Turkey’s Sub-imperialism in Sub-Saharan Africa

The growing economic and political roles of the so-called emerging powers in sub-Saharan Africa have attracted particular attention following the apparent decline of Western powers in the face of the global economic crisis of 2007–2008. The AKP’s “proactive” foreign policy has manifested Turkey’s burgeoning role in the region. This paper draws upon Marxism to explore the diffusion of Turkish capital and the enhancement of military relations in the region in harmony and in contradistinction with Western and Gulf countries. It discusses the AKP’s proactive foreign policy vis-à-vis sub-Saharan Africa as a particular sociohistorical form of sub-imperialism that is characterized by and reproduces economic and geopolitical rivalries and alliances among Turkey and Western and Gulf countries. Ivorian-Moroccan relations are not new because the diplomatic relations between the two countries have been established since August 16, 1962, but the interest of Morocco for Côte d'Ivoire has considerably strengthened during the royal visit of 19-21 March 2013 in Côte d'Ivoire, the first, since the beginning of his reign in 1999. Morocco is now refocusing its foreign policy on sub-Saharan Africa after the failure of Maghreb integration. This rapprochement resulted in Morocco's return to the African Union and its accession to ECOWAS.

AbstractThe COVID-19 pandemic is currently ravaging the globe and the African continent is not left out. While the direct effects of the pandemic in regard to morbidity and mortality appear to be more significant in the developed world, the indirect harmful effects on already insufficient healthcare infrastructure on the African continent would in the long term be more detrimental to the populace. Women and children form a significant vulnerable population in underserved areas such as the sub-Saharan region, and expectedly will experience the disadvantages of limited healthcare coverage which is a major fall out of the pandemic. Paediatric cardiac services that are already sparse in various sub-Saharan countries are not left out of this downsizing. Restrictions on international travel for patients out of the continent to seek medical care and for international experts into the continent for regular mission programmes leave few options for children with cardiac defects to get the much-needed care.There is a need for a region-adapted guideline to scale-up services to cater for more children with congenital heart disease (CHD) while providing a safe environment for healthcare workers, patients, and their caregivers. This article outlines measures adapted to maintain paediatric cardiac care in a sub-Saharan tertiary centre in Nigeria during the COVID-19 pandemic and will serve as a guide for other institutions in the region who will inadvertently need to provide these services as the demand increases.

Turkey's activism in Africa has been extensively noted. It has been argued that non-state actors like business and civil society organizations take part in Turkeys Africa initiative. Nevertheless, state/non-state interaction in Turkey's foreign policy implementation has not been accounted for in theoretical terms in Turkish foreign policy literature. This paper combines post-international theory and foreign policy implementation in looking at Turkey's foreign policy towards sub-Saharan Africa. We argue that adapting to the multi-centric world, the Turkish government has moved beyond conventional state-to-state dealings in implementing its foreign policy and increasingly relies on the cooperation of non-state actors.

The main objective of this paper is to predict the consequences of China's impending economic crisis on global economy – with reference to Sub-Saharan Africa (SSA) in particular. The specific objective of this paper is to investigate and explore the increasing dominance of economic practice of China in SSA. China is a critical principal player in the economy of SSA. China's influence and dominance of the SSA economy might have negative effect on SSA in case of any implosion of the Chinese economy. Data were collected from print and electronic sources extracted from the vast body of empirical scholarship of different disciplines on China in SSA.  The results of this paper revealed that China is indeed dominating the economy in SSA. Pointers are that China's economic implosion would have consequences for SSA in the same way as the 2008-2009 global economic recession had around the world. This  paper positively predicts that China's economic and financial implosion remains a possibility, and would impact on SSA.

The bagne retains an ambiguous status as a lieu de mémoire, in part because of its predominantly extra-metropolitan location, in part because most understandings of the institution rely heavily on representations freighted via literature, film and graphic fiction. In French Guiana and New Caledonia, the bagne was nevertheless the major driver in the attempted mise en valeur of those colonies in the face of varying degrees of resistance to settlement. Moreover, France’s carceral archipelago extended beyond those key sites to include penal colonies in North and Sub-Saharan Africa as well as Indochina. The essay scrutinizes the rich body of material that has served as a vehicle for memories of the institution, but uses a focus on contemporary memorial practices in French Guiana and New Caledonia to suggest a distinct divergence in forms of interpretation, especially regarding the place of the penal colony in colonial expansionism. Although until recent years the bagne has often acted as more of a postcolonial lieu d’oubli, in a context of complex postcolonial politics and of growing interest in penal heritage its status as a lieu de mémoire is becoming increasingly apparent.

