commission acted in the face of industry as a regulator to promote the implementation of single market rules in the defence market. The Libyan crisis of 2011 highlighted the need for strategic autonomy. This abstract concept implies the capability to act. It highlights the need for greater autonomy in industrial matters to support military capabilities without external dependencies. The crisis also occurs at a time of widespread decline in defence budgets that makes it difficult for nations to tackle large programs individually. The need for a competitive industrial base to support autonomous operations is of value. It is in this context that the EU Global Strategy in 2016 is enacted, resulting in the implementation in defence of the CFSP initiative aimed at streamlining demand, and the European Defence Plan, which includes the creation of a specific fund, the EDF, aimed at incentivising industrial cooperation to act on the supply side. The initiatives launched over the past four years to promote security and defence cooperation, with particular attention to the industrial component, are underway and will be difficult to go back even if European countries are in the dilemma between protectionism and cooperation. The COVID 19 crisis has diverted that attention. The future presents a scenario of greater strategic instability, which is faced with different national perspectives, greater competition between great powers in which Europe does not present a single voice, and a European society that seems far from its defence. Under these conditions, Europe faces the need to decide between having military and industrial capabilities appropriate to its political objectives or maintaining formulas for cooperation with third parties following current models. If the strategic objective is to have sufficient autonomy to address actions independently, the development of an industrial defence policy will be a basic element and will be conditioned by member states' visions, budgetary effort, and level of coordination of operational demand and industrial supply.

<p>Are claims more credible when made by multiple people, or is it the repetition of claims that matters? Some research suggests that claims have more credibility when independent sources make them. Yet, other research suggests that simply repeating information makes it more accessible and encourages reliance on automatic processes—factors known to change people’s judgments. In Experiment 1, subjects took part in a “misinformation” study: Subjects first watched a video of a crime and later read witness reports attributed to one or three different witnesses who made misleading claims in either one report or repeated the same misleading claims across all three reports. In Experiment 2, subjects who had not seen any videos read those same reports and indicated how confident they were that each claim happened in the original event. Subjects were more misled by—and more confident about—claims that were repeated, regardless of how many witnesses made them.  These findings led us to hypothesize that the repeated claims of a single witness are seen as consistent, while the claims of multiple witnesses are seen as having consensus. We tested this hypothesis in Experiments 3 and 4 by asking subjects who had not seen the video to read the reports that repeated the claims. In Experiment 3, half of the subjects read reports that contained some peripheral inconsistencies. In Experiment 4 all subjects read reports that contained inconsistencies, but half of the subjects were warned about the accuracy of the inconsistent reports. Later, everyone indicated how confident they were that each claim really happened. Warning subjects about the inconsistent reports (Experiment 4) led them to rate the repeated claims of a single witness—but not multiple witnesses—as less credible; A finding consistent with our hypothesis.  In Experiment 5, we tested an alternative explanation that a failure to attend to the source of the information may explain our findings by asking half of the subjects to complete a source monitoring component with their confidence test. We failed to find evidence for this explanation.  We conclude that subjects interpreted both the consistency of a single witness's repeated claims, and the consensus among multiple witnesses' converging claims, as markers of accuracy. Importantly, warning subjects about the accuracy of the inconsistent reports reduced subjects’ confidence in the claims made by a single witness, but not multiple witnesses. These findings fit with research showing that repeating information makes it seem more true, and highlight the power of a single repeated voice.</p>

Abstract Music symbol recognition is an important part of Optical Music Recognition (OMR), Chord recognition is one of the most important research contents in the field of music information retrieval. It plays an important role in information processing, music structure analysis, and recommendation systems. Aiming at the problem of low chord recognition accuracy in the OMR recognition model, the article proposes a chord recognition method based on the YOLOV4 neural network model. First, the YOLOV4 network model is used to train single-voice scores to obtain the best training model. Then, the scores containing chords are trained through neural network fine-tuning technology. The experimental results show that the method recognizes the chords with great results, the model was tested on the test set generated by MuseScore. The experimental results show that the accuracy of note recognition is high, which can reach the accuracy of duration value of 0.96 which is higher than the accuracy of note recognition of other score recognition models.

This chapter discusses the emergence of the through-song British musical, also known as “pop opera.” This can be dated from the afternoon of March 1, 1968, when parents (mainly mothers) of students at Colet Court School watched an end-of-term performance of a twenty-minute version of Andrew Lloyd Webber and Tim Rice's Joseph and the Amazing Technicolor Dreamcoat. By 1991, Lloyd Webber and Rice had officially created the first performance in the history of pop opera which was Jesus Christ Superstar (1971). Lloyd Webber's ability to compose consistently in a single voice, or to eclecticize, in other words, to teach the audience to navigate the action through musical signifiers is not appreciated enough. Tim Rice's ease in “conversationalizing” the bigger-than-life figures that pop opera delights in is similarly underrated, because he makes it look easy. The biggest hit in this period of musical history is Les Misérables (1985). This show's saga started when Alain Boublil sees Superstar and decides to write something comparable. It was written with composer Claude-Michel Schönberg.

