AbstractDespite having one of the largest diaspora in the world, the United Kingdom peculiarly has no diaspora engagement policy to speak of. Policy, not legal right, underpins consular affairs and social protection policies are extremely limited. Such absence stems from a lack of distinctive British national identity in large part due to the UK being multi-national state, a heterogonous and typically prosperous diaspora driven by lifestyle migration, and in turn the assumption that Britons living abroad do not want or need to engage with the homeland state. Policy towards Britons residing abroad is characterised by limited engagement but effective communication leading to a disengaged state that keeps the dialogue open. Whilst social protection policies are rudimentary, the state is a world leader in providing online information in preparing British emigrants for living overseas. Voting rights of overseas citizens (namely the 15 year residency requirement) has and will continue to be a contentious issue following Brexit − and one subject to change − as has pension inflation adjustment. As the effects of Brexit on Britons residing abroad come to fruition, the politics of social protection and the rights of Britons residing abroad will be an imperative issue on the political agenda.

The published document is a part of the working record of The Secretariat of the CPSU Central Committee on May 5, 1969. The employees of The Common Department of the CPSU Central Committee started writing such working records from the end of 1965. In contrast to the protocols, the working notes include speeches of the secretaries of the Central Committee, that allow to deeper analyze the reactions of the top party leadership, to understand their position regarding the political agenda. The peculiarity of the published document is that the Secretariat of the Central Committee did not deal with the most important foreign policy issues. It was the responsibility of the Politburo. However, it was at a meeting of the Secretariat of the Central Committee when Brezhnev raised the question of inviting G. Husák to Moscow. The latter replaced A. Dubček as the first Secretary of the Communist party of Czechoslovakia in April 1969. As follows from the document, Leonid Brezhnev tried to solve this issue at a meeting of the Politburo, but failed. However, even at the Secretariat of the Central Committee the Leonid Brezhnev’s initiative at the invitation of G. Husák was not supported. The published document reveals to us not only new facets in the mechanisms of decision-making in the CPSU Central Committee, the role of the Secretary General in this process, but also reflects the acute discussions within the Soviet government about the future of the world socialist systems.


Significance The differing perspectives of unionists and nationalists on the creation of Northern Ireland as a political entity within the United Kingdom, together with Brexit and tensions over the Northern Ireland Protocol (NIP), have brought the contentious issue of Irish reunification onto the political agenda in Northern Ireland and the Irish Republic. Impacts Scottish independence would likely increase momentum for a referendum on Irish unity. Successful implementation of the NIP, giving firms access to EU and UK markets, may support arguments for maintaining the status quo. If the UK government abandons the NIP, the adverse trade impact on Northern Irish firms could increase support for unification.

In the last decade access for disabled people to public buildings has become an important part of the political agenda. Yet, one of the main forms of discrimination which still persists against disabled people is an inaccessible built environment. In particular, statutory authorities have been slow to acknowledge the mobility and access needs of disabled people, and the legislative base to back up local authority policies remains largely ineffectual and weak. In this paper, the interrelationships between disability and the built environment are considered by focusing on the role of the UK land-use planning system in securing access provision for disabled people.

There is considerable public interest across the UK in whether distinctive economic and social policies will emerge from the Scottish National Party's election victory in 2007. The SNP manifesto did not have very much to say about poverty and inequality, but early in 2008 the new Government published a discussion paper, Tackling Poverty, Inequality and Deprivation in Scotland (TPID), laying the basis for a national policy framework due at the end of 2008. At a time when there are tentative signs of poverty moving up the political agenda across Britain, TPID offers the first indication of how the SNP Government views the problem and what it might do to make a difference.

For a topic that until recently was presumed not to exist, English nationalism has transformed into an apparently obvious explanation for the Brexit result in England. Subsequent opinion polls have also raised doubts about the extent of continuing English commitment to the union of the United Kingdom itself. Yet, even as Englishness is apparently reshaping Britain’s place in the world and—perhaps—the state itself, it remains poorly understood, in part because of its unfamiliarity. It has long been assumed that nationalism is a feature of political life in the state’s periphery—Scotland, Wales, and Northern Ireland—but not its English core. Another barrier to understanding bas been the relative lack of public attitudes data with which to explore the nature of English nationalist sentiment.This book draws on data from a survey vehicle—the Future of England Survey—specially established in 2011 to facilitate the exploration of patterns of national identity in England and their political implications. On the basis of these data, Englishness offers new arguments about the nature and effect of English nationalism on British politics, as well as how Britishness operates in different parts of Britain. Crucially, it demonstrates that English nationalism is emphatically not a rejection of Britain and Britishness. Rather, English nationalism combines a sense of grievance about England’s place within the UK with a fierce commitment to a particular vision of Britain’s past, present, and future. Understanding its Janus-faced nature—both England and Britain, as it were—is key not only to understanding English nationalism, but also to understanding the ways in which it is transforming British politics.

Denmark and the United Kingdom are analyzed in-depth as examples of clear positive cases, i.e. surviving democracies with substantial democratic legacies and vibrant associational landscapes. The two case studies show how Denmark and the UK had developed consolidated democracies on the eve of the interwar era. These democracies were bolstered by broad acceptance of democratic procedures among elites and masses as well as strong parties interlaced with lively civil societies. The result of this combination was political regimes, which were immune to the political radicalization of the day. Antidemocratic movements and parties found preciously little support, the established parties remained loyal to democracy, and they came together to strike political agreements in order to counter economic crisis and anti-democratic mobilization in the 1930s. The evidence offered by these case studies thus provide additional support for our theoretical mechanisms.

The story of Eveline Herfkens, Hilde F. Johnson, Clare Short and Heidemarie Wieczorek-Zeul, all of whom, with different titles became ministers in charge of development cooperation in the Netherlands, Norway, the UK, and Germany in 1997–8, and what they did together to bridge the gap between rhetoric and reality in the war against global poverty, starts with a short discussion of their background. This is followed by a discussion of the political situation and the different government arrangements that determined development policy in their countries at the time. The last part of the chapter reviews the beginnings of their collaboration which focused on ensuring that the debt relief provided to highly indebted poor countries (HIPCs) in programmes supported by the World Bank and the IMF resulted in actually lifting people out of poverty.

A significant body of law and policy has been directed to organised crime generally, with Human Trafficking remaining high on the political agenda. This article conducts a contextualised study of Human Trafficking in the UK, examining the underpinning legal framework before drawing on the expertise of key professionals in the sector, who have been interviewed for this purpose. It is suggested that it is not so much the legal framework that is the problem, but rather there are a number of practical and policy-related considerations that the government should consider as part of their efforts to combat Modern Slavery and Human Trafficking.

A survey ( N = 1318) evaluated US newspaper journalists’ attitudes toward c ontextual reporting – stories that go beyond the immediacy of the news and contribute to societal well-being. Results indicated that journalists highly value professional roles associated with contextual reporting. Responses revealed new journalistic role functions, including the ‘Contextualist’, who placed high value on being socially responsible and accurately portraying the world. Analyses showed that younger journalists and female journalists highly valued three genres of contextual reporting: constructive journalism, solutions journalism, and restorative narrative. Additionally, a journalist’s belief in activist values such as setting the political agenda and pointing to possible solutions predicted more favorable views of all three forms of contextual journalism, while belief in an adversarial attitude predicted less favorable views of restorative narrative.
