Abstract Empirical research of intellectual capital in term of regional development of the Republic of Serbia aims to show and explain the function of intellectual capital in the regional development of the Republic of Serbia, and point out the disparities of national regions in terms of economic development and intellectual capital resources. Intellectual capital today is one of the most important social subsystems, which, by its scope and influence, is gaining an increasing importance in the development of modern society. As a complex, dynamic human process of knowledge use, intellectual capital is tied to the notion of “new knowledge-based economy”. Intellectual capital at the macroeconomic level is a new area of research that focuses on understanding, measuring, and reporting on intangible assets that may have an impact on the creation of national wealth. The concept of intellectual capital is abstract, unambiguous and complex, which leads to numerous differences in the interpretation of this economic category. The results of empirical research confirmed that intellectual capital is in a significant linear functional relationship with economic growth in the Republic of Serbia - in 63.5% of cases, economic growth is explained by intellectual capital resources in the period 2012-2018. Also, the research confirmed significant inequalities in the development and available resources of intellectual capital in the regions of the Republic of Serbia.

The article is devoted to the study of the processes of formation and use of intellectual capital at Ukrainian enterprises and the analysis of the efficiency of innovative activity of domestic enterprises. The analysis conducted showed that domestic enterprises and organizations nowadays slow down the innovation activity and reduce the efficiency of the use of intellectual capital. Such tendencies are the consequence of the imperfection of the legislative framework for stimulating innovative activity of domestic enterprises; lack of incentive mechanism for developers and inventors, innovative enterprises and organizations. Problems of innovative development are inherent in both the state level of management and the management at the level of individual enterprises. It is necessary to form effective innovative state and regional development programs, to create modern innovative infrastructure, to develop at the legislative level the mechanism of preferential taxation and crediting of innovatively active enterprises, etc.

The chapter demonstrates that the inclusion of the abovementioned relations in the analytical hierarchy framework is significant, as it allows, for the first time, the opportunity for this network model to capture the triple helix of a smart urban or regional development and to verify whether the transformation of cities it ushers in is not merely based on an index of intellectual capital, but also on a measure of wealth creation whose standards of governance are smart.

Theories of the regional development show that the intellectual capital is an important factor of the regions competitiveness. The main aim of the article is an evaluation of variation of factors determining the intellectual capital level of Polish regions. The paper has been shown that there is a statistically significant relation between the level of economic development of Polish regions and factors determining the value of intellectual capital.

В статье анализируется влияние интеллектуального капитала и определяющих его факторов на динамику производительности труда в условиях региональных ресурсных ограничений. В настоящее время информация является ключевым экономическим ресурсом, который наряду с трудом, капиталом и природными ресурсами, определяет совокупную эффективность производства и экономическую динамику. В условиях ограниченности инвестиционных ресурсов наиболее перспективным решением задачи повышения производительности труда должно стать увеличение вклада трудовых ресурсов в формируемую добавленную стоимость за счет использования преимуществ информационной экономики. The paper is devoted to substantiating the influence of the regional intellectual capital on the labor productivity dynamics at the enterprises of the non-resource sector of the Russian Federation regions. With the public knowledge transformation and the economy informatization, standard estimates of labor productivity and factors affecting its growth are changing. The role of the labor factor is changing, and the relationship between the growth of labor productivity and the development of human capital, namely its intellectual component, is being strengthened. The analysis of the empirical studies has shown the positive impact of the regional intellectual capital on the economic dynamics and the innovations performance. In the information economy, the knowledge invested by a person in the product of his labor remains with him and can be used repeatedly, unlike the classical model of the industrial economy, where there is a constant alienation of a person from the results of his work. The information with a market value, that can generate profits or increase the market value of assets, is a source of information resources for the regional economy development. The intellectualization of the society and the digitalization of the economy require long-term planning, the development of the appropriate competencies and the transformation acceleration. The main focus of the regional development programs should be the adaptation and development of the labor force intellectual capital, which will give a new impetus to the digitalization and governance reforms. The results of the study can be practical in the development of proposals to adjust the regional development strategies. The reported investigation was funded by RFBR, project number 20-010-00877.

Studies related to intellectual capital, particularly in banking sector, are basically focused on the relationship between intellectual capital performance and bank performance. In con¬trast to previous studies, this study analyzes the intellectual capital performance of regional development banks throughout Indonesia to develop performance through management of efficiency and productivity. The population and sample in this study consist of 26 regional development banks in Indonesia for the period 2007–2013. The management of efficiency is measured using the ratio of operating expense to operating income (BOPO), while the management of labor productivity is measured using the ratio of labor expenses to total operating expense and income level. At the theoretical level, this study is expected to fill the gap for the assessment of intellectual capital performance of banking institutions with unique characteristics such as regional development banks. To analyze intellectual capital performance, VAICTM method developed by Pulic (1998, 2000, 2004, 2008) is applied. The findings show that the intellectual capital performance of regional development banks is in the category of common performers. Finally, regional development banks need to focus on the importance of strengthening intangible resources directly affecting banking management in terms of strengthening information technology, positioning, and management competence, as well as organizational culture and working climate.
