Abstract Latin American countries have undergone a growing interest in international accounting standards. Several countries are making progress in the adoption of international standards driven by different internal factors as well as external dynamics. The role of experts in the design of public policies associated with international standards has been studied by the epistemic community theory, which is the theoretical framework used in this study to address the influence of different international organizations on the adoption of IPSAS in Brazil and Colombia. This paper discusses the isomorphic institutional pressure exerted over the governments of these two countries in order to meet an international standard considered to be adequate. Meanwhile, the emerging trend towards the adoption of IPSAS in Latin America continues to grow, although some obstacles to achieving the goals defined in the reform arise.

various scientific debates are taking place today not only at the national level but also within the framework of international organizations on the role of countries, international organizations on issues of legal regulation of foreign citizens’ activities, foreign labor migration and its legal regulation. The main reason for this is sharp increase of labor migration process in the world in recent years, growing aspirations of foreign citizens in carrying out activities in other countries, as well as involvement of foreign professionals in working in other countries as the result of attracting foreign investment, signing bilateral agreements of employment on the basis of the principle of reciprocity between the two states. Bringing national legislation on human rights in accordance with international standards, development of foreign economic activity of enterprises and organizations entail the emergence and increase of labor relations with so-called foreign element. Based on this, in this article, different aspects of collision-legal regulation of labor relations with complicated foreign element are covered and analyzed. In this, the author pays attention to the types and importance of collision norms governing international labor relations, as well as the principle of autonomous will as a method of collision-legal regulation of labor relations.

Based on the analysis of domestic practice, legal requirements, international standards of audit and acts of international organizations, the paper considers the problem of determining the role of auditors in the fight against the fraud and corruption. It is shown that the spread of the shadow economy and corruption significantly contributes to the growth of fraud, which negatively affects the audit activity and doesn't allow properly to adhere to the principles of independence and professional skepticism. Legislation and other regulations, that regulate the audit, need to be improved in order to properly defining the powers of auditors to fight against fraud and corruption. There is a need to introduce legal measures for auditors in cases where they detect fraud and corruption. The paper substantiates that the role of auditors in fight against the fraud and corruption can't be limited to the issue of their responsibility for detecting and evaluating such offenses. This problem has a much broader aspect and should include determining the social role of audit according to the society requirements and the professional capabilities of audit, taking into account the realities of today. This approach requires a thorough scientific analysis of the practical activities of auditors, the requirements of international instruments, current legislation, international auditing standards, as well as foreign experience. The analysis of scientific works shows that Ukrainian scientists insufficiently pay attention to the problems of auditors 'responsibility, especially which concern the issues of auditors' responsibility for detecting fraud and corruption. Basically, such issues are covered in general terms in textbooks and manuals and exclusively in terms of fraud, by commenting on International Standards of Audit without analyzing the practice. The existing jurisprudence of lawsuits, which are related to bringing auditors to justice for improper audits of financial statements, shows the lack of sustainable and scientifically sound approaches in the activity of regulatory authorities. Acts of international organizations and their implementation in practice, taking into account foreign experience, require proper implementation of this issue in the legislation of Ukraine.

Abstract This paper presents the existing system of monitoring international labour standards within the ILO, and then discusses how this system could be improved. The author suggests increased and improved cooperation between the relevant international organizations and an intensification of the dialogue between courts and other supervisory bodies, insofar as they are responsible for ensuring compliance with international standards. In addition, the question of whether and in what way the European Union could make a further contribution in this respect is examined. Finally, the role of the private sector is examined in more detail.

This article is dedicated to examination of the challenging role of current international organizations in the production of knowledge, applicable to the context of globalization and global governance, as well as the required framework and mechanisms. The subject of this research is the mechanisms of international organizations, namely Organization for Economic Cooperation and Development (OECD), in the production of knowledge implemented within the global governance system. The goal consist in overview of the worldwide demand for knowledge in the context of the Dolowitz-Marsh Approach for the purpose of assessment of the prospects of the offered knowledge. Capabilities of OECD as a central standardized think tank, coupled with the role of NGOs within the global governance system, allow activating bilateral relations and transnational governance. Analysis is conducted on the existing hypothesis on the capacity of international organizations to produce knowledge in globalization era. The author carries out a detailed qualitative analysis of the mechanisms of OECD and other NGOs, and proposes new perspectives and a range of actions regarding their capability to provide a wide range of government institutions with the tools oriented towards increasing the efficiency. In this way, the nationalization of the results of policy testifies to the extensive internal review, based on the international standards, that reduce the role of political interference in the results of activity. The role of international organizations in the production of knowledge contributes to expansion of cooperation between all interested parties, which would be based on the results of activity, in terms of simultaneous ensuring standardized interaction and practice on a bilateral basis. This article gives a perspective on capabilities of the centralized, results-oriented production of knowledge and prospects for more extensive international cooperation and accountability of the governments.

In the context in which strategic objectives for of the customs union concerns, first of all, protecting the EU, international cooperation is in itself a strategy within the EU customs policy. This study seeks to identify concrete solutions that can restrict the financing acts of terrorism and crime in terms of economic and financial trade by reducing fraud and tax frontier. The involvement of international organizations specialized in trade facilitation and simplification of customs as well as development and implementation of international standards in security, can prioritize and identify timely the activities inconsistent with international agreements in combating the financing of terorsim and proliferation financing.

Technical Committee 46 «Information and Documentation» of the International Standard Organization (ISO/TC 46) is published. Even a short description of ISO/TC 46 activities visually demonstrates what incredible and truly revolutionary changes happened during the last 60 years in the library, documentation and information work. The modern ISO/TC 46 structure is given, the work trends of its four subcommittees and numerous working groups, the interaction with other ISO technical committees and international organizations is characterized. Importance of standardization problems in the field of library and information science and of librarianship, in particularly, is confirmed by the authors’ practical work lasting for many year. The proposed information permits to better imagine the preparation process of the international standards and necessity of Russian specialists’ participation.

The presented study examines the experience of forming a regulatory framework for the integration of the Eurasian Economic Union (EAEU) member states through the example of standardization as one of the key tools of quality economics.Aim. The study analyzes the major solutions of the EAEU authorities and member countries aimed at increasing the role of standardization in the economic integration of the Union over five years of its existence.Tasks. The authors identify efficient methods for developing standardization for the integration of the EAEU states as well as the most problematic aspects in this field that need to be taken into account in the qualitative strengthening of the Union’s economy.Methods. This study uses general scientific methods of cognition to examine the activities of the EAEU authorities and member states aimed at creating a system for the economic integration of the Union during a period of its transition from separate national markets towards a single (common) market.Results. Over five years of operation in the field of stadardization, the Eurasian Economic Union has created the necessary organizational and legal framework to ensure the successful development of integration processes. The national legislation on standardization has been modernized with allowance for the harmonization of these laws. In the next five-six years, the development of international standards for 40 technical regulations is expected to be completed, which would create a regulatory framework for unhindered interaction between all participants of the single (common) EAEU market. Conclusions. The analysis of activities in the field of standardization reveals a sufficiently thought-out and coordinated policy of the EAEU states in creating the necessary conditions for overcoming legal and administrative barriers in the movement of goods and services within the common economic space of the EAEU.
