Science and technology project evaluation is an important means of science and technology management. Whether the evaluation of science and technology projects is fair or not directly affects the development of national economy and the allocation of science and technology resources. Due to the complexity of the project and the fuzziness of human thinking, the expert information is often difficult to quantify in the process of project evaluation. Generally, the better choice is to express it in qualitative language. In this paper, the 2-tuple linguistic preference relation is proposed to evaluate scientific research projects. The reasonableness of the concept of complete consistency for the 2-tuple linguistic preference relation is discussed. Priority of 2-tuple linguistic preference relation is set up based on the 2-tuple weighted geometric averaging operator. Finally, combined with Science and technology project evaluation problem, the effectiveness and feasibility of the method are verified.

Abstract At present, the technical plan project appraised the management systematic characteristic, continuous, the independent not strong third party appraised carries out the advancement to be slow; The project may supervise the measure not strong not to have the explicit monitor target and the baseline data; Has not established a set to conform to the technical project characteristic and the project monitor appraisal system which matches with the science and technology project management. In view of above question, uses JAVA and the STRUTS method of exploitation realization easy to maintain, the easy dynamic expansion, to have the secure technical plan project appraisal management process. Through in the recent three years in the Gansu Province science and technology plan project appraised in the management the application indicated, the system enormous enhancement project appraisal management working efficiency, the system movement has been stable, the speed of response is quick, the security is high.

This paper analyzes the user needs of the scientific research project management system, expounds the feasibility of information system development, and analyzes the business needs combined with the reality of scientific research project management. In the system level design, combined with the demand analysis of the information system function, the system module is developed in a hierarchical way. The whole system is divided into four layers: (i) core business layer; (ii) data access interface layer; (iii) neighborhood object layer; (iv) data platform. The specific functions include three various modules, i.e., scientific research project information management module, research achievement management module, and scientific research information portal module. In the system software part, the attribute encryption method is used to effectively encrypt the information of scientific and technological projects and to protect the safe sharing of scientific and technological information in colleges and universities. Finally, we look at the limitations of conducting high-quality design-science research in the context of the larger information system community. The experimental results show that the system can perform the corresponding functions effectively, and the data reading integrity is high, which can meet the requirements of the university science and technology project information management.

The electric power industry is an important chain in the energy revolution and one of the most important basic industries. At the same time, it is also facing the technology collision and industry innovation brought by various emerging technologies, which constantly promotes the development of the electric power industry in the direction of safety, intelligence and cleanness. Power grid enterprises have a great demand for scientific research and innovation, and the average annual investment in scientific research has exceeded 100 million yuan. With the increasing investment in scientific research and development of power enterprises year by year, the demand for systematic, scientific and efficient management system for scientific and technological projects is becoming increasingly urgent. In view of the shortcomings of the traditional project management mode, this study establishes the corresponding management and evaluation mechanism by combining with the whole life cycle management method of modern project management, realizes the transformation of power enterprise science and technology project management to high efficiency, high quality, specialization and scientization, and promotes the innovation and integration development of traditional technology and emerging technology. The all life-cycle management mode has been widely applied in major power grid projects. By integrating superior resources, breaking through major engineering technology research and development, giving full play to the innovation of projects and avoiding research and development risks, it explores the development direction of science and technology project management in energy industry and improves the industry management level.

