Abstract There is a trade-off between restrictions on the education sector and other economic sectors in the control of SARS-CoV-2 transmission. Here we integrate a dynamic model of SARS-CoV-2 transmission with a 63-sector economic model reflecting sectoral heterogeneity in transmission and economic interdependence between sectors. We identify control strategies which optimize economic production while keeping schools and universities operational, and constraining infections such that emergency hospital capacity is not exceeded. We estimate an economic gain of between £163bn (24%) and £205bn (31%) for the United Kingdom compared to a blanket lockdown of non-essential activities over six months, depending on hospital capacity. Sectors identified as priorities for closures are contact-intensive, produce few crucial inputs for other sectors and/or are less economically productive. Partial closures over some months are required for retail trade, hospitality, accommodation, creative activities, arts, entertainment, and personal services including hairdressing and beauty treatments under most scenarios.

The functions of the city are legion; and to a certain extent every city in Latin America performs nearly all of them. Trade and commerce, manufacturing and processing, communication and transportation, government and public administration, educational and cultural activities, religious and ceremonial observances, financial and personal services, servicing and repair, and recreation and welfare work, are a few of the better known categories. This list does not include, however, residence per se which is one of the principal raisons d’etre of cities in general. Moreover, even these better known urban functions can be subdivided into many varieties and classes, without in any way being exhaustive. Familiar examples are wholesale and retail trade; motor, rail, water, and air transportation; light and heavy manufacturing; and national, provincial, and local government and administration. In addition some of them tend to overlap, as in the cases of educational and cultural activities, or government and protection. Finally, the absolute and relative importance of any one of the functions, or of any particular combination of them, varies greatly from one city to another and in the same city from one time to another.

The article deals with the issues of political and economic power as well as their constellation on the market. The theory of public choice and the theory of public contract are confronted with an approach centered on the power triad. If structured in the power triad, interactions among states representatives, businesses with structural advantages and businesses without structural advantages allow capturing administrative rents. The political power of the ruling elites coexists with economic power of certain members of the business community. The situation in the oil and gas industry, the retail trade and the road construction and operation industry in Russia illustrates key moments in the proposed analysis.

Subject. The article deals with econometric analysis of retail turnover in Russia and its relationship with macroeconomic indicators, like real disposable household income, consumer prices, etc. Objectives. The purpose is to create effective models to analyze the retail turnover in Russia and its relationship with other macroeconomic indicators, taking into account the existence of periods of economic instability. Methods. I apply correlation and regression methods to analyze statistics. To quantify changes in the retail turnover of Russia during the periods of economic instability, I use dummy variables. Results. The Russia’s retail trade turnover index had a reverse and moderate relationship with the consumer price index, direct and strong relationship with the indices of real disposable household income and imports, direct relationship with the manufacturing index. I offer statistically significant regression models of Russia’s retail turnover with the said macroeconomic indicators. Conclusions. The main advantage of models of retail turnover that are built using a large number of observations is a greater number of simultaneously considered factors. The quantitative assessment of retail turnover elasticity by consumer prices confirms the need for inflation targeting by the Central Bank of the Russian Federation. The higher elasticity of retail turnover in manufacturing as compared with the imports denotes the importance of import substitution policy.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.
