One of obvious characteristics of low-carbon economy is that economic development level and carbon productivity reached a certain high level at the same time. In this article, 21 cities of Guangdong province in China are categorized as region A, B and C based on their economic level and carbon productivity level. Shenzhen city in region A is chosen as “model city”, because it has the highest economic development level and carbon productivity. Chasing decoupling model for other cities to catching up with “model city” is established based on tapio decoupling model. Main results show that most of cities did not catch up with the “model city” during 2005 to 2016. Finally, different low-carbon development proposals are proposed for region A, B and C,respectively. Cities in region A should improve the technology level of energy saving and carbon reduction. Cities in region B should develop high value-added and low carbon industries while strive for ecological compensation funds. In addition to the ecological compensation fund, cities in region C should also develop ecological industry vigorously.

This paper starts from the analysis of the connotation of low-carbon economy, and establishes the evaluation index system of regional low-carbon economic development level. The main research content is to determine the index weight, judge the correlation degree and sort the decision-making units by entropy method, grey correlation analysis and TOPSIS method, and finally make a comprehensive evaluation of the low-carbon economic development level of Shandong Province. The conclusion shows that the development level of low-carbon economy in Shandong Province shows a good trend year by year, but the consumption dependence on high energy consumption resources and backward ecological benefits are increasingly becoming the bottleneck of the development of low-carbon economy in Shandong Province.

From the vertical by calculating its comprehensive evaluation index fuzzy analytic hierarchy process, from the horizontal data envelopment analysis of low carbon economic development level between each resource type city, the longitudinal and transverse analysis results put forward specific proposals are evaluation of resource based city the development of low carbon economy.

Abstract Stimulating renewable energy consumption has become a major strategic choice for China to both fulfill the international commitment to reduce carbon emissions and realize the high-quality growth of the domestic economy. On account of the provincial data during the period of 2000 to 2017, we creatively incorporate the ecological footprint into the measurement of low-carbon economy development level through super-efficient SBM model, so as to infer the coordinated development level of 3E system more precisely. Based on factor substitution effect, energy path dependence effect and scale effect, the complex nonlinear relationship between the two core research objects is further probed by constructing the threshold regressive model. On the foundation of heoretical research, the consumption of renewable energy, the intensity of energy use and the level of regional economic development are respectively selected as the moderating variables of the model. Further, we divide different intervals of threshold values to distinguish the differences in the effects caused by regional heterogeneity. The following conclusions are drawed ultimately: There is an apparent threshold effect between the renewables consumption and the advancement of low-carbon economy. Only when the renewable itself reaches a higher level of consumption, can it show a significant advantage in green economic development. In addition, to make full use of the renewable resources to boost low-carbon and green economy, it is necessary to reduce the economy's dependence on energy, that is, to decrease the intensity of energy use, while maintaining the process of improving coordination of regional economy.

Low carbon economy provides the direction for the sustainable development of the coal industry, but how to measure low carbon economic development level of the coal enterprise has become social concern. Based on the Xinwen group as an example, the paper constructs level evaluation index system of low carbon economic development about the coal enterprise from the present situation of the development of low carbon economy. Using AHP and fuzzy comprehensive evaluation method measure low carbon development level, and the conclusion is that the Xinwen group's low carbon development level is good.

Facing the pressures of international carbon emission reduction, the transformation into a low-carbon economy has become a common issue of all countries. The core of developing a low-carbon economy is to increase carbon productivity, which can be measured as the economic benefits of unit carbon emissions. Therefore, using province-level panel data in China from 2009 to 2017, we analyze the carbon productivity level of each region, and empirically investigate the threshold effect of clean energy development on carbon productivity under different technological innovation levels. The results show that the carbon productivity is rising, and China’s economic development pattern has been shifting towards low-carbon and sustainable development. Furthermore, the driving force of clean energy development on carbon productivity is not monotonously increasing (decreasing) but is a “double threshold effect” of technological innovation capability. Finally, based on the research conclusions and realistic requirements of China’s low-carbon economic transformation, this paper proposes improving carbon productivity from the aspects of innovation capability improvement and institutional guarantee.

Nowadays the low-carbon economic development model is becoming more and more popular all over the world. The low-carbon economy requires the reduction of the consumption of high-carbon energy and the emission of greenhouse gas, and the combination of economic development and environmental protection. So the tourist spots should also conform to the trend and set low-carbon tourism as their goals that call for energy conservation and emission reduction to build up a good mode of economic circulation. Under this background, this essay explores to put forward a set of reasonable and concise evaluation indicator system. The system tries to fully reflect low-carbon levels of the tourist spots and find out the problems. What is more, the essay can provide a theory basis for the management and the implementation of policies.

With the economic development of Hebei Province, a low carbon economy development as the guidance, and Hebei Province low carbon economy development planning as the purpose, to establish Hebei Province low carbon economy development mode structure. At the same time, the economic development of Hebei Province is carried out investigation and analysis, the original data of Hebei Province economic development uses standard data method and normal distribution, to carry out standard processing. In order to deal with global warming, resource depletion and environmental degradation, China must develop low-carbon economy to cope with global climate change and maintain sustainable economic development. The important step in the transfer of low-carbon economy from the theoretical stage to practical application stage is to evaluate the level of economic development of low-carbon and to study its time-space disparities. In this paper, a low-carbon economy index system is used to evaluate comprehensively low-carbon economic development in Hebei Province. The evaluation results are analyzed to verify that the results are consistent with the actual situation of low-carbon economic development by using space-time analysis method.