Background:Studies have reported the association between overweight or obesity and ankylosing spondylitis (AS), but their relation is still unclear in China.Objectives:To explore the prevalence of overweight or obesity and its effect on other indicators and their relationships in Chinese AS patients.Methods:Demographic and clinical variables were collected from 207 AS patients. Patients were categorized to normal BMI group (BMI < 23kg/m2) and overweight group (BMI ≥ 23kg/m2). We used Bath Ankylosing Spondylitis Disease Activity Index (BASDAI), Bath Ankylosing Spondylitis Functional Index (BASFI), Bath Ankylosing Spondylitis Metrology Index (BASMI), Health Assessment Questionnaire (HAQ), Ankylosing Spondylitis Quality of Life (ASQoL) and Medical Outcomes Study Short Form 36 (SF-36) to evaluate disease activity, physical function, spinal mobility, functional limitation and health-related quality of life, respectively. Statistical analysis used independent t test, Mann-Whitney U test, Chi-square test and Spearman’s rank correlation test.Results:56.5% (117) AS patients were overweight or obese, among which 80.3% (94) were male. In the overweight group, patients were older, more being married, and have higher BMI, higher waist circumference, higher waist-to-hip ratio, longer disease duration, higher BASMI score, higher white blood cell count (WBC), higher lymphocyte and higher platelet count compared to the non-overweight group (P≤ 0.038). However, there was no distinct difference in BASDAI score between the two groups (P= 0.891). In the correlation analyses, gender and marital status (P≤ 0.036) were correlated negatively with BMI; while age, waist circumference, waist-to-hip ratio, WBC, lymphocyte count and red blood cell (P≤ 0.036) were correlated positively with BMI.Conclusion:Overweight or obesity is common in Chinese AS patients. Increased BMI affects not disease activity but spinal mobility, which indicates that patients with high BMI are more likely to have limitations in flexion, extension, lateral bending and torsion of spine.References:[1]Bowness P. Abstract STUDY QUESTION Is embryo vitrification associated with a higher risk of adverse perinatal outcomes than slow-freezing? SUMMARY ANSWER Embryo vitrification was not associated with increased risks of adverse perinatal outcomes of pre-term birth (PTB), low birthweight (LBW), small for gestational age (SGA), large for gestational age (LGA) and macrosomia, as compared to slow-freezing. WHAT IS KNOWN ALREADY Vitrification is becoming a widely adopted technology for embryo cryopreservation with higher embryo survival rate and live birth rate than the slow-freezing technique. However, limited data are currently available on risks of adverse perinatal outcomes following vitrification as compared to that of slow-freezing. The impact of vitrification on perinatal outcomes remains further to be elucidated. STUDY DESIGN, SIZE, DURATION Six large reproductive medical centers in Guangdong province, Southeast of China, took part in this multicenter retrospective cohort study. Cohorts of 3199 live born singletons after Day 3 frozen-thawed embryo transfer (FET) cycles with either vitrification or slow-freezing between January 2011 and December 2015 were included in the study. Each patient only contributed one cycle per cohort and vanishing twins were excluded. Propensity score (PS) matching was used to control for potential confounding factors. PARTICIPANTS/MATERIALS, SETTING, METHODS All live-born singletons following either a vitrified or a slow-frozen cleavage FET cycle during the period from 2011 to 2015 were analyzed. Perinatal outcomes of PTB, LBW, macrosomia, SGA and LGA were compared. The vitrified and slow-frozen cohorts were matched by propensity scores with a 1:1 ratio accounting for potential confounding factors associated with perinatal outcomes. These variables included baseline demographics (maternal age, BMI, education level, parity, type of infertility and cause of infertility), as well as IVF characteristics (insemination method, endometrial preparation protocol and embryo cryopreservation duration). MAIN RESULTS AND THE ROLE OF CHANCE A total of 2858 cases from vitrified embryo transfer (ET) and 341 babies from the slow-freezing group were included. After PS matching, 297 pairs of newborns were generated for comparison. The median gestational age was 39 weeks for both cohorts and the birthweights were comparable (3187.7 ± 502.1 g in the vitrified group vs. 3224.6 ± 483.6 in the slow-freezing group, P>0.05). There were no significant differences between the two groups on the incidence of PTB (5.4% vs. 7.7%), LBW (6.7% vs. 5.7%), macrosomia (5.7% vs. 6.1%), SGA (12.5% vs. 8.4%) and LGA (6.4% vs. 8.1%). Parallel logistic regression analysis indicated that vitrification was non-inferior to slow-freezing method in terms of the occurrence of PTB (OR, 0.68 [95% CI, 0.35, 1.31]), LBW (OR, 1.19[0.61–2.32]), macrosomia (OR, 0.94 [0.48–1.86]), SGA (1.55[0.91–2.64]) and LGA (0.78[0.42–1.45]), P>0.05. Sex-stratified PS matching models with multivariable regression analysis further confirmed that vitrification did not increase the risks of above-mentioned adverse perinatal outcomes in either the male or female infant cohort. LIMITATIONS, REASONS FOR CAUTION Although the analysis was adjusted for a number of important confounders, the hospital dataset did not contain other potential confounders such as the medical history and obstetrics outcomes of women during pregnancy to allow adjustment. In addition, the current findings are only applicable to cleavage stage FET, but not pronuclei stage or blastocyst stage ET. WIDER IMPLICATIONS OF THE FINDINGS Vitrified ET, in comparison with slow-frozen ET, was not associated with increased risks of adverse neonatal outcomes. With its superiority on live birth rates and non-inferiority on safety perinatal outcomes, transition from slow-freezing to the use of vitrification for embryo cryopreservation is reassuring. Nonetheless, future research is needed for the long-term effects of vitrification method on offspring’s health outcomes.
