Satellite emergency mission scheduling scheme group decision making (SEMSSGDM) is a key part of satellite mission scheduling research. An appropriate evaluation model can provide a dependable and sustainable improvement and guide the functioning of emergency mission scheduling. Consequently, this research is devoted to proposing a novel decision-making method that employs a novel consensus model with hesitant fuzzy 2-tuple linguistic sets (HF2TLSs) to eliminate disagreements among satellite dispatchers and reach consensus in scheme decision-making. Within the novel method, it proposes a distance measurement function based on Hausdorff distance with HF2TLS to gauge the fit and similarity across satellite dispatchers. Additionally, a consensus reaching process (CRP) is designed to adjust the judgement of satellite dispatchers taking into account the trust degree to improve consensus. Within the selection process, a combination of the particle swarm optimization (PSO) algorithm and the MULTIplicative MOORA (MULTIMOORA) method is applied, where PSO is performed to improve the accuracy of information aggregation, and the MULTIMOORA method is used to develop the robustness of the selection results. Lastly, an applicative example validates the effectiveness of the method based on a mission scheduling intelligent decision simulation system.

Aircraft’s training is crucial for a flight training organization (FTO). Therefore, an important decision that these organizations should wisely consider the choice of aircraft to be bought among many alternatives. The criteria for evaluating the optimal training aircraft for FTOs are collected based on the survey approach. Single valued neutrosophic sets (SVNS) have the degree of truth, indeterminacy, and falsity membership functions and, as a special case, neutrosophic sets (NS) deal with inconsistent environments. In this regard, this study has extended a single-valued neutrosophic analytic hierarchy process (AHP) based on multi-objective optimization on the basis of ratio analysis plus a full multiplicative form (MULTIMOORA) to rank the training aircraft as the alternatives. Moreover, a sensitivity analysis is performed to demonstrate the stability of the developed method. Finally, a comparison between the results of the developed approach and the existing approaches for validating the developed approach is discussed. This analysis shows that the proposed approach is efficient and with the other methods.

Abstract For emergencies, the reliability of information can not be guaranteed. At the same time, due to the lack of information and knowledge, neither the criteria itself nor the credibility can be given a precise evaluation by decision-makers(DMs). Therefore, we combine intuitionistic fuzzy set and Z-number to get a new class of fuzzy set, complete Z-intuitionistic fuzzy set(CZIFS), and its degenerate form, A-type Z-intuitionistic fuzzy set(AZIFS) and B-type Z-intuitionistic fuzzy set(BZIFS). CZIFS can serve as a reliable tool to depict the hesitant degree both on the ambiguity and reliability of uncertain information. In addition, we introduce the score and accuracy functions and distance measure of complete Z-intuitionistic fuzzy number(CZIFN), with which we have considered both reliability information and DMs' preference on it. Then, we improve traditional MULTIMOORA by developing reference point(RP) model to consider both the risk and profile of alternatives and integrating analytic hierarchy process(AHP) in the process of ranking aggregation method to take into account the preference of DMs on three subordinate rankings. Besides, to solve multicriteria group decision making(MCGDM) problem, we develop improved MULTIMOORA method to the environment of CZIFN. Finally, to illustrate the proposed method, we give a numerical example, solving site selecting of Fangcang shelter hospital for COVID-19.
