ABSTRACT. Coronavirus disease (COVID-19) has deeply impacted the global health care system, and the redistribution of funding for medical care violated the prevention and treatment of chronic non-communicable diseases, including hypertension, tuberculosis, and HIV. In 2020, centralized state procurement of medicines in Ukraine was for the first time conducted via the online platform Prozorro. Of the 483 items planned to be purchased, 375 items (78 %) were successfully contracted. In the current 2021, tenders were announced for the purchase of 555 of 562 items. In most fields of medicine, the drugs to be purchased are 100 % covered by tenders. The lowest percentage of coverage is observed for pulmonary arterial hypertension (66.67 %). In today’s complex environment, not only COVID-19 should be actively combated, but other diseases should be also kept in mind when carefully planning the funding of various fields of medicine through the analysis of data from previous years. The money saved can be used to eliminate the consequences of the COVID-19 pandemic, and to purchase the necessary medicines. The creation of a single database of drug residues in medical institutions (chatbot in the Telegram messenger) can be called a positive innovation. Control of drug residues and their adequate redistribution makes it possible to rationally use this resource without spending money on unnecessary purchases. In general, despite the medical and financial impact of COVID-19, Ukraine’s healthcare system continues to withstand pressure and change for the better. Further improvement of the system of centralized procurement of medicines will be able to overcome the problem of lack of necessary drugs.

SUMMARY High-voltage power cables are important channels for power transmission systems. Their special geographical environment and harsh natural environment can lead to many different faults. At present, such special operations in dangerous and harsh environments are performed manually, which not only has high labor intensity and low work efficiency but also has great personal safety risks. In order to solve such difficult problems, this paper studies the power maintenance robot for insulator string replacement, spacer replacement, damper and drainage plate maintenance; the basic configuration and the operation motion planning have been proposed; and the virtual prototype of the inspection maintenance robots has been developed, and then the mechanical structure of the robots has been optimized by the robot kinematics modeling and analyzed the working space based on the Monte Carlo method. The system platform, operation function, structural characteristics and related key technologies involved in the robot system development were systematically summarized; the deep integration point for the robot technology with big data, cloud computing, artificial intelligence, and ubiquitous power Internet-of-Things technologies was also discussed. Finally, the physical prototype of the insulator replacement, drainage plate tightening, and damper replacement operation robot has been developed; several experimental tests on a 220 V live line have been conducted so as to verify the robot engineering practicality; and the main development and future research direction have also been pointed out at last.

PurposeThis paper addresses the issue of management control (MC) of collaborative innovation. It attempts to fill this gap in MC literature by considering both contingency and internal consistency perspectives influencing the MC setting, especially in the context of R&D alliances. Opening the boundaries of R&D has implications for the design of MC. It involves particular challenges and raises specific tensions of competing demands between control and innovation.Design/methodology/approachBased on a quantitative survey of sponsored European consortia and using the structural equation modeling method, we design an interfirm MC model to support collaborative innovation.FindingsOur results show that the innovation ecosystem plays a critical role as an institutional element shaping the MC design. We also infer based on our findings that the package approach is more suitable than the system one to set up control practices within a collaborative innovation context. Thus, the package allows several configurations of MC in an ongoing process that, in turn, leads to deal with organizational tensions and conflicting pressures in a dynamic way. Accordingly, the package's effectiveness seems to be related to its “fit” with the alliance context rather than its “internal consistency”.Research limitations/implicationsThis study advances MC literature by combining two theoretical perspectives to address interfirm MC, especially in the field of innovation that raises specific challenges. The findings lead also to build a bridge with a new perspective, i.e. evolutionary perspective, as the package suggests an ongoing process of resolving dynamic tensions between control requirements and innovation needs.Practical implicationsThe study suggests a model of MC package that provides managers with a range of viable configurations and alternatives to support collaborative innovation, control activities, adapt to changes, resolve tensions and drive performance.Originality/valueInstead of prior studies, the study relies upon both contingency and internal consistency perspectives to examine the MC design and structuring mode. In addition, the empirical part of this research deals with the case of European sponsored R&D consortia as a form of collaborative innovation. Unlike traditional R&D alliances, management control within sponsored consortia seems to be more complex to address as the consortium is multilateral, the grants are public and the goals may diverge given the broad variety of organizations the consortium involves.

Thereby filling reservoir must be controlled. From the number of unitscontrolling water level in the reservoir turns encountered many disadvantages. Thisstudy aimed to innovate controller unit as perfecting the control unit that had beenthere. The control unit is designed to use a water level sensor.
