Electronic government, or e-Government, is the practice of providing public services to citizens, businesses, and other government agencies where government services can be accessed through the Internet, mobile phone, fax, mail, telephone, and personal visits (MGAHA, 2005). Developing countries, utilizing the late comer advantage, are mimicking trends of paperless governments with the expectations to reap the same benefits enjoyed by developed countries. However, e-Government initiatives have not always been successful in developing countries. According to the study conducted by Heeks (2003), the rate of e-Government success in developing countries was only 15 percent. The authors believe that such failures are mainly due to certain unique social, economic, technological, and environmental challenges faced by e-Government in developing countries. For example, some major issues include digital divide, political instability, and skills-related issues. However, the research dealing with these problems is limited. Therefore, in this chapter, the authors discuss these challenges.

This chapter surveys the issues concerning the digital divide facing developing nations. The authors assert that “insecurity” and the “digital divide” are highly dependent on each other and as insecurity increases so does the digital divide. Therefore, the authors propose to extend the concept of the digital divide to include information security features by putting forward a new model or paradigm of security that is multi-faceted and is able to assist in bridging the digital divide gap. They argue that a lack of attention to security reduces the access to and use of resources with which to attack the digital divide. In particular, for e-business, the authors conclude that in developing countries having security issues at the forefront would encourage engagement with e-initiatives, or restrain it if there is an absence of security.

Aims: This article reports the various application areas of the spoken dialogue system in the developing world to determine if the system could be used to bridge the digital divide prevalent in these regions of the world. The work also aims to identify in which developing nations is the system currently being put to use. Study Design:  A survey of twenty articles on the subject matter was carried out and their domains of the application were identified. The different forms of the evaluation carried out on them were also identified towards determining their outcomes positivity for bridging the digital divide. Various comments made of the different evaluations were also considered in determining the suitability of spoken dialogue systems in bridging the digital divide. Place and Duration of Study: Department of Computer Science and Information Technology, Bowen University, Iwo, Nigeria, between February 2013 and October 2019. Methodology: The different domains of the works, the different forms of the evaluation carried out on the systems, the various comments consequent upon the testing of the systems by the participants and the developing countries where those works were carried out were identified. A position was now taken based on the results obtained.   Results: Nine of the works are in the healthcare domain, three in agriculture, one in banking, one in aviation, one in secretarial work, one in the accuracy of recognition, one in education and three having multiple domains. The various comments and results from the evaluations all point towards the system’s suitability for bridging the digital divide. The spoken dialogue system is currently being used in only six developing nations of the world. Conclusion: Consequent upon the results obtained, it is clear that spoken dialogue systems can be used to bridge the digital divide in the developing world and that other application areas not yet covered could be explored for the benefits of the citizens of these regions, especially the digitally disadvantaged ones.

Development of information and communication technology (ICT) has brought changes for the people of Indonesia. With ICT, community can easily access a variety of information and support jobs. But the problem that arises is the uneven penetration of ICT in all parts of Indonesia, including in South Sulawesi. Giving rise to the digital divide as well as the weakness of ICT literacy. Therefore, this study aims to determine the ICT literacy community in South Sulawesi. The method used in this study is a survey with a quantitative approach. The results show that ICT (computer, mobile phone, and internet) has been used by communities in South Sulawesi. Among the three media, mobile phone has the highest number of penetration followed by computer and the internet. The majority of respondents have also entered into 5 levels of ICT literacy mobile phones and computers as an integral part of daily activities. While the internet was still in level 3 where they have been used but not significantly.

This chapter assesses how public policy can be used to bridge the global digital divide, especially in developing nations. First, the chapter characterizes the Internet technologies encompassed within the digital divide according to dimensions of individual socioeconomic characteristics and service provider infrastructure characteristics. Then, the chapter develops a set of technology policy dimensions as they affect those two dimensions, using case vignettes from India to illustrate policy actions. Finally, the chapter makes policy action recommendations to bridge the digital divide, including investments in education and literacy, e-governance, intermediary services, infrastructure, and regulation.

Information and communication technology with a focus on the digital economy and the implications of the development of electronic commerce is increasingly playing an active role in the development and growth of the global economy. The implications are wide and diversified. This includes the facilitation of trade transactions and acceleration of movement of capital through the new rules of the digital economy with the removal of time and distance barriers. The impacts are varying in density and effectiveness between developed and developing nations. Electronic commerce could be beneficial to business and socioeconomic development in the north (developed world) as well as in the south (developing nations). Small and medium-sized enterprises stand a unique opportunity worldwide to optimally leverage their capacities and excel from the diversified communication channels the digital economy presents. However, one challenge remains critical and that is the growing digital divide emerging between developed and developing nations as well as within developing nations themselves, which could deepen income and wealth inequalities. In that respect, the government role in developing nations in preventing the widening of the digital divide is becoming increasingly vital with implications that vary and affect business, culture and the society at large. During the past two decades, electronic commerce has had a diversified variety of impacts on organizations of all types and sizes. Such impacts differed from one country to another and from one environment to another, depending on the local conditions and the adaptation of the society. Implications related to the management and leadership of the organizations, their vision, mission and strategies, policies, governance, the organizational learning, ethics and culture among other elements. This chapter demonstrates the role of the government of Egypt in introducing, diffusing and institutionalizing electronic commerce. Electronic commerce represents a tremendous challenge and at the same time a great opportunity for growth and development, and hence it needs an institutional role to regulate it. Electronic commerce promises great potentials for developing nations giving poor nations and their populations additional access to markets, information, and other resources that would have otherwise been inaccessible. However, there has been a great fear of a digital divide emerging between developed and developing nations. Hence, the governments’ involvement of developing nations, such as Egypt, in preventing the appearance or the widening of the digital divide is of paramount importance. With respect to electronic commerce, the role of the government is highly different from its traditional role in other conventional areas that have been subject to extensive research, such as infrastructure and social services amongst others. It is different because electronic commerce is a newly ventured domain for government involvement that requires substantial thinking and structuring of the role it should play; it is more or less a comprehensive new role with aspects related to setting the rules for market operations as well as developing control measures to handle the risk factor associated with electronic commerce-related investments. Electronic commerce represents both a challenge and an opportunity for a developing nation such as Egypt with potentials for growth and development. This chapter introduces electronic commerce in Egypt with a focus on the prevailing status and the institutional role of the government to regulate electronic commerce and develop the electronic trading industry.
