This paper presents an overview of prevalent bicyclist crash types in the United States, providing insights for practitioners that may be useful in planning safer networks and taking other proactive and risk-based approaches to treatment. The study compares fatal bicyclist crash types from national data with serious injury and all-severity bicyclist collisions from the state of North Carolina (NC) and the city of Boulder, Colorado. Overall, bicyclist fatalities in the United States are more prevalent in urban areas (69%) than rural areas (29%). Though the majority of all-severity crashes are at intersections, most fatal and disabling injury bicyclist crashes occur at non-intersection locations, including nearly one-third of bicyclists who die from collisions involving overtaking motorists. Top intersection crash types across national fatal and all-severity crashes in NC and Boulder include bicyclists failing to yield and motorists turning across a bicyclist’s path. However, many of the top all-severity types in the two jurisdictions differ from the top fatal crash types nationwide. These comparisons provide a fresh look at bicyclist crash type trends and have potential importance with respect to planning safer networks for Vision Zero communities, since a key finding is that locations and crash types most prevalent among fatal and serious injuries may differ from the most prevalent types for all-severity crashes. The findings could be useful to agencies lacking their own resources for risk-based assessment, but also suggest it is important to analyze higher severity crash types and jurisdiction-specific data when possible.

For many families across Pennsylvania, child care is an ever-present concern. Since the 1970s, when Richard Nixon vetoed a national childcare program, child care has received little time in the policy spotlight. Instead, funding for child care in the United States now comes from a mixture of federal, state, and local programs that do not help all families. This article explores childcare options available to families in the state of Pennsylvania and highlights gaps in the current system. Specifically, we examine the state of child care available to families in the Commonwealth in terms of quality, accessibility, flexibility, and affordability. We also incorporate survey data from a nonrepresentative sample of registered Pennsylvania voters conducted by the Pennsylvania Center for Women and Politics. As these results support the need for improvements in the current childcare system, we discuss recommendations for the future.

Разработана и опробована методика мониторинга на основе метода радиолокационной спутниковой интерферометрии с применением открытых данных радиолокационного спутника Sentinel-1. Обработка радиолокационных снимков была реализована на открытом программном обеспечении SNAP. В результате были получены 40 карт вертикальных смещений города Санкт-Петербург. На основе геоинформационного программного обеспечения QGIS был произведен анализ полученных карт смещений и визуализация результатов интерферометрической обработки.

ABSTRACT Both the business media and the popular press have emphasized the underfunding problems associated with pension funds that are set aside for state and local government workers, a group that also includes teachers and professors at state-affiliated colleges and universities. The realization that pension funds are typically underfunded stems from the fact that the accounting standards associated with state and local government employee pension funds have led to greater transparency since 2011. This paper examines, explains, and interprets the historical development over the last 70 years of accounting standards for state and local government pension funds in the United States. Changing accounting standards, along with economic and social change, have led to consequences such as employers transforming their pension programs to avoid substantial costs and significant liabilities, for example by changing from defined benefit to defined contribution plans.

Truck parking is a crucial element of the United States’ transportation system as it provides truckers with safe places to rest and stage for deliveries. Demand for truck parking spaces exceeds supply and shortages are especially common in and around urban areas. Freight operations are negatively affected as truck drivers are unable to park in logistically ideal locations. Drivers may resort to unsafe practices such as parking on ramps or in abandoned lots. This report seeks to examine the potential parking availability of vacant urban parcels by establishing a methodology to identify parcels and examining whether the identified parcels are suitable for truck parking. Previous research has demonstrated that affordable, accessible parcels are available to accommodate truck parking. When used in conjunction with other policies, adaptation of urban sites could help reduce the severity of truck parking shortages. Geographic information system parcel and roadway data were obtained for one urban area in each of the 10 Mid America Association of Transportation Officials region states. Area and proximity filters were applied followed by spectral analysis of satellite imagery to identify candidate parcels for truck parking facilities within urban areas. The automated processes created a ranked short list of potential parcels from which those best suited for truck parking could be efficiently identified for inspection by satellite imagery. This process resulted in a manageable number of parcels to be evaluated further by local knowledge metrics such as availability and cost, existing infrastructure and municipal connections, and safety.

Abstract State and local governments in the United States manage a wide array of natural and human resources that are particularly sensitive to climate variability and change. Recent revelations of the extent of the current and potential climate impact in this realm such as with the quality of water, the structure of the coasts, and the potential and witnessed impact on the built infrastructure give these political authorities impetus to minimize their vulnerability and plan for the future. In fact, a growing number of subnational government bodies in the United States have initiated climate adaptation planning efforts; these initiatives emphasize an array of climate impacts, but at different scales, scopes, and levels of sophistication. Meanwhile, the current body of climate adaptation literature has not taken a comprehensive look at these plans nor have they questioned what prompts local adaptation planning, at what scope and scale action is being taken, or what prioritizes certain policy responses over others. This paper presents a case-based analysis of seven urban climate adaptation planning initiatives, drawing from a review of publicly available planning documents and interviews with stakeholders directly involved in the planning process to provide a preliminary understanding of these issues. The paper also offers insight into the state of implementation of adaptation strategies, highlighting the role of low upfront costs and cobenefits with issues already on the local agenda in prompting anticipatory adaptation.

With the rise of the cognitive-cultural (or knowledge) economy, urban areas around the world have experienced significant changes in their social geographies. Studentification is one such change that has occurred in cities hosting major universities around the world. This study extends the analysis of social change to vital knowledge nodes in the networked global economy: United States college towns. K-means cluster analysis is used to identify neighborhood types in ten cities with major research universities across four Census years: 1980, 1990, 2000, and 2010. Temporal and spatial analyses are then conducted to determine how these knowledge nodes have changed with the decline of the industrial economy and the rise of the knowledge economy. The analysis indicates the presence of six neighborhood types in these college towns: Middle Class, Minority-Concentrated, Stability, Elite, Mix/Renter, and Student. Over the course of the study period, the number of Elite neighborhoods increased considerably, while the number of Middle Class neighborhoods plummeted. The number of Mix/Renter neighborhoods also increased. Spatially, Student and Minority-Concentrated neighborhoods generally remained fairly clustered in the same areas across the study period. Elite neighborhoods spread across wider geographical areas over the course of the study period. These results are compared to previous studies on neighborhood change. The comparisons reveal that the knowledge nodes show some similar patterns to studentifying cities and to rapidly growing nodes in areas with ties to the global knowledge economy.
