SummaryAs the demands of scientific research and application for specimens increase rapidly, biobanks in China have been springing up over the recent years. This paper summarizes Chinese biobanks through investigation and survey on operative, managerial, ethical conditions and challenges of biobanks. At present, hospitals and research institutes in China set up and operate most of the biobanks, collecting human specimens to support clinical and scientific research. With the development of bio-industry and arrival of the big data era, biobanks need not only collect and store human and non-human specimens but also to manage the big data associated with these specimens.

Nombreux sont les apports envisagés de l’Intelligence Artificielle (IA) en médecine. En orthodontie, plusieurs solutions automatisées sont disponibles depuis quelques années en imagerie par rayons X (analyse céphalométrique automatisée, analyse automatisée des voies aériennes) ou depuis quelques mois (analyse automatique des modèles numériques, set-up automatisé; CS Model +, Carestream Dental™). L’objectif de cette étude, en deux parties, est d’évaluer la fiabilité de l’analyse automatisée des modèles tant au niveau de leur numérisation que de leur segmentation. La comparaison des résultats d’analyse des modèles obtenus automatiquement et par l’intermédiaire de plusieurs orthodontistes démontre la fiabilité de l’analyse automatique; l’erreur de mesure oscillant, in fine, entre 0,08 et 1,04 mm, ce qui est non significatif et comparable avec les erreurs de mesures inter-observateurs rapportées dans la littérature. Ces résultats ouvrent ainsi de nouvelles perspectives quand à l’apport de l’IA en Orthodontie qui, basée sur le deep learning et le big data, devrait permettre, à moyen terme, d’évoluer vers une orthodontie plus préventive et plus prédictive.

SUMMARY The recent extensive literature on exploration and the resulting scientific advances has failed to highlight the contribution of Austrian enterprise to the study of natural history. The leading role of Joseph II among the neutral powers which assumed the carrying trade of the belligerents during the American War of Independence, furthered the development of collections for the Schönbrunn Park and Gardens which had been set up on scientific principles by his parents. On the conclusion of peace, Joseph entrusted to Professor Maerter a world-encompassing mission in the course of which the Chief Gardener Franz Boos and his assistant Georg Scholl travelled to South Africa to collect plants and animals. Boos pursued the mission to Isle de France and Bourbon (Mauritius and Reunion), conveyed by the then unknown Nicolas Baudin. He worked at the Jardin du Roi, Pamplemousses, with Nicolas Cere, or at Palma with Joseph Francois Charpentier de Cossigny. The linkage of Austrian and French horticultural expertise created a situation fraught with opportunities which were to lead Baudin to the forefront of exploration and scientific research as the century closed in the upheaval of the Revolutionary Wars.

Why do Chinese governments at various levels set up public complaint websites where citizen petitions and government responses can be reviewed by the general public? We argue that it is the result of two factors: strong signals sent by the central government to improve governance, and the availability of new technologies to promote policy innovation. To impress their superiors, local officials adopted newly available commercial technology to innovate existing citizen feedback systems, which presented a developmental trajectory from “openness,” “integration,” to “big data-driven prediction.” Drawing on policy documents and interviews with local politicians and administrators, we provide a chronological perspective of how technical development, central government’s signals and local decision-making have interacted in the past two decades to bring forth today’s public complaint websites. The contingent and non-teleological nature of this development can also be applied to other policies such as the social credit system.

EditorialIn 2018, the Indian film “Starting Line” focused the public’s attention on the issue of education in India. It depicted the length some Indian parents were willing to go to secure educational resources for their children, as well as the difficulties faced by those disadvantaged in society in their fight for equal educational opportunities. In reality, many brilliant young Indian talents have been able to study in Australia through a fund set up by Prof. Chennupati Jagadish, a Distinguished Professor of the Australian National University. Prof. Jagadish is a Fellow of the Australian Academy of Science and the Australian Academy of Technological Sciences and Engineering. In 2018 he was awarded a UNESCO Prize for his contribution to the development of nanoscience and nanotechnology. He holds many positions, and has won numerous awards. What started Prof. Jagadish on his scientific research career? How did he become the respected scientist he is today? What was his intention in setting up the educational fund for students from developing countries? What advice does he have for young researchers? Here are the answers from Prof. Jagadish.

Abstract Kuwait Institute for Scientific Research plans to set up some research facilities within the Gudhi area, which lies north of the coastal spill of Kuwait Bay. The area is about 653,000 m2, the region highly sensitive from an environmental perspective and ecological. It is a coastal strip dominated by rich fauna and flora mainly Nitraria retusa forming large nabkhas that attract many wildlife scientists. The presence of nabkhas is a good indicator of fluvial and aeolian activities in the area. The establishment of infrastructures within this area is anticipated to cause significant damage to wildlife. Additionally, any future infrastructures in the area is under the following threats: 1-S and encroachment as it is located within an active wind corridor. 2-Fluvial action during flood seasons as it is located at downstream of Jal Al-Zur watershed. 3-The wave erosion along 1200m coastal margin. As an important role of KISR is the attention and care regarding the environmental aspects associated with project actions, therefore, it is proposed that a proper scientific research project should be implemented prior to the establishment of any infrastructure development. The main objective of this study is to assess and control hazards in the Gudhi area by implementation of native plants and mangroves landscape design. Assessment and monitoring of fauna and flora have provided initial information on existing vegetation, soil properties that are considered important to quantify ecological conditions prior to actual vegetation plantation establishment or restoration effort. Nitraria and Lycium populations were found the most proper in controlling hazards of mobile sand and flush floods for the study area.

The research question of this paper is concerned with the investigation of the links between Internet of Things and related big data as input parameters for stochastic estimates in business planning and corporate evaluation analytics. Financial forecasts and company appraisals represent a core corporate ownership and control issue, impacting on stakeholder remuneration, information asymmetries, and other aspects. Optimal business planning and related corporate evaluations derive from an equilibrated mix of top-down and bottom-up approaches. While the former follows a traditional dirigistic methodology where companies set up their strategic goals, the latter are grass-rooted with big data-driven timely evidence. Real options can be embedded in big data-driven forecasting to make expected cash flows more flexible and resilient, improving Value for Money of the investment and reducing its risk profile. More accurate and timely big data-driven predictions reduce uncertainties and information asymmetries, making risk management easier and decreasing the cost of capital. Whereas stochastic modeling is traditionally used for budgeting and business planning, this probabilistic process is seldom nurtured by big data that can refresh forecasts in real time, improving their predictive ability. Combination of big data and stochastic estimates for corporate appraisal and governance issues represents a methodological innovation that goes beyond the traditional literature and practice.

Resource sharing has become an absolute necessity for modern scientific research because of the increasing expense and complexity of instruments, and the ever changing funding paradigm which often requires sharing of major instrumentation resource across multiple disciplines. Many universities and even large companies have set up centralized facilities to serve researchers from different departments, divisions and units to minimize expenses and maximizing usage.Just in the materials research area alone, it is estimated that there are more than 500 mid-size facilities existing nationwide, as reported in 2005 by the Committee on Smaller Facilities of National Research Council. Resource sharing is also common in large research groups, between Principal Investigators, as well as in corporate/industrial laboratories.
