Could Turkey dam the Tigris and Euphrates and deprive its downstream neighbors of vital water resources? Could Brazil over-pump the Guarani Aquifer System to the detriment of the other aquifer states? Could Egypt put pressure on upstream Nile states and prevent them from developing river related infrastructure that might limit downstream flow? International law in the field of transboundary water cooperation has evolved and would appear to condemn unilateral practices such as the ones suggested above. However, hydro politics and the lack of reception of international water law instruments by many countries sometimes make it difficult to see international law properly reflected in the management of major rivers, lakes and aquifers around the world. In this essay, I first highlight what international law dictates when it comes to the tension between national sovereignty and transboundary water cooperation. I then explore how this tension plays out in the three examples noted above. Due to limited acceptance of the existing international, bilateral, or regional legal instruments, the resolution of the tension between national sovereignty and transboundary water cooperation will often be left to customary international law.

AbstractThe positive effect of public research on industrial innovations is beyond controversy: public research institutions produce knowledge that is subsequently transferred into product and process innovations by private businesses. Besides this rather passive role in commercializing inventions, public research institutions may also proactively exploit new knowledge through public sector entrepreneurship activities. Especially entrepreneurial universities are perceived as a conduit of knowledge spillovers; they serve as central actors of innovation networks and stimulate network activities. Whereas the linkages between network embeddedness and innovation activities have been largely explored, the determinants of patent quality in terms of radicalness, originality, and generality remain rather unclear. Considering Germany’s diverse public research infrastructure (universities, polytechnics, and non-university research institutes), our findings reveal that the type of institution and the corresponding scientific orientation (basic vs applied research) matter for the quality of inventions. The centrality of respective institutions within innovation networks reinforces the radicalness of inventions. However, we do not find support for the general assumption that an entrepreneurial orientation of public sector entities augments the quality of inventions. We conclude the paper with policy recommendations and with future avenues of research.Plain English Summary This study explores the relation between network embeddedness, scientific orientation, entrepreneurial orientation, and the quality of inventions of public research. Our results imply that a basic research focus induces inventions that are more radical, and a more central network position reinforces the production of more radical, original, and general patents. In contrast, an entrepreneurial orientation does not seem to stimulate a higher quality of inventions. Our results give impetus to nuanced public sector entrepreneurship policies that take the type of institution and the optimal level of regional embeddedness into account. A sole focus on the entrepreneurial transformation of public research institutes may not be sufficient to leverage the full potential of knowledge created therein. Instead, more support and guidance for creating links with other network entities is needed along with incentives to commercialize new knowledge.

This study uses a diagnostic and multidisciplinary water governance assessment framework to examine the main factors influencing water cooperation on the shared Mountain Aquifer between Israel and Palestine. It finds that effective cooperation between Israel and Palestine is unlikely in the foreseeable future if both parties persist with the business-as-usual approach. What constrains the two parties from achieving consensual agreement are political tensions, the constraints of current technology, the different perceptions of the value of the shared water, the mistrust between the two parties, the lack of external enforcement mechanisms, and the impacts of the domestic political environment.

Purpose The purpose of this paper is to investigate the effects of original equipment manufacturing suppliers’ local network embeddedness on buyers’ relative attention and joint innovation through service innovation competence. Design/methodology/approach A structural equation model was analyzed using AMOS 21 with data derived from 165 buyers in the Taiwanese electronics industry. Findings From the buyer perspective, suppliers with embedded network relationships in emerging markets are perceived to be service oriented and to have relative attention and joint innovation that are attractive to buyers. In addition, the findings of empirical testing conducted in this study suggest that perceived exploitative and explorative service innovation competence partially mediate the relationship between perceived network embeddedness and relative attention, while explorative service innovation competence partially mediates the influence of perceived network embeddedness on buyers’ joint innovation. Originality/value This study innovatively employed a buyer perspective to examine the servitization of manufacturing suppliers and the effects of this on the buyer–supplier relationship, providing new insights into the role of service innovation competence as well as important theoretical and managerial implications.
