AbstractHemp cultivation is living a period of renewed interest worldwide after long years of opposition and abandonment. The European Union (EU) allows and subsidizes the growing of fiber and oilseed cultivars of Cannabis sativa L. with respect to the THC content limit of 0.2%. The EU method for the quantitative determination of Δ9-tetrahydrocannabinol (THC) content in hemp varieties provides to apply a tolerance of 0.03 g of THC per 100 g of sample concerning compliance assessment to that limit. However, the method does not report any precision data, especially useful as a function of THC content to evaluate measurement uncertainty and therefore to establish the conformity of hemp at different THC legal limits. Measurement uncertainty of the method by both bottom-up and top-down approach, besides repeatability and reproducibility, was investigated and estimated in the THC concentration range 0.2–1.0%, which includes the different legal limits set out for hemp around the world. We proposed Decision Rules for conformity of hemp showing that a non-compliant declaration beyond reasonable doubt should be stated when the THC content, as a mean result on a duplicate analysis, exceeds the limit by at least 11–15%, depending on THC limit. We highlighted other issues concerning practical aspects of hemp analysis, from sampling to evaluation of results, as well as the need to carry out collaborative studies on the EU method. Conformity assessment, focused on risks quantification, evolved from being binary to being probabilistic. In fact, new methods described by the standard ISO CEI guide 98-4 [1] and FD X 07-039 [2] show how measurement uncertainty is integrated in the conformity assessment (FD X 07-039 : “Role of measurement uncertainty in conformity assessment – implementation of NF ISO/IEC Guide 98-4 – illustration through industrial case studies”). In such a probabilistic framework, the conformity assessment relies on two quantities: the measurement with its related uncertainty and the measurand prior knowledge. Both quantities are combined statistically to determine measurand posterior knowledge, and to quantify a global or specific risks either for the producer or the consumer. The standard also defines how integrating those two quantities improves the reliability of decisions based on measurements. This work will first present a clarification of the probabilistic approach described by the FD X07-039. Then, the measurand prior knowledge use will be explained. Finally, future metrology applications caused by such an approach will be listed.

The article presents the results of studies to improve the National primary standard machine for hardness of metals on the shore D scale GET 161-2001, which were performed in FSUE “VNIIFTRI” from 2016 to 2018 in accordance with the technical task of Rosstandart.The improvement was carried out in order to ensure the uniformity of hardness measurements on the Leeb scales. The created new parts of the primary standard machine, which are settings for reproducing hardness numbers on the Leeb scales, are considered. Metrological characteristics of the upgraded and adopted National primary standard machine (GET 161-2019) were investigated, the budget of measurement uncertainty was calculated for reproducing hardness numbers on the Leeb scales.

The assessment of the service life of concrete structures using the durability design approach is widely accepted nowadays. It is really encouraged that a simulation model can resemble the real performance of concrete during the service life. This paper investigates the concrete carbonation through probabilistic analysis. Data regarding Indonesian construction practice were taken from Indonesian National Standard (SNI). Meanwhile, data related to Indonesian weather condition for instance humidity and temperature are taken from local Meteorological, Climatological, and Geophysical Agency from 2004 until 2016. Hopefully the results can be a starting point for durability of concrete research in Indonesia.

AbstractIn this work we analyze the behavior of a nonlinear dynamical system using a probabilistic approach. We focus on the coexistence of solutions and we check how the changes in the parameters of excitation influence the dynamics of the system. For the demonstration we use the Duffing oscillator with the tuned mass absorber. We mention the numerous attractors present in such a system and describe how they were found with the method based on the basin stability concept.
