A suggested logic for trading between fire-safety measures

The article is dedicated to the fire resistance limit of building structures of the objects for the storage of flammable and combustible liquids. Today, oil stores are very important elements of the oil supply system in Ukraine. The analysis of literary sources has shown that fires in oil stores cause extra fire hazard of surrounding objects. Increasing of their scales requires further improvement of fire safety measures during planning and using of oil stores. Fires in such buildings are tricky and large; they cause great harm and often lead to the death of people; their liquidation is very difficult. Theoretical calculations shown that the collapse of structures of the packaged oil stores and, as a result, significant material losses and the threat to people's life and health, were resulted from the incorrect selection of building structures and the discrepancy between the fire resistance of these structures and the applicable norms and requirements for such buildings. Fire Safety, №34, 2019 9 Fire resistance limit of the metal double-T pillar made of steel ВСт3пс4 (profile size number 30) was calculated in the article. Such constructions are used in oil stores. The obtained fire resistance limit of a metal double-T pillar is about 16 minutes (R 16). According to the normative documents for buildings of this type (the degree of fire resistance of the building – III), it should be 120 minutes (R 120). Even if the calculation method has an error due to the choice of another steel grade, objectively none of the double-T profiles from the assortment list would provide proper fire resistance limit.

Fire safety and security system in high-rise buildings has been a significant issue from the last century. However, there are numerous provisions for safety measures from such fires and the magnitude and nature of the problem of this hazard has been unknown. This study identifies the location of high-rise buildings in Tangail pourashava through an extensive survey and then identifies the unique fire safety problems of those buildings and their associated fire risk. As it turns out, most of those buildings are highly vulnerable to fire risk due to lack of major fire fighting equipments and defiance of related laws and regulations. The study then addresses the means to provide fire safety in those buildings from both design and codes perspectives. It elaborates on the need to provide both building and occupant based protection to achieve the best results. It concludes with an overview of the special problems associated with high-rise buildings combined with specific use and occupancy-related requirements, employee training and response.J. Environ. PurposeThe occurrence of fire accidents in hospital buildings has become a serious challenge and more serious in developing nations. The purpose of this paper intends to assess fire safety measures in Nigerian hospital facilities. The significance of this study is to ensure that the design and construction of hospital facilities enhance the safety of users and properties.Design/methodology/approachThe data were collected via a case study and questionnaire survey and administered to the facility users. The study survey is to assess the respondents' perception of fire safety measures in hospital facilities and suggest possible policy measures that will be employed to enhance safety.FindingsThis paper found that 91% of the respondents have awareness of fire safety measures in hospital facilities. Electrical faults and combustible materials were identified as the frequent causes of fire occurrences in hospital facilities. This can be averted where flammable materials and electrical appliances are correctly installed, and safety rules enforced. Findings show that safety rules are lax in public than standard private hospitals.Research limitations/implicationsThis paper is limited to fire safety measures in Nigerian healthcare facilities. Future research is needed to evaluate the level of compliance from design, construction and post-construction of precautionary fire safety measures in hospital facilities in Nigeria.Practical implicationsThis paper recommended that designers and hospital administrators should improve on fire safety measures via the development of fire safety management plan and education. Thus, enforcement of fire safety measures in hospital facilities as specified in building codes should be implemented and monitored during and after the design of the hospital buildings. Findings provide valuable lessons on how to improve the fire safety measures in healthcare facilities across the states and other developing countries with similar healthcare situations.Originality/valueThis paper demonstrates that the stakeholders, especially government agencies concern with approval and enforcement of fire safety measures in healthcare facilities need to reawaken to her responsibility because of the lax implementation across the states.
