The article investigtes the powers and parliamentary procedures in the standing committees and commissions of several countries of Western Europe and Latin America. The author believes that one of the modern paradigms for the development of parliamentary democracy is to strengthen the role of standing committees in the work of parliament by transferring to the committee level a number of constitutional powers of parliaments. In this regard, the author clarifies approaches to the classification of the committee structure of parliaments and looks at committee parliamentary procedures in Italy, Germany, Greece, Portugal, Spain, Brazil and Argentina at the present stage. The author comes to certain conclusions regarding the paradigm of the committee parliamentary procedure, including further improvement of domestic constitutional-legal matter in the context of the ongoing development of parliamentary democracy in the Russian Federation.

RESUMEN: El artículo analiza la situación de la violencia homicida en América Latina, cuál es su ubicación en la situación mundial de violencia y cuáles serían las posibles explicaciones para el lugar que ocupa. Utilizando la base de datos de la Organización Mundial de la Salud se clasifican las regiones por su tasa de homicidios y se ubica a América Latina como la región más violenta. Los países de América Latina son clasificados en cuatro grupos de acuerdo a la relación de su tasa de homicidios con la tasa media mundial y se caracterizan socialmente las víctimas.Para interpretar esa situación se relacionan con los niveles de urbanización y pobreza y se presentan los factores que pueden originar, fomentar y facilitar el incremento o disminución de los homicidios y su potencial utilidad en las políticas públicas.ABSTRACT: This article explores the situation of homicide violence in Latin America, its position within the worlds violence situation and the possible explanations for that position. Using the data bases of the World Health Organization, regions are classified by their homicide rates, which puts Latin America as the most violent region. Latin American countries are set in four groups according to the relation of their homicide rates with the world’s rate, and a social classification of victims is built. For interpreting this situation, those factors are put in relation with the levels of urbanization and poverty, and the possible causes of the increase or decrease of homicides are presented, as well as their potential utility for public policy making.

Two new species of Brazilian Psychoda Latreille are described, and Psychoda alternata Say and P. zetoscota Quate are recorded for the first time from Brazil. Psychoda divaricata Duckhouse, already described from southern Brazil, was recorded in the northeastern part of that country, as well as in the eastern Amazon region. The supraspecific classification proposed for the species of Psychoda according to Quate (= Psychodini of Jeñek) are discussed. A new classification is suggested that considers only one genus, Psychoda, divided into 12 subgenera: subgenus Psychoda Latreille, subgenus Copropsychoda Vaillant, subgenus Falsologima Jeñek & Harten, subgenus Psychodula Jeñek, subgenus Psychomora Jeñek, subgenus Psychana Jeñek & Harten, subgenus Logima Eaton, subgenus Tinearia Schellenberg, subgenus Chodopsycha Jeñek, subgenus Ypsydocha Jeñek, subgenus Psychodocha Jeñek, and subgenus Psycha Jeñek. A list of the Psychoda species from Latin America and the Caribbean region is presented.

The conservation of crop genetic resources is an international priority and requires the continued collection and characterization of farmer varieties. We collected and characterized maize and upland rice populations cropped by farmers in Panama's Azuero region. The objective of our study was to evaluate the crop genetic diversity of farmer varieties of maize and upland rice grown by poor farmers in Panama. We found that: (1) farmers' naming practices only partially corresponded to genetic relationships and were the strongest for rice populations; (2) farmers' classification of populations as ‘modern’ or ‘traditional’ was reflected in phenotypic differences; (3) Panamanian maize populations were molecularly distinct from populations collected elsewhere in Latin America; and (4) heterogeneous rice populations were common and heterogeneity was often due to admixture of recognized farmer varieties. Our results indicate that poor farmers in Panama continue to farm ‘traditional’ varieties that harbour genetic diversity of interest. There has, however, been substantial adoption of ‘modern’ varieties.

Abstract Fact-checking verifies a multitude of claims and remains a promising solution to fight fake news. The spread of rumors, hoaxes, and conspiracy theories online is evident in times of crisis, when fake news ramped up across platforms, increasing fear and confusion amongst the population as seen in the COVID-19 pandemic. This article explores fact-checking initiatives in Latin America, using an original Markov-based computational method to cluster topics on tweets and identify their diffusion between different datasets. Drawing on a mixture of quantitative and qualitative methods, including time-series analysis, network analysis and in-depth close reading, our article proposes an in-depth tracing of COVID-related false information across the region, comparing if there is a pattern of behavior through the countries. We rely on the open Twitter application programming interface (API) connection to gather data from public accounts of the six major fact-checking agencies in Latin America, namely: Argentina ( Chequeado ), Brazil ( Agência Lupa ), Chile ( Mala Espina Check ), Colombia ( Colombia Check from Consejo de Redacción ), Mexico ( El Sabueso from Animal Político ) and Venezuela ( Efecto Cocuyo ). In total, these profiles account for 102,379 tweets that were collected between January and July 2020. Our study offers insights into the dynamics of online information dissemination beyond the national level and demonstrates how politics intertwine with the health crisis in this period. Our method is capable of clustering topics in a period of overabundance of information, as we fight not only a pandemic but also an infodemic, evidentiating opportunities to understand and slow the spread of false information.

In this contribution to the American Field and Short-tail crickets, two new species from the continental and insular area of Colombia are described. Anurogryllus (Urogryllus) edithsantosum n. sp. from the Meta department, is more related to some Caribbean species, and its genital structure fits the morphological current definition of the subgenus Urogryllus, although it has pseudepiphallic median lophi covered with hairs, as it happens in the species of the subgenus Pilosogryllus. The same way, Gryllus (Gryllus) providiensis n. sp. from Providencia Island, San Andres Archipelago is described, this new species has thick hairs on the pronotum as Gryllus (Gryllus) assimilis (widely distributed in America), as well as the color pattern of the cephalic capsule; but the new species is smaller in size, and has a particular organization in the harp veins of the tegmina, which only resembles Gryllus (Gryllus) marchena from the Galapagos Archipelago (Ecuador), from which it differs markedly in its morphology. Finally, the status of the Gryllus species, distributed in Latin America and the Caribbean, is reviewed, and it is recorded which species have acoustic records, and from here we start with the review of this peculiar genus in Latin America.

This note brings together lessons from the IDBs and other institutions efforts to adapt a skills taxonomy for Latin America and the Caribbean countries. These efforts have focused primarily on the ability to gather and make use of labor market information on skills demand from non-traditional data sources like online job vacancies. Most of these efforts have used the European Skills, Competences, Qualifications and Occupations (ESCO) taxonomy to underpin the identification and classification of skills. This note is intended to be a starting point and set of considerations for policymakers who may be considering, or already embarking on, similar efforts to use ESCO or other taxonomical structures to help better analyze, understand and use skills-level information for decision making. It also seeks to motivate the need for additional classification systems that help governments take stock of its citizens skills in increasingly complex and rapidly changing labor markets.
