In China, universities are important centers for SR (scientific research) and innovation, and the quality of SR management has a significant impact on university innovation. The informatization of SR management is a critical component of university development in the big data environment. As a result, it is crucial to figure out how to improve SR management. As a result, this paper builds a four-tier B/W/D/C (Browser/Web/Database/Client) university SR management innovation information system based on big data technology and thoroughly examines the system’s hardware and software configuration. The SVM-WNB (Support Vector Machine-Weighted NB) classification algorithm is proposed, and the improved algorithm runs in parallel on the Hadoop cloud computing platform, allowing the algorithm to process large amounts of data efficiently. The optimization strategy proposed in this paper can effectively optimize the execution of scientific big data applications according to a large number of simulation experiments and real-world multidata center environment experiments.

With the advancement of world globalization and economic integration, the demand for outstanding foreign-related legal talents is increasing. After years of practice, Shanghai University of Political Science and Law has emerged in a number of international competitions and formed a unique management system for training foreign-related legal talents. The practice management of international moot competition includes centralized management, teaching management, scientific research management and autonomous management. The mutual coordination of the above management methods can effectively improve the ability of law students to analyze and solve problems, help them better adapt to the international practice environment in advance, and provide a replicable and popularized mode for long-term cultivation of outstanding foreign-related legal talents.

Research management is conceptualized as the institutional activity oriented to the search, study, knowledge of reality, systematization of this knowledge and its transfer to satisfy needs and contribute to solving the problems of society. The results obtained in this article about scientific research, seem to be common to the scope of this research; What is clear is that the low motivation of teachers for research constitutes a common denominator in the universities of Ecuador, which, in the opinion of the author, can be increased if the management of the research process favors the institutional, administrative, curricular conditions that articulate the practice of teaching with research practice.

SummaryAs the demands of scientific research and application for specimens increase rapidly, biobanks in China have been springing up over the recent years. This paper summarizes Chinese biobanks through investigation and survey on operative, managerial, ethical conditions and challenges of biobanks. At present, hospitals and research institutes in China set up and operate most of the biobanks, collecting human specimens to support clinical and scientific research. With the development of bio-industry and arrival of the big data era, biobanks need not only collect and store human and non-human specimens but also to manage the big data associated with these specimens.