Why have there been no successful military interventions or civil wars in Tanzania’s nearly 60 years of independence? This one historical accomplishment, by itself striking in an African context, distinguishes Tanzania from most of the other post-1960 independent African countries and focuses attention on the possibilities and nature of successful civil–military relations in sub-Saharan Africa. Contrary to most civil–military relations theory, rather than isolating the military in order to achieve civilian oversight, Tanzania integrated the military, the dominant political party, and civil society in what one observer called a combination of “political militancy” and “antimilitarism,” somewhat akin, perhaps, to the Chinese model. China did provide intensive military training for the Tanzanians beginning in the 1960s, although this could in no way have been expected to ensure successful integration of the military with civil society, nor could it ensure peaceful civil–military relations. Eight potentially causal and overlapping conditions have been outlined to explain this unique absence of civil–military strife in an African country. Relevant but admittedly partial explanations are: the largely salutary and national developmental role of the founding president, Julius Nyerere; the caution and long-term fear of military intervention engendered by the 1964 East African mutinies; Tanzania’s radical foreign policy as a Frontline State; its ongoing territorial disputes with Uganda and Malawi; concerted efforts at coup-proofing through the co-opting of senior military commanders; and the country’s striking ethnic heterogeneity, in which none of the 125 plus ethnolinguistic tribes had the capacity to assume a hegemonic dominance. Each factor has a role in explaining Tanzania’s unique civil–military history, and together they may comprise a plausible explanation of the over 50 years of peaceful civil–military relations. They do not, however, provide a hopeful prognosis for future civil–military relations in a system that is increasingly challenging the dominant-party state, nor do they account for Tanzania’s subsequent democratic deficit.

This study examines comparatively the growth effects of FDI from China, the European Union, the US and the rest of Asia in Sub-Saharan Africa for the period 2003–2012. We develop theoretical arguments from the existing literature to show that differences in FDI data sources, methodological and econometric approaches may be part of the explanation for mixed findings of previous empirical studies, precisely on the growth effects of Chinese FDI in Africa. Our results using bilateral FDI data compiled by UNCTAD, the FDI-augmented version of the Solow growth model and the 2SLS estimator indicate a significantly negative direct impact of Chinese FDI on growth in Sub-Saharan Africa while the impact of other FDI sources is statistically insignificant. AbstractThis article adopts the theoretical framework of complex realism to trace the evolution of the Islamic Republic of Iran's foreign policy and developmental activities in Africa between the 1980s and the 2000s. Contrary to common assumptions, the deradicalization of the Islamic Republic's foreign policy in Africa began not under the moderates in the early 1990s, but under the conservatives in the mid-1980s. This period marked the first time that the Islamic Republic instrumentalized development to advance its strategic interests in Africa—a policy that has continued despite the factionalization of Iran's political elite. Based on one year of archival research and interviews in Iran, this article is the first to investigate the history and activities of the Islamic Republic's rural development organization, Construction Jihad, in Africa. It posits that development, instead of arms or ideology, has enabled Iran to make the farthest inroads into the continent due to Africa's sizeable agrarian economies, widespread rural poverty, and formidable developmental challenges.


Subject Outlook for the copper sector in sub-Saharan Africa. Significance Africa's copper production is forecast to be marginally lower in 2016 at 1.823 million tonnes, compared to 1.895 million tonnes in 2015. This is due to production cutbacks implemented in the face of continued weakness in international -- especially Chinese -- demand. A slight rise in prices earlier in the year was not sustained, dampening the economic prospects for major exporting countries. Impacts The deaths of several miners at a Glencore mine in Zambia may push the government to enforce tougher safety requirements. Miners are unlikely to restore all the jobs shed during the current slump, extending the region's unemployment problem. Divisions within the Congolese opposition on whether to negotiate with Kabila on the delayed polls will exacerbate political tensions.

Aid donors' support for democratisation in sub-Saharan Africa in the 1990s has been tempered by their desire to achieve other objectives. In Uganda, a high level of donor support for the Museveni government has been compatible with the Ugandan government's reluctance to introduce multiparty democracy. Donors have opted for ‘dialogue’ rather than coercive methods. This may be ascribed to a number of factors, including the destruction from which Uganda was recovering, the need to present Uganda as a success story for economic liberalisation, and donors' need to maintain good relations with Uganda in order to pursue their foreign policy goals. The resulting donor–recipient relationship has however created dangers for the maintenance of long-term sustainable democracy in Uganda, by condoning divisive policies, and neglecting the need for coalition-building and conflict resolution.
