Hassan Mad serves as the Secretary General of the Malay Consultative Council (Majlis Perundangan Melayu) and Adjunct Professor of the Malay Institute of Thought and Leadership (Insitut Pemikiran & Kepimpunan Melayu), Universiti Teknologi MARA. The published document is a part of the working record of The Secretariat of the CPSU Central Committee on May 5, 1969. The employees of The Common Department of the CPSU Central Committee started writing such working records from the end of 1965. In contrast to the protocols, the working notes include speeches of the secretaries of the Central Committee, that allow to deeper analyze the reactions of the top party leadership, to understand their position regarding the political agenda. The peculiarity of the published document is that the Secretariat of the Central Committee did not deal with the most important foreign policy issues. It was the responsibility of the Politburo. However, it was at a meeting of the Secretariat of the Central Committee when Brezhnev raised the question of inviting G. Husák to Moscow. The latter replaced A. Dubček as the first Secretary of the Communist party of Czechoslovakia in April 1969. As follows from the document, Leonid Brezhnev tried to solve this issue at a meeting of the Politburo, but failed. However, even at the Secretariat of the Central Committee the Leonid Brezhnev’s initiative at the invitation of G. Husák was not supported. The published document reveals to us not only new facets in the mechanisms of decision-making in the CPSU Central Committee, the role of the Secretary General in this process, but also reflects the acute discussions within the Soviet government about the future of the world socialist systems.

This chapter assesses the role of the Department of Political Affairs (DPA) in the Rwanda genocide. It situates DPA within the Secretariat of the early 1990s, explains the importance given to it by Secretary-General Boutros-Ghali, and analyses the department’s reaction to the crisis. The DPA’s role in monitoring the Arusha Peace Agreements and in providing the ‘political’ analysis of the Rwandan context is also reviewed, as is Boutros-Ghali’s desire for a powerful ‘political’ department to be juxtaposed to member states’ preference for peacekeeping and DPKO. The chapter also considers the leadership change of March 1994 when, a month before the genocide, Marrack Goulding took over the whole of DPA.

Egyptian scholar-diplomat Boutros Boutros-Ghali’s relationship with the UN Security Council was a difficult one, resulting eventually in him earning the unenviable record of being the only Secretary-General to have been denied a second term in office. Boutros-Ghali bluntly condemned the double standards of the powerful Western members of the Council—the Permanent Three (P3) of the US, Britain, and France—in selectively authorizing UN interventions in “rich men’s wars” in Europe while ignoring Africa’s “orphan conflicts.” The Council’s powerful members ignored many of his ambitious ideas, preferring instead to retain tight control of decision-making on UN peacekeeping missions. Boutros-Ghali worked with the Security Council to establish peacekeeping missions in Bosnia, Cambodia, Haiti, Rwanda, and Somalia.

This chapter explores all aspects of Trygve Lie’s interaction with the Security Council, beginning with his appointment process and the negotiation of the relative domains of the Council and the Secretary-General. This was a time when the working methods of the UN system were rapidly evolving through political negotiation and responses to external crises. It examines Lie’s personality and character, how he viewed his own responsibilities in the maintenance of international peace and security as crises arose, the legal and political tools he developed and exercised, and his changing relationship with individual permanent members and the six elected members. In the emerging Cold War, Lie’s position in the Security Council would be determined in particular by his relationships with the United States and the Soviet Union. Taking initiative in response to external crises in Iran, Palestine, Berlin, and Korea, Lie succeeded in laying foundations for an expanded political role for the Secretary-General.

The United Nations Secretary-General and the United Nations Security Council spend significant amounts of time on their relationship with each other. They rely on each other for such important activities as peacekeeping, international mediation, and the formulation and application of normative standards in defense of international peace and security—in other words, the executive aspects of the UN’s work. The edited book The UN Secretary-General and the Security Council: A Dynamic Relationship aims to fill an important lacuna in the scholarship on the UN system. Although there exists an impressive body of literature on the development and significance of the Secretariat and the Security Council as separate organs, an important gap remains in our understanding of the interactions between them. Bringing together some of the most prominent authorities on the subject, this volume is the first book-length treatment of this topic. It studies the UN from an innovative angle, creating new insights on the (autonomous) policy-making of international organizations and adding to our understanding of the dynamics of intra-organizational relationships. Within the book, the contributors examine how each Secretary-General interacted with the Security Council, touching upon such issues as the role of personality, the formal and informal infrastructure of the relationship, the selection and appointment processes, as well as the Secretary-General’s threefold role as a crisis manager, administrative manager, and manager of ideas.

AbstractThe Lebanese political organization Hizbullah has developed its own style of commemorating ʿāshūrāʾ, the Shiʿi period of mourning in remembrance of the Battle of Karbalāʾ. Previous scholarship has analyzed Hizbullah’s ʿāshūrāʾ with prevailing conceptual binaries such as politics/religion, reason/tradition, or reason/emotion. This article challenges such binaries by looking at the series of speeches given by Hizbullah’s secretary general, Ḥasan Naṣrallāh, during the annual ʿāshūrāʾ rituals. Naṣrallāh’s oratory skills, and most importantly the careful structuring of the ten-day mourning event, show clearly that the production of reasoned arguments through speech involves the cultivation of intense emotions and states of consciousness. These are conducive not only to collective action and identity formation but also to ethical practices.
