AbstractProponents describe stem Cell Replacement Therapy and related technologies to be a significant step forward for medicine. However, due to the inherent ethical problems in human Embryonic Stem Cell Research (hESC), it is strictly regulated around the world. The US has passed at the federal and state level, both supportive and restrictive laws over the years. The changing legislative environment at the state and federal levels has created a situation whereby researchers have to choose whether and where to carry out this research. By exploiting the temporal and spatial heterogeneity and legislative shocks, we assess if the affected scientists have voted with their feet, leaving the state or country imposing restrictive rules and whether hESC research has clustered geographically. We find that most of the hESC research is carried out in supportive states, and significant legislative changes have had a minor but noticeable effect on relocation choices. Most importantly, the research has moved to supportive states. This result suggests that several state-level interventions (supportive), which were opposed to federal laws (restrictive), have counteracted each other.

This study looks at the number of clinical trials involving specific stem cell types. To our knowledge, this has never been done before. Stem cell clinical trials that were conducted at locations in the US and registered on the National Institutes of Health database at ‘clinicaltrials.gov’ were categorized according to the type of stem cell used (adult, cancer, embryonic, perinatal, or induced pluripotent) and the year that the trial was registered. From 1999 to 2014, there were 2,357 US stem cell clinical trials registered on ‘clinicaltrials.gov,’ and 89 percent were from adult stem cells and only 0.12 percent were from embryonic stem cells. This study concludes that embryonic stem cells should no longer be used for clinical study because of their irrelevance, moral questions, and induced pluripotent stem cells.

AbstractIntroduction:In 2009, the Institute of Medicine published guidelines for implementation of Crisis Standards of Care (CSC) at the state level in the United States (US). Based in part on the then concern for H1N1 pandemic, there was a recognized need for additional planning at the state level to maintain health system preparedness and conventional care standards when available resources become scarce. Despite the availability of this framework, in the years since and despite repeated large-scale domestic events, implementation remains mixed.Problem:Coronavirus disease 2019 (COVID-19) rejuvenates concern for how health systems can maintain quality care when faced with unrelenting burden. This study seeks to outline which states in the US have developed CSC and which areas of care have thus far been addressed.Methods:An online search was conducted for all 50 states in 2015 and again in 2020. For states without CSC plans online, state officials were contacted by email and phone. Public protocols were reviewed to assess for operational implementation capabilities, specifically highlighting guidance on ventilator use, burn management, sequential organ failure assessment (SOFA) score, pediatric standards, and reliance on influenza planning.Results:Thirty-six states in the US were actively developing (17) or had already developed (19) official CSC guidance. Fourteen states had no publicly acknowledged effort. Eleven of the 17 public plans had updated within five years, with a majority addressing ventilator usage (16/17), influenza planning (14/17), and pediatric care (15/17), but substantially fewer addressing care for burn patients (9/17).Conclusion:Many states lacked publicly available guidance on maintaining standards of care during disasters, and many states with specific care guidelines had not sufficiently addressed the full spectrum of hazard to which their health care systems remain vulnerable.

This paper examines the contextual factors shaping legislative debates affecting stem cell research in two states, Kansas and Massachusetts, which both permit therapeutic cloning for stem cell research but markedly vary in their legislative approach to the issue. In Kansas, restrictive legislation was proposed but effectively blocked by research proponents, while in Massachusetts permissive legislation was successfully implemented under the auspices of an act to promote stem cell research. The importance of university and industry involvement is highlighted in each case, as are the roles of enterprising and persistent policy entrepreneurs. Providing a close examination of the policy process attending the cloning debate in these states is intended to contribute to an enhanced understanding of the cloning-policy process as it has played out at the state level, with an eye toward informing legislative debates over related biotechnical advances in the future.

This case study deals with the regulation of human embryonic stem-cell (hESC) research in Brazil. It aims to analyze the process that led to the authorization, in 2005, of the use of stem cells obtained from so-called supernumerary embryos for purposes of research and therapy. We argue that the pro-research lobby in Brazil had considerable success because it framed the issue by referring to Brazil’s peculiar policy background in the fields of assisted reproduction and embryo research. Moreover, this group of actors strategically avoided associating hESC research with abortion, highlighting the humanitarian aspects of this kind of research, rather than the motto of freedom of scientific research. Finally, it was able to rely on the judgment of a fairly progressive Supreme Court, which was also sensitive to public opinion at a time of ‘court activism’ or the ‘judicialization of politics’ in Brazil.


Significance Intensified political disputes between the main parties are holding up the state budget for 2020, including funding for local elections in November. They also threaten to weaken the response to the looming socio-economic crisis from the COVID-19 pandemic. Impacts The US entry ban on former senior SDA member Amir Zukic is seen as an attempt to persuade the party to behave more responsibly. The EU is in a contest with China, Russia and Turkey to retain influence in the region. Pre-election positioning may explain the defection of Fahrudin Radoncic’s Union for a Better Future party from the state-level government.

The intense and extensive debate over human embryonic stem cell (hESC) research has focused primarily on the moral status of the human embryo. Some commentators assign full moral status of normal adult human beings to the embryo from the moment of its conception. At the other extreme are those who believe that a human embryo has no significant moral status at the time it is used and destroyed in stem cell research. And in between are many intermediate positions that assign an embryo some degree of moral status between none and full. This controversy and the respective positions, like the abortion controversy, is by now well understood, despite the lack of progress in resolving it. I have argued briefly elsewhere that early embryos do not have significant moral status, but I do not want to reenter that debate here. Instead, I want to focus on an issue that has had relatively little explicit and separate attention, but is likely to loom larger in light of the Obama administration’s partial lifting of the Bush administration’s restriction on the embryos that can be used in stem cell research that receives federal funding.

After the US federal government created a national pollinator protection plan in 2015, many states followed with their own. Since their goal is to promote pollinating insect conservation, we wanted to know whether the state plans are using best practices for evidence-based science policy. In early 2019 we found and downloaded every existing, publicly available US state pollinator protection plan. We then used content analysis to assess the goals, scope, and implementation of state-level pollinator protection plans across the US. This analysis was conducted using three distinct frameworks for evidence-based policymaking: US Department of Interior Adaptive Resources Management (ARM), US Environmental Protection Agency management pollinator protection plan (MP3) guidance, and Pew Trusts Pew-MacAthur Results First Project elements of evidence-based state policymaking (PEW) framework. Then we scored them using the framework criteria, to assess whether the plans were using known best practices for evidence based policymaking. Of the 31 states with a state pollinator plan, Connecticut was the state with the lowest total score across the three evaluation frameworks. The state with the highest overall scores, across the three frameworks, was Missouri. Most states did not score highly on the majority of the frameworks. Overall, many state plans were lacking policy elements that address monitoring, evaluation, and adjustment. These missing elements impact the ability of states to achieve their conservation goals. Our results indicate that states can improve their pollinator conservation policies to better match evidence-based science policy guidance, regardless of which framework is used.

We assess the effects of monetary policy on real house prices and housing investment across the US states during the period 1983-2008. We find that an expansionary monetary shock generates higher housing investment and house prices at the national level. At the state level, however the responses of housing investment and house prices differ from the nation-wide responses. We relate this heterogeneity to various observable factors such as property tax rates, howeownership, income inequality, poverty and demographic factors. All these factors are crucial in explaining the heterogeneity of the state-level responses.
