Low carbon economy provides the direction for the sustainable development of the coal industry, but how to measure low carbon economic development level of the coal enterprise has become social concern. Based on the Xinwen group as an example, the paper constructs level evaluation index system of low carbon economic development about the coal enterprise from the present situation of the development of low carbon economy. Using AHP and fuzzy comprehensive evaluation method measure low carbon development level, and the conclusion is that the Xinwen group's low carbon development level is good.

This paper starts from the analysis of the connotation of low-carbon economy, and establishes the evaluation index system of regional low-carbon economic development level. The main research content is to determine the index weight, judge the correlation degree and sort the decision-making units by entropy method, grey correlation analysis and TOPSIS method, and finally make a comprehensive evaluation of the low-carbon economic development level of Shandong Province. The conclusion shows that the development level of low-carbon economy in Shandong Province shows a good trend year by year, but the consumption dependence on high energy consumption resources and backward ecological benefits are increasingly becoming the bottleneck of the development of low-carbon economy in Shandong Province.

One of obvious characteristics of low-carbon economy is that economic development level and carbon productivity reached a certain high level at the same time. In this article, 21 cities of Guangdong province in China are categorized as region A, B and C based on their economic level and carbon productivity level. Shenzhen city in region A is chosen as “model city”, because it has the highest economic development level and carbon productivity. Chasing decoupling model for other cities to catching up with “model city” is established based on tapio decoupling model. Main results show that most of cities did not catch up with the “model city” during 2005 to 2016. Finally, different low-carbon development proposals are proposed for region A, B and C，respectively. Cities in region A should improve the technology level of energy saving and carbon reduction. Cities in region B should develop high value-added and low carbon industries while strive for ecological compensation funds. In addition to the ecological compensation fund, cities in region C should also develop ecological industry vigorously.

To explore the method of creating a theoretical model of urban low-carbon economy evaluation, and analyze the development status and level of low carbon economy in cities in the middle and lower reaches of Yangtze River; Method To introduce the basic theory of low-carbon economy, the principle and the technical route for creating the evaluation system of urban low-carbon economy, develop 3 layers of 5 categories of 18 evaluation indicators, conduct weighted calculation using Delphi method, analytic hierarchy process(AHP) , fuzzy evaluation method and fuzzy AHP method, investigate into 7 cities, such as Shanghai, Nanjing in the middle and lower reaches of Yangtze River, and evaluate the urban low-carbon economic status using the created models; Results The evaluation result shows that at present China has many cities at “medium to high carbon economy” or “high carbon economy” types. The development level of low-carbon economy lagged behind many western countries; Conclusion It is a most efficient pathway to improve the present low-carbon economic level by vigorously developing the low-carbon technology, developing the low-carbon environmental education and promoting the low-carbon concept.

A set of evaluation index system including 13 indexes of low-carbon city development level was established based on the driving forces-pressure-state-impact-response model. The development level of low-carbon economy of 25 cities in Yangtze River Delta was evaluated by factor analysis. The results showed that the development level of low-carbon economy in Shanghai was the highest, and the average levels of low-carbon economy of Zhejiang and Jiangsu province were similar. But there is much difference between the north part and the south part in a same province. In Zhejiang province the level of the north part was higher than the south part. Conversely, the level of the north part was lower than the south part in Jiangsu province. Lastly, the adjustment of industrial structure, increasing of the environmental investments and the awareness of low-carton ideas to the public are suggested to promote the development level of low-carbon economy.

Based on the analysis of the low carbon transition of resource-based city faced obstacles, fully consider the characteristics of resources city, from the construction of the 8 low carbon economic development level of resource type city evaluation index system. From the vertical by calculating its comprehensive evaluation index fuzzy analytic hierarchy process, from the horizontal data envelopment analysis of low carbon economic development level between each resource type city, the longitudinal and transverse analysis results put forward specific proposals are evaluation of resource based city the development of low carbon economy.
