Science and technology project evaluation is an important means of science and technology management. Whether the evaluation of science and technology projects is fair or not directly affects the development of national economy and the allocation of science and technology resources. Due to the complexity of the project and the fuzziness of human thinking, the expert information is often difficult to quantify in the process of project evaluation. Generally, the better choice is to express it in qualitative language. In this paper, the 2-tuple linguistic preference relation is proposed to evaluate scientific research projects. The reasonableness of the concept of complete consistency for the 2-tuple linguistic preference relation is discussed. Priority of 2-tuple linguistic preference relation is set up based on the 2-tuple weighted geometric averaging operator. Finally, combined with Science and technology project evaluation problem, the effectiveness and feasibility of the method are verified.

PurposeThe paper responds to calls in recent research for a model that shows how the business case should be used throughout the project's lifetime to achieve sound governance and thereby project success. The aim of the paper is to advance theory about the effective use of the business case.Design/methodology/approachBesides the processes and information required, the literature identified 43 organizational facilitating factors, structured into 5 categories, which are required for effective use of the business case. To offer a useful model, the authors' approach was to do a factor analysis, based on existing survey data, to reduce the number of facilitators and to validate their categorization.FindingsThe findings of the paper were as follows: (1) the classification of the proposed facilitating factors was validated; (2) the number of facilitators needed to ensure that the business case is used effectively was substantially reduced and (3) a “business case effectiveness model” is proposed to clarify the relationship between the organizational facilitating factors, the business case processes and the information required to effectively use the business case.Originality/valueThis is the first time that a business case effectiveness model has been proposed. Besides consolidating business case theory, it can be used to guide people and organizations on simple, affordable ways to improve their use of the business case to achieve sound governance and hence business/information technology project success.

The requirements of the federal state educational standard of primary general education to the content, technologies and methods of the educational process in primary grades are disclosed. Abstract NASA is conducting investigations in Advanced Air Mobility (AAM) aircraft and operations. AAM missions are characterised by ranges below 300 nm, including rural and urban operations, passenger carrying as well as cargo delivery. Urban Air Mobility (UAM) is a subset of AAM and is the segment that is projected to have the most economic benefit and be the most difficult to develop. The NASA Revolutionary Vertical Lift Technology project is developing UAM VTOL aircraft designs that can be used to focus and guide research activities in support of aircraft development for emerging aviation markets. These NASA concept vehicles encompass relevant UAM features and technologies, including propulsion architectures, highly efficient yet quiet rotors, and aircraft aerodynamic performance and interactions. The configurations adopted are generic, intentionally different in appearance and design detail from prominent industry arrangements. Already these UAM concept aircraft have been used in numerous engineering investigations, including work on meeting safety requirements, achieving good handling qualities, and reducing noise below helicopter certification levels. Focusing on the concept vehicles, observations are made regarding the engineering of Advanced Air Mobility aircraft.

This paper analyzes the user needs of the scientific research project management system, expounds the feasibility of information system development, and analyzes the business needs combined with the reality of scientific research project management. In the system level design, combined with the demand analysis of the information system function, the system module is developed in a hierarchical way. The whole system is divided into four layers: (i) core business layer; (ii) data access interface layer; (iii) neighborhood object layer; (iv) data platform. The specific functions include three various modules, i.e., scientific research project information management module, research achievement management module, and scientific research information portal module. In the system software part, the attribute encryption method is used to effectively encrypt the information of scientific and technological projects and to protect the safe sharing of scientific and technological information in colleges and universities. Finally, we look at the limitations of conducting high-quality design-science research in the context of the larger information system community. The experimental results show that the system can perform the corresponding functions effectively, and the data reading integrity is high, which can meet the requirements of the university science and technology project information management.

Abstract Background COVID19 pandemic has shown the importance of data to manage health crises. Therefore, countries that were more mature regarding using Information Systems (IS) were better prepared to respond to their population needs. Unfortunately, in Angola, such Health Information Systems (HIS) maturity is very low, so new Health Information Technology (HIT) projects must change this scenario. Objective Describe the impact of COVID19 on a new health information technology project called "ObsCare Lubango" to collect essential data on deliveries and births at the Maternity Hospital in Lubango-Angola. Methods Retrieve data from the notes, communication events of the project management. Also, the collected data regarding obstetrics (pregnancies and childbirth) was from Jan 2019 to Apr 2021 (14 months before COVID19 and 14 months after the beginning of COVID19). The data analyzed were collected from the utilization audit trail that stores the sessions and clicks in the application logs. These logs are then presented in aggregated and anonymized form in a web interface. Results The start of COVID19 in Maternity halted the evolution of the health information project implementation. At the beginning of 2020, the usage of ObsCare Lubango was growing steadily (5.9%, 7.5%, 9.4% in the first three months), but rapidly dropped to 0% in the following months after the first of COVID arrived in late March. Conclusion COVID19 had a significant impact on the evolution of ObsCare Lubango and heavily impacted the quality of the data collected in the paper. COVID19 will probably increase the digital divide in health care between nations.
