AbstractSince 1994, post-apartheid South Africa has embraced its Southern and African identity, with its foreign policy reflecting its aim to engage in international fora to advance Southern principles and the African voice. It also developed instruments to undertake South-South cooperation that focused largely on sharing its own lessons from its political transformation with post-conflict countries. This chapter explores the tensions between cooperation and contestation in South Africa’s involvement in global development and in its own development cooperation. South Africa has worked on global reforms with large emerging powers, but their interests are not always aligned with those of Africa. South Africa and Africa have derived leverage from their numbers and the related legitimacy in selecting what initiatives of more influential actors they will support.

South Africa has often been lauded as an influential and pivotal actor inpeace and security affairs on the evolving African peace and security architecture. The centrality of Africa in South Africa's foreign policy has driven its exercise of peace diplomacy in a significant number of conflicts in Africa; where its mode of engagement has ranged from mediation to peacekeeping and post-conflict reconstruction and development assistance. Concomitant to its peace actor profile, South Africa's repertoire as an emerging development partner also forms a large part of its African agenda. The embedding of sustainable peace as a goal in the post2015 development agenda and the enduring relevance of the securitydevelopment nexus continue to exert profound influence on the parameters and conduct of South Africa's foreign policy and its pointedly Afro-centric agenda. This article argues for greater integration and harmonisation between South Africa's peace diplomacy and its development partnership agenda through the formulation of a peacebuilding and stabilisation strategy.

In a context of growing interdependence, diversified possibilities for emerging powers to act and more commonly perceived transcendence of domestic subjects to the international arena, Brazil is a singular player: it is facing relevant internal transformations that allow the development of policies for mitigating historic inequalities, such as the ones to fight hunger and poverty; and aims at assuming greater responsibilities in an international arena characterized by growing multipolarity. Brazil’s diplomatic corps tries to show the country as a necessary interlocutor and negotiator for the establishment of a more just and democratic world order. In this sense, many public policies associated with the agendas comprised by the concept of food security are instrumentalized by the policymakers as a means to assemble legitimacy, political support and economic opportunities for the South American powerhouse. These dynamics are clearly observed in the relations between Brazil and its African partners, which will be the focus of this paper.Keywords: Brazilian foreign policy; International development cooperation; Brazil-Africa relations; Lula da Silva’s government; food security.   Resumo: Em contexto de crescente interdependência, diversificadas possibilidades da atuação para potências emergentes e transcendência mais perceptível de questões domésticas para a arena internacional, o Brasil é ator singular: passa por transformações internas relevantes que permitem o desenvolvimento de políticas como as de combate à fome e à pobreza, voltadas para a mitigação de desigualdades históricas; e busca assumir maiores responsabilidades em arena internacional caracterizada por crescente multipolaridade. O corpo diplomático brasileiro busca mostrar o país como um interlocutor e negociador necessário para o estabelecimento de ordem global mais justa e democrática. Nesse sentido, variadas políticas públicas associadas com as agendas envolvidas pelo conceito de segurança alimentar são instrumentalizadas pelos formuladores de política externa como um meio de assegurar legitimidade, apoios políticos e oportunidades econômicas para o país sul-americano. The history of the formation of South Africa as a single state is closely intertwined with events of international scale, which have accordingly influenced the definition and development of the main characteristics of the foreign policy of the emerging state. The Anglo-Boer wars and a number of other political and economic events led to the creation of the Union of South Africa under the protectorate of the British Empire in 1910. The political and economic evolution of the Union of South Africa has some specific features arising from specific historical conditions. The colonization of South Africa took place primarily due to the relocation of Dutch and English people who were mainly engaged in business activities (trade, mining, agriculture, etc.). Connected by many economic and financial threads with the elite of the countries from which the settlers left, the local elite began to develop production in the region at an accelerated pace. South Africa’s favorable climate and natural resources have made it a hub for foreign and local capital throughout the African continent. The geostrategic position is of particular importance for foreign policy in South Africa, which in many ways predetermined a great interest and was one of the fundamental factors of international involvement in the development of the region. The role of Jan Smuts, who served as Prime Minister of the Union of South Africa from 1919 to 1924 and from 1939 to 1948, was particularly prominent in the implementation of the foreign and domestic policy of the Union of South Africa in the focus period of this study. The main purpose of this article is to study the process of forming the mechanisms of the foreign policy of the Union of South Africa and the development of its diplomatic network in the period from 1910 to 1948.

The article examines the place and role of democracy and human rights in South Africas foreign policy. The author analyzes the process of South Africas foreign policy change after the fall of the apartheid regime and transition to democracy. He gives characteristics of the foreign policy under different presidents of South Africa from 1994 to 2018 and analyzes the political activities of South Africa in the area of peacekeeping and human rights on the African continent.

The growing economic and political roles of the so-called emerging powers in sub-Saharan Africa have attracted particular attention following the apparent decline of Western powers in the face of the global economic crisis of 2007–2008. The AKP’s “proactive” foreign policy has manifested Turkey’s burgeoning role in the region. This paper draws upon Marxism to explore the diffusion of Turkish capital and the enhancement of military relations in the region in harmony and in contradistinction with Western and Gulf countries. It discusses the AKP’s proactive foreign policy vis-à-vis sub-Saharan Africa as a particular sociohistorical form of sub-imperialism that is characterized by and reproduces economic and geopolitical rivalries and alliances among Turkey and Western and Gulf countries. Vice President Mondale has been participating extensively in Africa-related foreign policy matters since taking office in January, 1977. The Vice President works closely with Secretary of State Vance and Ambassador to the United Nations Andrew Young in the development of Africa-related policy recommendations for consideration by the President. The Vice President also participates in meetings with visiting African leaders and monitors political developments in Africa. Finally, at the President’s request, Vice President Mondale met with Prime Minister Vorster of South Africa to explain the new Administration’s policies toward southern Africa. Information on the Vice President’s staff’s involvement in Africa-related matters was requested but not received.

Mr. Chairman, I wish to express appreciation for the invitation to appear before the Committee. It is Congress that must take the lead to end what is essentially a “cover-up” of U.S. policy on southern Africa. The Congress must insist on(1)a frank statement of the facts on the situation in South Africa,(2)an open analysis of U.S. interests in that area,(3)progress towards a therapeutic confrontation, discussion, debate, and analysis of what U.S. policy should be,(4)change with a view towards developing an honest, sensible and rational U.S. policy—consistent with U.S. interests—towards South Africa.

The case of former Yugoslavia and its successors is specific and a bit different from the other post-conflict societies. First, retributive model of justice is carried out, or it should be carried out, before the International Criminal Tribunal in the Hague. The question is how to start the process of searching for the truth and reconciliation inside and between societies, groups and individuals in newly established countries. There is no such a model in the world, like these in South Africa and some countries in Latin America, which can be applied here, because in this case we are talking about five states, from which at least three were in the war. Also, the character of these conflicts covers the diapason from international conflicts to internal aggression and civil war.
