The paper describes a role of the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences (Novosibirsk, Russia) in arranging a system of advice and guidance activity in support of work run by libraries of scientific institutions located in Siberian macroregion of the country. The author analyses factors caused decentralization processes in library system of the Siberian Branch of the Russian Academy of Science, presents projects offered by the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences for downsizing proportion of printed documents in libraries' collections and developing workforce capacity in libraries of scientific institutions in conditions of decentralization and digitalization of science.

Mikhailovsky Castle is an outstanding monument of palace architecture, in the XIX–XX centuries it was one of the important elements of urban book culture. During the specified period in the building there were own, public, special and scientific libraries, unique on the art, historical, cultural value. Among them are collections of emperor Paul I; engineer general P. K. Sukhtelen; Free society of literature, of sciences and arts, Saint Petersburg Mineralogical society, Nikolaev engineering academy and school, Central naval library, Central scientific and technical library. Particular attention in the work is paid to the attempt of the cultural and political elite of Leningrad and the Council of Ministers of the RSFSR in 1947–1949 to organize in the castle a branch of the M. E. Saltykov-Shchedrin State Public Library. The study was carried out based on various historical sources, including unpublished documents from the central and departmental archives of Saint-Petersburg, some of which are first introduced into scientific circulation

Being the all-Union coordination center for bibliography in technologies and the methodological center for USSR’s scientific and special libraries, the State Public Scientific and Technical Library of the USSR issued reference bibliographic publications, special periodicals, serials and manuals based on the research accomplished by the Library. It developed the system of learning materials in every area of library services and functions (user services, collection development and organization, reference aids, bibliographic work, etc.). All materials were highly demanded by scientific and technical libraries of the country and were of great importance for the advance of scientific, technical and special libraries and national librarianship on the whole. The author reviews the key reference bibliographic and methodological materials produced by the State Public Scientific and Technical Library of the USSR in 1958–1980.

This paper describes authors’ research in developing collaborative virtual reality applications as an interface for monitoring big data by creating a digital twin of the factory and sync the movement of virtual machines with the real ones. The platform allows an interactive reading of the sensor telemetry and processes data, maintenance information and access to a large technical library. For data acquisition and reports, a novel image data method was used. The data values that are encoded as pixel colors of images, using different encoding methods for each data type (text, integer, float, Boolean) are also encrypted using an image as a symmetric encryption key and are stored in the cloud in a time base folder structure, assuring a better data compression, security and speed, compared with the existing solutions based on JSON and NoSQL databases. The platform allows the remote access from the VR environment to the machines consoles and allows parametrization and remote commands.