The Covid-19 pandemic has burst upon us as a general test for humanity, for which we were woefully unprepared. We all faced the pandemic with little knowledge and no experience. It is the first pandemic of our lives. Over this period, we have seen a range of conflicting statements, positions and behaviours. On occasion, the scientific community and health professionals have failed to speak with a single voice to convey the urgency of the situation, as their views got lost and scattered in rivulets of opposing theories ranging from denying to ringing the alarm. So many elements were in place for the ‘perfect storm’ to get unleashed … and it did. And as the pandemic wreaked its havoc, many health workers have paid a high price for their selfless dedication and professionalism. We have worked in the absence of clear-cut guidelines, in situations where even the cornerstones of medical ethics have faltered. On the other hand, the fruitful aspects of uncertainty also emerged.

Elizabeth Chappell, Simon King and Dominique Baron-Bonarjee made a film, The Day War Broke Out, in the summer of 2019 as part of a CHASE film making training course led by film-maker Karen Boswall at The University of Sussex. The film focuses on the way in which the Mass Observation (MO) Archive came about. The film brings to life the materiality of the archive through voice, music, hand-written letters, historical objects and setting as well as through an interview with one of Mass Observation’s curators, Kirsty Pattrick.   But what can we understand from the stated intentions of MO’s founders for anonymous volunteer contributors to write diaries ‘so that their [the public’s] environment may be understood and thus constantly transformed.’? This article takes the view that the ‘single voice’, i.e. in this case the personal reflective narrative, can offer a ‘way in’ to understanding collective lived experience. Exploring the research questions through three case studies, it offers a dialogical approach to the parallel and overlapping questions of how past lived experience can be brought to life on film as well as how researchers can use materiality to access the context of lived experience. It asks, how does the creative exploration of the archive through film offer the possibility of a more open dialogue to occur between researchers and curators? And finally, how can film making open up new vistas and avenues for researchers to share findings as well as to transform their own field of research?

Recently, as technology has advanced, the use of in-vehicle infotainment systems has increased, providing many functions. However, if the driver’s attention is diverted to control these systems, it can cause a fatal accident, and thus human–vehicle interaction is becoming more important. Therefore, in this paper, we propose a human–vehicle interaction system to reduce driver distraction during driving. We used voice and continuous-wave radar sensors that require low complexity for application to vehicle environments as resource-constrained platforms. The proposed system applies sensor fusion techniques to improve the limit of single-sensor monitoring. In addition, we used a binarized convolutional neural network algorithm, which significantly reduces the computational workload of the convolutional neural network in command classification. As a result of performance evaluation in noisy and cluttered environments, the proposed system showed a recognition accuracy of 96.4%, an improvement of 7.6% compared to a single voice sensor-based system, and 9.0% compared to a single radar sensor-based system.

AbstractAs digital imaging is now a common and essential tool in the clinical workflow, it is important to understand the experiences of clinicians with medical imaging systems in order to guide future development. The objective of this paper was to explore health professionals’ experiences, practices and preferences when using Picture Archiving and Communications Systems (PACS), to identify shortcomings in the existing technology and inform future developments. Semi-structured interviews are reported with 35 hospital-based healthcare professionals (3 interns, 11 senior health officers, 6 specialist registrars, 6 consultants, 2 clinical specialists, 5 radiographers, 1 sonographer, 1 radiation safety officer). Data collection took place between February 2019 and December 2020 and all data are analyzed thematically. A majority of clinicians report using PACS frequently (6+ times per day), both through dedicated PACS workstations, and through general-purpose desktop computers. Most clinicians report using basic features of PACS to view imaging and reports, and also to compare current with previous imaging, noting that they rarely use more advanced features, such as measuring. Usability is seen as a problem, including issues related to data privacy. More sustained training would help clinicians gain more value from PACS, particularly less experienced users. While the majority of clinicians report being unconcerned about sterility when accessing digital imaging, clinicians were open to the possibility of touchless operation using voice, and the ability to execute multiple commands with a single voice command would be welcomed.

This essay argues for the power of free indirect discourse in the third-person narrative perspective to serve as a collective voice, encompassing a diversity of perspectives, through a reading of two novels by Olga Tokarczuk, Bieguni (Flights) and Księgi Jakubowe (Books of Jacob). Both novels investigate the challenges inherent in the project of providing an image of the world, and alongside various interventions on the level of content, each examines the kind of world-image that different approaches to narrative voice can produce. In Flights, the narrator's striving to arrive at a more expansive and synthetic knowledge of the world is accompanied by an effort to go beyond the first-person voice, to a broader perspective. The novel subtly demonstrates the impossibility of such efforts, but, the essay argues, Books of Jacob continues this project, albeit from the opposite direction, examining the affordances of the third-person voice. Its innovative use of free indirect discourse produces a perspective that, while appearing to be a single voice, contains multiple, contradictory points of view.
