Data of the Federal Information Fund for Social Hygiene Monitoring conducted on the basis of the Federal Center for Hygiene and Epidemiology of Rospotrebnadzor have been analyzed to assess environmental risks, as well as to develop environmental safety system as a factor for sustainable development of the territory in the regions of the Russian Federation. Atmospheric air pollution in Russian regions was evaluated by content of priority pollutants. Ranking of Russian regions according to the quality of drinking water supply was carried out. The possibility of using Federal Information Fund for Social Hygiene Monitoring as an integral part of the model for optimizing the social and environmental conditions of populated areas is estimated.

Based on the analysis of the norms of strategic documents and other normative legal acts, the author considers environmental entrepreneurship in the light of sustainable socio-economic development of the Russian state, determines the significance of the concept of sustainable development for ensuring environmental safety, as well as environmental development of Russia. Social entrepreneurship, which has a high methodological potential, is designed to help solve a large number of accumulated environmental problems, especially in the field of waste management of production and consumption. The article analyzes individual UN sustainable development goals and national legislation designed to ensure the implementation of social entrepreneurship, which has a high methodological potential. The author concludes that the legislation is becoming more and more environmentally friendly, and these norms also penetrate into acts regulating economic activities, the profit from which should be reinvested in solving socio-environmental problems.

Annually, increasing volumes of industrial and municipal waste generation and disposal, leading to increasing anthropogenic environmental and sanitary-epidemiological pressure on the environment and, as a consequence, significant environmental damage and associated economic damage to natural ecosystems, represent one of the main threats to environmental safety territories, life and health of the population. At the same time, numerous valuable components extracted from processed production and consumption wastes can be an important source of reserve for the development of industries and sectors of the economy, entrepreneurial activities in the use of secondary resources for production, services, works and energy. This factor dictates the need to search for new sound management, economic, organizational and technical approaches and solutions to lawmaking, planning and forecasting the cost-effective organization of the system of separate collection, processing, disposal, disposal of production and consumption waste, the development of an appropriate industrial, scientific and technological infrastructure, increasing the share of secondary material and energy resources extracted from waste, the development of instruments of state oh support and economic incentives for this activity.

The paper discusses a system of criteria that make it possible to assess the level of environmental safety of an enterprise. The model of the “nature-population-production” system and the very interaction of the system are presented. Environmental problems, problems of ecology of production, and consumption of natural resources lead to an increase in the rate of growth of production, which, in turn, leads to an increase in demand for resources, and as a consequence, to their irrational use, and then to massive emissions into the environment as waste. In order to improve the environmental situation in the country, some areas for improving the greening of the production sector are presented, which increase the efficiency of consumption and use of natural resources, while reducing environmental pollution by emissions, effluents, and waste. The main indicators that determine the level of environmental management are presented - indicators of resource intensity, an indicator of the degree of restoration of natural resources, and indicators of saving primary natural resources. All three indicators are part of the specific consumption of natural resources and can be used at the enterprise to control the consumption of natural resources, as well as in order to minimize waste through the use of secondary resources and low-waste technologies. The established ways of improving the greening of the production sector are able to improve the ecological situation in the regions of the country and establish the relationship between man, nature and the production sector.

Purpose The purpose of this paper is to identify the Industry 4.0 barriers to achieve circular economy (CE). The study focuses on exploring the link between Industry 4.0 and CE. This leads to the implementation of integrated Industry 4.0-CE and attainment of sustainable production and consumption through analyzing the technological benefits of Industry 4.0. Design/methodology/approach Industry 4.0 barriers are identified from literature review and discussions with industry experts. Here, the interpretive structural modeling (ISM) technique is applied to develop the contextual relationship among the barriers and to identify the prominent barriers hindering the CE implementation. Findings The ISM hierarchical model and Matriced’ impacts croised-multiplication applique’ and classment analysis illustrate that the digitalization process and the semantic interoperability possess high driving power and low dependence. These barriers require keen attention to play a significant role in improving resource efficiency and sustainability, and absence of these barriers may not drive other barriers for CE. Apart from these barriers, cyber-physical systems standards and specifications, sensor technology and design challenges are also the most influential Industry 4.0 barriers for achieving CE. Practical implications The findings provide an opportunity for industry practitioners to explore the most driving Industry 4.0 barriers. The study confirms that integrated Industry 4.0-CE will maintain sustainable operations management by optimizing the production and consumption patterns. It will also provide an opportunity of customization where customers and products interact and can monitor the performance of the operations through the Internet of Things sensors. Originality/value The study provides integration of Industry 4.0 challenges to implement CE. However, the integration of the two burgeoning fields is still very scarce and lacks in adopting the technological benefits of the integrated Industry 4.0-CE.

Technological revolution and growing social, economic, ecological, and biological threats make the topic of sustainable development increasingly relevant. Having examined the development strategies of the subjects of the Russian Federation, we identify three strategies of industrial development currently pursued by the Russian regions: extractive growth, inclusive reindustrialization, and new industrialization. In line with the specified strategic directions, the systems of objectives are structured. The analysis of the strategic planning documents of the RF subjects located within the Ural macroregion revealed that in accordance with the suggested classification, they adopt the policy of industrial development. To shift the policy focus towards the new industrialization, corrective measures are proposed. The research proves that modern system of strategic planning should be flexible and adaptable, in addition to be based on the uniform rules of strategizing.
