What Psychotherapy Has Done and Can Offer for International Negotiation and Mediation

A Checklist for Negotiators, produced during a study session on negotiation in the State Department's Senior Seminar on Foreign Policy, highlights certain changes that are occurring in the diplomatic function. First, practitioners make a distinction between the internal (or domestic) and external aspects of negotiation, which reflects a growing politicization of the diplomatic function and an increasing trend toward a mediatorial model of diplomacy. Second, practitioners emphasize managerial rather than strategic concerns, which is consistent with the large, complex problems that foreign offices are increasingly facing. Third, practitioners attach more importance to issues and substantive information than to personality or sociological variables. This is a reflection of the increasing scope, and resulting anonymity, of international diplomatic processes. These three points introduce new concerns into the theoretical literature on international negotiation.

Abstract Political psychology and social constructivism exist in an “ideational alliance” against realism; however, both have overlooked behavioral conditioning, the basis of animal learning. Through six stages situated in international negotiation behaviors, the theory of Conditioning Constructs shows how behavioral conditioning can take parties from specific to diffuse reciprocity, rationalist to constructivist cooperation, and crisis to durable peace. In stages 1, 2 and 3, parties use negotiated agreements to exit prisoner’s dilemmas, continuously reinforce cooperation during agreement implementation, and satiate to rewards as initial implementation finalizes. In stages 4, 5 and 6, parties receive fresh rewards with new negotiations, undergo intermittent reinforcement with periodic agreements thereafter, and finally attribute cooperative behavior to actor constructs. Conditioning Constructs demonstrates that agency is possible in socially constructed structures through willful participation in conditioning through negotiation; and that, while Anatol Rapoport’s tit-for-tat strategy is suited to initial cooperation, intermittent reinforcement better preserves late-stage cooperation.

Although the literature on international negotiation is rich with studies attempting to explain why some wars end in negotiated settlements while others do not, the theoretical and empirical work focuses almost entirely on explaining a single dichotomous variable: whether parties reach agreement or not. This article argues that in order to truly understand how conflicts end, the resolution process must be viewed as taking place in three distinct stages which begins with the decision to initiate negotiations, continues with the decision to strike a mutually agreeable bargain, and ends with the decision to implement the terms of a treaty. Each of these stages is likely to be driven by very different causal factors, and only by drawing clear conceptual and theoretical distinctions between the stages (and then testing them this way) can we begin to understand the full range of factors that truly bring peace.

The increase of greenhouse gases in the atmosphere raises the average temperature of the planet, triggering problems that threaten the survival of humans. Protecting the global climate from the effects of climate change is an essential condition for sustaining life. For this reason, governments, scientists, and society are joining forces to propose better solutions that could well-rounded environmentally, social and economic development relationships. International climate change negotiations involve many countries in establishing strategies to mitigate the problem. Therefore, understanding international negotiation processes and how ratified agreements impact a country is of fundamental importance. The purpose of this paper is to systematize information about how climate negotiations have progressed, detailing key moments and results, analyzing the role that Brazil played in the course of these negotiations and the country’s future perspectives.
